Executive Summary On October 23, 2018 Council was presented with options to either award a lifeguard service contract to either California State Parks or OC Lifeguards, or authorize an ongoing in-house lifeguard program operated by the fire department. City Council directed fire department staff to implement an annual, in-house North Beach lifeguard program. An additional $300,523 is requested to be transferred from City Council's Contingency Fund to supplement available fire department funds to continue lifeguard services from November 1, 2018 to June 30, 2019. The complete, annual program is estimated to cost $603,300 and will be included in the Fire Department's Fiscal Year 2019/20 budget request. Discussion On October 23, 2018 City Council received a report on the 2018 North Beach lifeguard interim program, considered proposals received from California State Parks and OC Lifeguards, and considered a proposed ocean lifeguard program operated by the City of Carlsbad Fire Department. City Council chose to have the fire department continue to provide lifeguard services on the North Beach. To continue to provide lifeguard services for the remainder of Fiscal Year 2019 (November 1, 2018 to June 30, 2019) the fire department requests that $300,523 be transferred from the City Council's Contingency Fund to supplement available department funds. Beginning in November 2018, the fire department will develop job classifications for the lifeguard supervisor and Lifeguard II positions, recruit and hire two FTE lifeguard supervisors, apply for USLA agency certification, and purchase and outfit an additional lifeguard vehicle and personal watercraft, to prepare for the upcoming peak summer season. November 13, 2018 Item #1 Page 1 of 4 The two lifeguard supervisors will be assigned to serve as Lead Lifeguards, and will begin program design, training, purchasing of uniforms and equipment, and the hiring of 3.5 part- time FTE seasonal lifeguards. A one-week (40-hour) training academy will be designed using USLA standards and administered by the Lead Lifeguards before the 2019 summer season. The complete, annual program is estimated to cost $603,300 and will be included in the Fire Department's Fiscal Year 2019/20 budget request. fiscal Analysis A total of $405,500 is needed to continue to provide lifeguard services from November 1, 2018 to June 30, 2019. With $104,977 in unspent Fire Department funds available from the North Beach Pilot Program budget, an additional $300,523 is requested to be transferred from City Council's Contingency Fund to the Fire Department budget for program staffing, equipment, and the purchase of an additional vehicle and personal watercraft. Sufficient funds are available in the City Council's Contingency Fund account to accommodate this request. Next Steps The Administrative Services Director will transfer $300,523 from the City Council's Contingency Fund to the Fire Department's lifeguard budget, allowing staff to begin preparations for program implementation. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require further environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1. WHEREAS, on January 16, 2018, the City Council directed staff to implement an interim in-house North Beach lifeguard program on North Beach from March 1 to October 31, 2018, and conduct a concurrent bid solicitation process seeking proposals to provide contracted lifeguard services on North Beach;and WHEREAS, on January 16, 2018, the City Council directed staff to return to Council in October 2018, to present Council with options to either award a contract to a third-party lifeguard service provider, or authorize an ongoing in-house lifeguard program; and WHEREAS, on October 23, 2018 City Council received a report on the 2018 North Beach lifeguard program and considered three proposed options for continuing the lifeguard program; Enter into a contract with California State Parks or OC Lifeguards, or continue providing an in-house lifeguard program with the Fire Department. WHEREAS, City Council authorized the fire department to continue to provide lifeguard services on the North Beach. An additional $300,523 will be transferred from City Council's Contingency Fund to the lifeguard program budget to continue services from November 1, 2018 to June 30, 2019. Included in this cost are two additional full-time, fire department personnel, 3.5 additional part-time FTE seasonal lifeguard personnel, and an additional vehicle and personal watercraft; and WHEREAS, the fire department will include the complete, annual program estimated cost of $603,300 in its FY 19/20 budget request. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Manager is authorized to implement an annual in-house North Beach lifeguard program. 3. That the Administrative Services Director is authorized to transfer $300,523 from the City Council's Contingency Fund account to the Fire Department operating budget to continue services from November 1, 2018 to June 30, 2019.
