Subject Adopt a new job classification, revise an existing job classification and
amend the Carlsbad City Employees' Association Salary Schedule
Recommended Action
Adopt a Resolution approving a new job classification, revising a current job classification, and
amending the Carlsbad City Employees' Association (CCEA) Salary Schedule.
Executive Summary
Throughout the year, the Human Resources Department works with city departments to
conduct job studies to ensure that job classifications reflect current job duties. Job
classifications may be added, revised or deleted to align with operational changes or changes to
service delivery. This report recommends approving one new CCEA classification, revising one
management job classification, and amending the CCEA Salary Schedule. There is no
recommended change to the Management Salary Schedule.
Pursuant to Section 3.3 of the City of Carlsbad's Personnel Rules and Regulations, new and
revised job classifications and associated salary schedules must be approved by resolution of
the City Council at a public meeting.
Discussion
Section 3.1 of the City of Carlsbad's Personnel Rules and Regulations states that the Human
Resources Department will be responsible for preparing and maintaining job classifications for
all positions. Each job classification will include a list of typical duties and a statement of the
minimum qualifications required for appointment. All job classifications will describe duties
which employees occupying the job classification may be required to perform.
Prior to submission of the classification additions and revisions to the City Council for
I consideration, the affected employee organizations must be provided with written notice of the
changes being proposed and an opportunity to meet and confer as to those matters that are
within the scope of representation.
To meet the changing needs of departments, job classification studies were performed for two
positions, Facilities Attendant and Utilities Manager. These studies analyzed both the duties
and responsibilities of the positions, as well as compared the positions to outside agencies for
salary information.

Based on the classification studies, the changes being proposed are summarized below:

Per the Personnel Rules, the city has met and conferred with CCEA concerning the changes
affecting represented employees. The CCEA Salary Schedule will be revised accordingly.
Fiscal Analysis
There is no fiscal impact as the recommended changes are reflected in the proposed FY 2018-
2019 budget. There is no direct change in the number of full time employees as a result of
. these recommended changes.
Next Steps
Staff will revise the current job classifications as proposed and amend the affected salary
schedules.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonable foreseeable indirect physical change in the environment; and
therefore, does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for viewing
at least 72 hours prior to the meeting date.

WHEREAS, the City Council of the City of Carlsbad, California has determined the need to
adopt or revise job classifications as necessary.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That Attachment A, which includes the new job classification of Facility Attendant
and the revised job classification of Utilities Manager, attached hereto is hereby
adopted.

CLASSIFICATION DESCRIPTION
FACILITY ATTENDANT
PUBLIC WORKS -SAFETY TRAINING CENTER
Under the direction of the Safety Training Center Facility Manager, performs assigned
duties of a Facility Attendant to support facility maintenance and operations at the
Carlsbad Safety Training Center (STC); and performs other related duties as assigned.
Field work and office work are both required in this position, with occasional weekend
and evening work.
DISTINGUISHING CHARACTERISTICS:
Supplement facility management by coordinating with vendors, overseeing facility
maintenance, supporting environmental health and safety compliance requirements and
providing training support to city agencies and external public safety organizations
leasing the STC.
KEY RESPONSIBILITIES:
Perform duties as assigned by the STC Facility Manager which include facility
maintenance, tours, answering phones, escorting and overseeing maintenance contractors
and vendors, updating reports and providing customer support for both city agencies and
external customer's training events.
Monitor facility security to include opening and closing the facility for scheduled
functions and training activities.
Perform set-up and take down of facility equipment to include training classrooms, tables
and chairs.
Perform light custodial duties in order to maintain facilities' overall appearance and
readiness by picking up litter, emptying trash receptacles, changing light bulbs, sweeping,
vacuuming, polishing, mopping, and other general cleaning requirements to include
cleanup before and after large events.
Perform light carpentry work to include cutting wood pieces for firefighting training
apparatuses.
Provide facility staff support for special events to include the posting of signage and the
coordination of parking on the STC campus.

Assist with best management practices and housekeeping as it relates to lead safety,
facility maintenance, hazardous materials storage, and storm water pollution protection
policies.
Conduct user-level maintenance of both Residential and Commercial Live Fire Bum
Props in accordance with FireBlast 451 preventative maintenance checks and services.
Clean, refill, and conduct operational checks of Viper NT ceiling-mounted smoke
machines per manufacturer guidelines.
Fill, purge, and check functions of all onsite air compressors on a weekly basis.
Provide training set-up support to city law enforcement and firefighting agencies.
Check-in external customers and provide training set up support to include: providing
safety briefs, collection of Participant Release Forms, and area inspections after the
completion of training.
Conduct inventories of hazardous materials and update Safety Data Sheets (SDS).
Conduct weekly inventories of maintenance equipment and supplies.
Conduct monthly inventories of consumable maintenance equipment and tools. Submit
inventories and reorder information to the STC Facility Manager or Administrative
Secretary.
Assist the STC Facility Manager by researching and requesting vendor quotes for the
purchase of facility consumables and equipment repairs.
Understand all emergency action plans, to include the evacuation of injured personnel
and reporting of training incidents and injuries.
Assist with mishap, injuries, and incident investigations.
Assist STC Range Master with range cleanup and maintenance activities as needed to
support range activities which includes the handling of hazardous materials.
Operate range cleaning equipment to include weapons cleaning room and wastewater
filtration systems.
Enforce the wearing of proper protective equipment required during all training events.
Coordinate future training events and scheduling with the STC Facility Manager.
Inform the Facility Manager on any safety or facility maintenance issues discovered
during work shift.

Conduct monthly Automatic External Defibrillator (AED) checks and report results to
AED Solutions.
QUALIFICATIONS:

Possession of a California Class C Driver's License and evidence of a satisfactory driving

Possession of, or ability to obtain, CPR and first aid instruction.
Possession of, or ability to obtain, Hazardous Waste Operations and Emergency
Response (HAZWOPER) certification.

Plans, directs, and manages programs for the assigned divisions including: Water and
Wastewater Systems Maintenance, Water Systems Operations, Recycled Water

Education:

Equivalent to the completion of a Bachelor's Degree in engineering, construction,
construction management or in a closely related field; and
Five years of progressively responsible experience in a utilities functional area
such as, water distribution and wastewater systems operation and maintenance,

Under general direction, to plan, organize, review and direct field maintenance services
and activities; ensure work quality and adherence to established policies and
procedures in assigned divisions and/or programs as it relates to infrastructure and
related storm water program activities; provides professional and technical assistance to
outside agencies, senior management, other divisions, division supervisors, staff and
consultants.
KEY RESPONSIBILITIES:
Plans, directs, and manages programs for the assigned divisions including: Water and
Wastewater Systems Maintenance, Water Systems Operations, Recycled Water
Distribution, Meter Reading/Maintenance/Replacement, Cross Connection Control,
Wastewater Operations; recommends and administers policies and procedures.
Participates in development and manages implementation of the Utilities division goals,
objectives, policies, and procedures.
Manages priorities, assignments and workload; establishes appropriate service and
staffing levels; and allocates resources accordingly.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and
procedures; assesses and monitors work load; identifies opportunities for improvement;
directs the implementation of changes.
Meets with various agency regulators and inspectors to perform various compliance
inspections.
Maintains full regulatory compliance in all areas.
Ensures appropriate maintenance of records; regulatory reports and correspondence;
provides technical and professional support to operations and City staff.
Manages and coordinates related environmental resource management programs.
Prepares agenda bills and other professional/technical communications, reports and
documentation.

contractors, engineers, regulators, agencies, entities, commissions, organizations, etc.
on a variety of projects, issues, complaints and inquiries.
Attends various meetings to receive, update or provide information.
Selects, manages and evaluates subordinates and provides direction, guidance and
training to division staff.
Ensures ongoing development of subordinates to support succession initiatives and
department staffing and training.
Ensures proper time reporting for proper allocation of time and approvals.
Ensures proper operation/maintenance and inspection of assigned systems and that
work is prepared to standard.
Ensures materials, equipment and supplies are purchased in accordance with City and
division standards.
Directs, leads or provides input into preparation of plans and specifications for
contracts, agreements, purchase of equipment and requests for proposals for various
projects and studies.
Participates in annual budget preparation, capital improvement projects and
administration for the Water/Wastewater Section of the Utilities Division.
Reviews both GIP as well as private development improvement plans; submits
suggested changes.
Collaborates with Utilities Engineering for development and execution of GIP contracts.
Reviews and approves all operational expenditures and manages assigned operations
budget.
Reviews and oversee contracts, agreements, etc. for goods and services to ensure
compliance; authorizes equipment purchases.
Directs maintenance, repair and replacement of systems and equipment.
Serves as the point of contact for appropriate regulatory agencies.
Serves in the capacity of Utilities Director as needed.
Assignments in Water Operations
Directs, oversees and reviews division and programs in assigned functional areas
engaged in the operation, maintenance and repair of potable and recycled water

Experience:
Assignments in Water Operations
Five years of increasingly responsible experience in core and functional areas
including four years of supervisory experience as a water operations supervisor
in a D5 and T2 system.
Assignments in Waste Water Operations
Five years of increasingly responsible experience in core and functional areas
including four years of supervisory experience in comparable waste water
operations.
Education:
Any combination of experience and education that would likely provide the required
knowledge and abilities of qualifying. A typical way to obtain the knowledge and
abilities would be:
Equivalent to the completion of a Bachelor's Degree in engineering, construction,
construction management or in a closely related field; and
Five years of progressively responsible experience in a utilities functional area
such as, water distribution and wastewater systems operation and maintenance,
construction inspection or related field, including experience as a supervisor.

SPECIAL REQUIREMENTS:
Possession of a valid California Driver's License (Class C) or the ability to be
transported throughout the City.
Willingness and demonstrated ability to direct operations during emergency calls

Must possess a California Division of Public Health Water Distribution Operator
Certificate, Grade 03 within an agreed period and the ability to obtain a 05
Certificate within an agreed period.
Must possess a California Division of Public Health Water Treatment Operator
Certificate, Grade T2 within an agreed period.
Assignments in Wastewater Operations
CWEA Collections System Grade 4 Certification and/or

PHYSICAL REQUIREMENTS AND ENVIRONMENT:
While performing the duties of this class an employee is regularly required to sit; talk or
hear, in person and by telephone; use hands and fingers to handle, feel or operate
standard office equipment; and reach with hands and arms. Specific vision abilities
required by this job include close vision and the ability to adjust focus to read and
operate office equipment as necessary during the course of the work assignments. The
employee is frequently required to walk and stand to inspect work sites.
While performing the duties, employees of this class are regularly required to use
written and oral communication skills; read and interpret schematic data, narrative and
statistical information and document; analyze and solve problems; use math and apply
new information or skills; perform highly detailed work on multiple, concurrent tasks;
work under deadlines; and interact with staff, vendors, contractors, regulators, agencies,

The employee periodically works in the field, exposed to the outdoors and all weather
