Recommended Action Adopt a Resolution approving the plans and specifications and authorizing the city clerk to advertise for bids for the Palomar Airport Road Widening at Paseo Del Norte, Project Nos. 6043 and 6044 (Project), and approving an additional appropriation of Transnet Local Funds in the amount of $388,000. Executive Summary The Project is located at the intersection of Palomar Airport Road at Paseo Del Norte and will enhance the performance of the left turn and right turn movements from eastbound Palomar Airport Road to Paseo Del Norte. The left turn modification, identified as Capital Improvement Project (CIP) No. 6043, will extend the existing left turn pocket from eastbound Palomar Airport Road to northbound Paseo Del Norte. The right turn lane improvement, identified as CIP No. 6044, will create a new dedicated right turn lane from eastbound Palomar Airport Road to southbound Paseo Del Norte. The Carlsbad Municipal Code requires the City Council to adopt plans and specifications for all construction projects that are to be formally bid when the value exceeds the limits established by the Public Contract Code including the alternative provisions of the Uniform Public Construction Cost Accounting Act. The Public Contract Code limit is $175,000. The construction cost estimates for these two Projects are $178,345 and $845,000 respectively, and therefore this Project is subject to this requirement. Discussion Two separate CIP projects will fund the proposed improvements along eastbound Palomar Airport Road at Paseo Del Norte. The left turn lane improvements, identified as CIP No. 6043, will extend the existing left turn pocket 175 feet by removing a portion of the raised concrete median. The right turn lane improvement, identified as CIP No. 6044, will create a new dedicated right turn lane. The new right turn lane will be 250 feet in length and within public right of way that was dedicated by the adjacent private developers as a condition of their previous development approvals. In addition to the turn lane improvements, the Project includes related traffic signal modification, pedestrian upgrades, Class II bike lane, and storm water quality improvements, all of which will improve the level of service at the intersection for all modes of travel. A summary of estimated construction costs and the available funds for each funding source contributing to the Project are shown in the tables below. Responses will be evaluated and the lowest responsive and responsible bidder will be identified by city staff. Staff will then return to City Council with a recommendation to award the contract to the identified bidder. The typical time from authorization to bid to the execution of the construction contract is four to six months and the construction contract for this Project provides for three and a half months to construct the Project improvements. Environmental Evaluation (CEQA) The Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) -Minor alteration of existing facilities, including streets, sidewalks, gutters, and similar facilities involving negligible expansion. A Notice of Exemption was filed in the office of the San Diego County Clerk on Feb. 20, 2018 for a 30-day public review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. The public will be notified in advance of the construction activities using multiple media methods such as sign age, email, website, and other city communication channels. May 22, 2018 Item #4 Page 3 of 6 RESOLUTION NO. 2018-075 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE PALOMAR AIRPORT ROAD WIDENING AT PASEO DEL NORTE, PROJECT NOS. 6043 AND 6044, AND APPROVING AN ADDITIONAL APPROPRIATION OF TRANSNET LOCAL FUNDS IN THE AMOUNT OF $388,000. EXHIBIT I WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to construct the Palomar Airport Road Widening at Paseo Del Norte, Project Nos. 6043 and 6044 (Project); and WHEREAS, the plans, specifications and contract documents for the Project are on file in the Public Works Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, the Project is exempt from CEQA per State CEQA Guidelines Sections 15301(c) (Existing streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities); and WHEREAS, an additional appropriation of funds from the Transnet Local Fund in the amount of $388,000 is needed. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the plans and specifications for the Palomar Airport Road Widening at Paseo Del Norte, Project Nos. 6043 and 6044, are hereby approved. 3. That the administrative services director is authorized to appropriate funds in the amount of $388,000 to the Project from the Transnet Local Fund. 4.
