There are funds available in the fiscal year 2018-19 Vehicle Replacement Fund totaling
$271,530 for the purchase of a CCTV van. The remaining $21,437 will be paid by the
Wastewater Division from the existing FY 2018-19 budget to total $292,967, including tax.
Next Steps
City staff will issue a purchase order for the purchase of a CCTV van from Plumbers Depot.
Delivery of the vehicle will take approximately 90-120 days. The replaced vehicle will be
evaluated, prepared and sent to a public auction.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect change in the environment, and
therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

RESOLUTION NO. 2018-175
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE PURCHASE OF A REPLACEMENT CLOSED
CIRCUIT TELEVISION (CCTV) VAN FOR THE CITY'S WASTEWATER DIVISION
FROM PLUMBERS DEPOT FOR $292,967.
Exhibit 1
WHEREAS, the Fleet Committee has reviewed the overall condition, maintenance history and
future maintenance needs ofthe vehicle and has determined that it is in the best fiscal interest of the
City of Carlsbad to replace an existing CCTV van; and
WHEREAS, the City of Carlsbad has procured a bid from Plumbers Depot to provide one CCTV
van for a total cost of $292,967 and the purchasing officer has determined it is in the city's best
interest to enter into a contract with Plumbers Depot to purchase this vehicle; and
WHEREAS, in accordance with Carlsbad Municipal Code section 3.28.100, the City of
Carlsbad will utilize a Cooperative Purchase Agreement with the Valley Sanitary District, contract No.
2016-0083; and
WHEREAS, the City Council ofthe City of Carlsbad, California has determined that funds in the
amount of $271,530 were previously appropriated to the fiscal year 2018-19 Fleet Vehicle
Replacement Fund by the City Council for the purchase of one CCTV van; and
WHEREAS, the City of Carlsbad Wastewater Division will provide additional funds required for
the purchase in the amount of $21,437.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City of Carlsbad General Services Division is authorized to purchase one CCTV
van from Plumbers Depot for a total cost of $292,967.
