Subject Replacement of 19 Mobile Data Computers from CDCE, Inc. in the amount
of $138,330.
Recommended Action
Adopt a Resolution authorizing the replacement of 19 new Mobile Data Computers (MDC's) from
CDCE, Inc. in the amount of $138,330.
Executive Summary
Since 2007, the fire department has deployed Mobile Data Computers (MDC's). MDC's are in all
fire apparatus and are the critical link between the 911 dispatcher and fire crews. They are used
to capture and manage incident information, mapping, time stamping for analytics, and are a
tool in the development of situational awareness to aid in decision making. Last replaced in 2012,
with a useful life of five years, the fire department is requesting City Council authorization to
purchase 19 MDC's for all response capable fire department apparatus in the amount of
$138,330.
Pursuant to Chapter 3.28 of the Carlsbad Municipal Code, the City Council shall be the awarding
authority for any procurements of goods, services, and/or professional services costing more
than $100,000 per agreement year.
Discussion
The MDC's operate on a wireless PC-based mobile fleet application that seamlessly extends
Computer-Aided Dispatch (CAD) Systems to in-vehicle computers, providing secure mission-
critical information in the field. Field personnel can make on-scene decisions that enhance
personnel safety and improve operational efficiency through secure, real-time access to CAD and
other public/proprietary databases.
The North County Dispatch Joint Powers Authority (NCDJPA) partnered with member fire
agencies, including the City of Carlsbad, to research and assist in the implementation of the MDC
technologies within individual agency jurisdictions utilizing economies of scale and regional
approaches wherever possible. All participating agencies within the North County have paid into
a replacement fund managed by NCDJPA since the inception of the program in 2006.
The fire department last replaced MDC's in 2012 using NCDJPA replacement funds, and is seeking
authorization to replace MDC's this year. This purchase will be made through a cooperative

go_vernment contract that has already been competitively bid, Synnex Corporation: GS-35F-
0143R.
Fiscal Analysis
This year the fire department received $117,785 from the NCDJPA replacement fund. The cost
of 19 MDC's is approximately $138,330. The remaining balance of $20,545 will be paid using the
department's FY 17 /18 budget.
Next Steps
Purchase 19 new Panasonic Toughbook CF-33, all necessary software and accessories, and
schedule the installation through CDCE, Inc.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require further environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE REPLACEMENT OF 19 NEW MOBILE DATA
COMPUTERS (MDC'S) FROM CDCE, INC.

WHEREAS, MDC's are in all fire apparatus and are the critical link between the 911 dispatcher

decision making; and
WHEREAS, the fire department last replaced MDC's in 2012 using NCDJPA replacement funds.
With a 5-year useful life, current MDC's are due for replacement; and
WHEREAS, all North County fire agencies are utilizing economies of scale and regional
approaches to MDC's purchasing and operations; and
WHEREAS, the fire department received $117,785 from the NCDJPA MDC replacement fund,
and the cost of 19 MDC's is approximately $138,330. The remaining balance of $20,545 will be paid
using the department's FY 17 /18 budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. The fire department is authorized to spend $138,330 to replace MDC's.

Carlsbad on the 26th day of June, 2018, by the following vote, to wit:
