compliant and is expected to reduce particulate matter (PM) and oxides of nitrogen (NOx)
emissions by approximately 90 percent.
A patch truck is a modified five-yard dump truck. The modifications include a mounted air
compressor and a mounted emulsion storage tank with a spray application system. The
compressor is utilized to power pneumatic tools, most often a 90 lbs. jack hammer. The patch
truck is designed to support asphalt repair operations. The dump bed is utilized to haul asphalt
spoils and hot asphalt. The dump bed is also customized with three dump chutes for accurate
placement of hot asphalt.
The current patch truck was purchased in 2002 and has accumulated over 90,000 miles. It is
beyond its useful life and was slated for replacement in 2013. In accordance with
Administrative Order No. 3, this vehicle qualifies and has been approved by the Fleet
Committee for replacement.
The replacement wheel loader will be purchased from Sonsray Machinery utilizing a National
Joint Powers Alliance (NJPA) contract, Quote No. 032515 and the replacement patch truck will
be purchased from Transwest Truck Center utilizing a NJPA contract, Quote No. FIN QD411. This
type of purchasing is allowed pursuant to Section 3.28.100 of the Carlsbad Municipal Code.
Fiscal Analysis
Adequate funds were collected and are available in the Vehicle Replacement Fund totaling
$304,300 for purchase of a replacement wheel loader and a replacement patch truck.
The list price for the wheel loader is $238,173. With a $88,124 NJPA discount, an additional
$16,049 discount from Sonsray Machinery, along with a trade-in value of $16,000 for the
current wheel loader, plus sales tax of $10,385, the final purchase price is $128,385. The
replacement patch truck from Transwest Truck Center will cost $145,701. The total equipment
purchase price for both vehicles is $274,086. No additional funds are requested. The surplus
$30,214 will remain in the Vehicle Replacement Fund for use on future purchases.
Next Steps
City staff will issue a purchase order for the purchase of a wheel loader from Sonsray
Machinery. It will take approximately 30-60 days for delivery. The replaced vehicle will be
prepared and retrieved by Sonsray Machinery. City staff will issue a purchase order for the
purchase of a patch truck from Transwest Truck Center. It will take approximately 180 days for
assembly and delivery. The replaced vehicle will be evaluated, prepared and sent to auction.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect change in the environment, and
therefore does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE PURCHASE OF A REPLACEMENT WHEEL
LOADER FROM SONSRAY MACHINERY FOR $128,385 AND THE PURCHASE
OF A REPLACEMENT PATCH TRUCK FROM TRANSWEST TRUCK CENTER FOR
$145,701 FOR A TOTAL EQUIPMENT PURCHASE PRICE OF $274,086

WHEREAS, the Fleet Committee has reviewed the overall condition, maintenance history and
future maintenance needs of the vehicles and has determined that it is in the best fiscal interest of
the City of Carlsbad to replace one wheel loader and one patch truck; and
WHEREAS, the City Council of the City of Carlsbad, California has determined that funds in the
amount of $145,300 were previously appropriated to the fiscal year 2017-18 Fleet Vehicle
Replacement Fund by the City Council for the purchase of one replacement wheel loader and funds in
the amount of $145,701 were previously appropriated to the fiscal year 2016-17 Fleet Vehicle
Replacement Fund by the City Council for the purchase of one patch truck; and
WHEREAS, in accordance with Carlsbad Municipal Code section 3.28.100, the City of
Carlsbad utilized a National Joint Powers Alliance (NJPA) contract No. 032515 for the wheel loader
and a NJPA contract No. FIN QD411 for the patch truck; and
WHEREAS, the City of Carlsbad has procured a bid from Sonsray Machinery to provide one
wheel loader for a total cost of $128,385 and a bid from Transwest Truck Center to provide one patch
truck for a total cost of $145,701 for a total purchase of $274,086 and the purchasing officer has
determined it is in the city's best interest to enter into contracts with Sonsray Machinery and
Transwest Truck Center to purchase these pieces of equipment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City of Carlsbad General Services Division of the Public Works Department is
authorized to purchase one wheel loader from Sonsray Machinery for a total cost of
$128,385.
