Recommended Action
Hold a Public Hearing and adopt a Resolution approving the Carlsbad TransNet Local Street
Improvement Program of Projects for fiscal years 2018-19 to 2022-23 for inclusion in the 2018
. San Diego Association of Governments (SAN DAG) Regional Transportation Improvement
Program (RTIP).
Executive Summary
The 2018 RTIP is a program of proposed highway, arterial roadway, transit, and bikeway
projects in San Diego County for fiscal years 2018-19 to 2022-23. SAN DAG is required by state
and federal laws to develop and adopt the RTIP every two years.
In order to utilize TransNet Funds, each member agency of SAN DAG must approve a program of
projects every two years. In addition to projects using TransNet Funds, the program of projects
must also include regionally significant, capacity-increasing projects regardless of the funding
source.
The City Council is required to consider and adopt the Carlsbad Program of Projects (Program)
at a Public Hearing. The proposed Resolution (Exhibit 1) approving the Program is due to
SAN DAG by June 29, 2018. The Program is then incorporated into SANDAG's draft 2018 RTIP
and submitted to the state.
Discussion
Each member agency of SAN DAG that desires to expend TransNet and/or certain federal or
state funds must approve a program of projects every two years. In addition to projects with
these funding sources, the program of projects also includes capacity-increasing projects
regardless of the funding source. The federal Metropolitan Planning and Air Quality Conformity
Regulations also require inclusion of all capacity-increasing road projects for air quality
emissions analysis.

The proposed Program for fiscal years 2018-19 to 2022-23 (Attachment A to Exhibit 1) includes
projects with the following funding sources:
• Federal -SAFETEA-LU High Priority Project -Repurposed
• SANDAG -TransNet Local
• Local Funds -City Funds (includes Traffic Impact Fees)
• Local Funds -Private Funds
Federal funds included in the Program are SAFETEA-LU High Priority Project Funds that were
repurposed to the El Camino Real Widening Project from Cassia Road to Camino Vida Roble.
TransNet Local Funds are programmed for a variety of projects including ADA improvements,
various roadway improvements, the Pavement Management Program, traffic signal
improvements, and roadway lighting projects.
The Program also includes various capacity increasing roadway projects located along regionally
significant arterials, regardless of the funding source. The projects in this category include
various roadway segments and intersection improvements. The majority of these projects are
funded by local city funds such as Traffic Impact Fees and/or funding from the adjacent private
development.
The Program may be revised as needed on a quarterly basis during the two-year period
between the adoption of the 2018 RTIP and the subsequent 2020 RTIP.
Fiscal Analysis
Approving the RTIP is a requirement under state law for receiving TransNet, State, or Federal
Funds. Approval of the RTIP ensures eligibility for funding and programs the funding for future
obligation.
Inclusion in the RTIP, however, is not a guarantee that projects will receive the stated funding.
The amounts shown are the best available estimates of anticipated funding. In the event that
funding falls short or is not available, the City Council is not obligated to proceed with a project
just because it is included in the RTIP.
Next Steps
Staff will submit the necessary documents to SAN DAG, and as a result, the city will be qualified
to receive TransNet, State, and Federal Funds.
Environmental Evaluation (CEQA)
This activity is statutorily exempt from the California Environmental Quality Act (CEQA) per
State CEQA Guidelines Section 15276, which states that CEQA does not apply to the adoption of
a regional transportation improvement program; however, individual projects developed
pursuant to these programs shall remain subject to CEQA.

Public Notification
This item was noticed in accordance with the Ralph M. Brown Act, and as a public hearing, this
item was noticed 10 days prior to the scheduled meeting date. For each individual project in
the Program, public notification will occur prior to construction using media methods such as
signage, email, website, and other city communication channels.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THI; CARLSBAD TRANSNET LOCAL STREET
IMPROVEMENT PROGRAM OF PROJECTS FOR FISCAL YEARS 2018-19 TO
2022-23 FOR INCLUSION IN THE 2018 SAN DIEGO ASSOCIATION OF
GOVERNMENTS REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM.
Exhibit 1
WHEREAS, on Nov. 4, 2004, the voters of San Diego County approved the San Diego
Transportation Improvement Program Ordinance and Expenditure Plan (TransNet Extension
Ordinance); and
WHEREAS, the TransNet Extension Ordinance provides that SANDAG, acting as the Regional
Transportation Commission, shall approve on a biennial basis a multi-year program of projects
submitted by local jurisdictions identifying those transportation projects eligible to use transportation
sales tax (TransNet) Funds; and
WHEREAS, the City of Carlsbad was provided with an estimate of annual TransNet local street
improvement revenues for fiscal years 2019 through 2023; and
WHEREAS, the City of Carlsbad has held a noticed public hearing with an agenda item that
clearly identified the proposed list of projects prior to approval of the projects by its authorized
legislative body in accordance with Section S(A) of the TransNet Extension Ordinance and Rule 7 of
SANDAG Board Policy No. 31.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That pursuant to Section 2(C)(1) of the TransNet Extension Ordinance, the City of
Carlsbad certifies that no more than 30 percent of its cumulative revenues shall be spent
on local street and road maintenance projects.
3. That pursuant to Section 4(E)(3) of the TransNet Extension Ordinance, the City of
Carlsbad certifies that all new projects, or major reconstruction projects, funded by
TransNet revenues shall accommodate travel by pedestrians and bicyclists, and that any
exception to this requirement permitted under the Ordinance and proposed shall be
clearly noticed as part of the City of Carlsbad's public hearing process.

4. That pursuant to Section 8 of the TransNet Extension Ordinance, the City of Carlsbad
certifies that the required minimum annual level of local discretionary funds to be
expended for street and road purposes will be met throughout the five-year period
consistent with the most recent Maintenance of Effort Requirements adopted by
SAN DAG.
5. That pursuant to Section 9A of the TransNet Extension Ordinance, the City of Carlsbad
certifies that it will exact $2,483.48, plus all applicable annual increases, from the private
sector for each newly constructed residential housing unit in that jurisdiction (unless
exempted under the TransNet Extension Ordinance,) and shall contribute such exactions
to the Regional Transportation Congestion Improvement Program (RTCIP).
6. That pursuant to Section 13 of the TransNet Extension Ordinance, the City of Carlsbad
certifies that it has established a separate Transportation Improvement Account for
TransNet revenues with interest earned expended only for those purposes for which the
funds were allocated.
7. That pursuant to Section 18 of the Trans Net Extension Ordinance, the City of Carlsbad
certifies that each project of $250,000 or more will be clearly designated during
construction with TransNet project funding identification signs.
8. That the City of Carlsbad does hereby certify that all other applicable provisions of the
TransNet Extension Ordinance and SANDAG Board Policy No. 31 have been met.
9. That the City of Carlsbad agrees to indemnify, hold harmless, and defend SAN DAG, the
San Diego County Regional Transportation Commission, and all officers and employees
thereof against all causes of action or claims related to City of Carlsbad's TransNet
funded projects.
10. That the Carlsbad TransNet Local Street Improvement Program of Projects for fiscal
years 2018-19 to 2022-23 attached to this Resolution as Attachment A is hereby
approved for inclusion in the 2018 San Diego Association of Governments Regional
Transportation Improvement Program.
