Staff from the Police Department, Public Works Department and Communications have
collaborated to create a design template for consideration by City Council. The design template
is attached as Exhibit 2 to this Staff Report.
Carlsbad Police Department staff have reached out to the fallen officers' families and the Police
Officers' Association and received support.
Signs will be installed and maintained for a period of seven years from the date of the
ceremony, at which time they will be provided back to the Police Department.
Placement of the memorial sign shall not compromise the safety or efficiency of traffic flow.
At this time staff are recommending the design, fabrication and installation of two memorial
signs for fallen police officers in the city's ROW adjacent to the corresponding incident.
Fiscal Analysis
Costs are estimated to be approximately $500 per sign for design, fabrication, and installation,
and funds are available in the fiscal year 2017-18 Operating Budget.
Next Steps
City staff will use existing Operating Budget funds for design, fabrication and installation. Police
Department staff will plan a ceremony once the installation is completed, estimated to occur in
October 2018.
Environmental Evaluation (CEQA)
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) -Minor alteration of existing facilities, including streets, sidewalks,
gutters, and similar facilities involving negligible expansion.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

RESOLUTION NO. 2018-123
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING DESIGN, FABRICATION AND INSTALLATION OF
A POLICE OFFICERS' MEMORIAL IN TWO LOCATIONS OF THE CITY'S RIGHT-
OF-WAY.
EXHIBIT I
WHEREAS, there are two locations in the City of Carlsbad where Carlsbad police officers have
fallen in the line of duty; and
WHEREAS, Officer Billy Jack fell in the line of duty at the Northwest corner of El Camino Real
and Faraday Avenue on Sept. 1, 1991; and
WHEREAS, Officer Wes Fox fell in the line of duty near the intersection of El Camino Real and
Chestnut Avenue on Feb. 13, 1978; and
WHEREAS, Carlsbad Municipal Code section 11.44.040 authorizes the city to place signs
expressing the city's own message to the public on city property, including the right-of-way; and
WHEREAS, staff recommends placement of memorial signs to honor these officers; and
WHEREAS, staff has determined that the placement of the memorial signs will not
compromise the safety or efficiency of traffic flow; and
WHEREAS, the signs shall remain in place for seven years, at which time they will be returned
to the Police Department.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Council authorize the installation of the police officer memorial signs at
the Northwest corner of El Camino Real and Faraday Avenue, and the intersection of El
Camino Real and Chestnut Avenue.
