Recommended Action Adopt a Resolution accepting a cash donation of $10,318 from the Friends of Carrillo Ranch. Executive Summary The Friends of Carrillo Ranch has generously donated $10,318 to the Carrillo Ranch Trust Fund in support of the fourth grade California History & Art program at Leo Carrillo Ranch Historic Park. Per CMC 2.08.100, donations over $5,000 require City Council acceptance. Discussion The Friends of Carrillo Ranch (Friends) is a 501(c)(3) nonprofit chartered California Educational Corporation, whose mission is to encourage the enjoyment of California history and the graphic arts in local elementary schools using Carrillo Ranch as a unique, effective teaching aid. The Friends of Carrillo Ranch partnered with the Parks & Recreation and Library & Cultural Arts Departments for the annual Fiesta at the Rancho fundraiser on Aug. 17, 2018. This year, the Friends Board of Directors organized and conducted a silent auction, featuring 52 unique gift items for prospective buyers. In addition, the Friends spearheaded a busing grant fund raising component that provides roundtrip bus transportation for Title I schools. Proceeds raised from the Fiesta silent auction and busing grant fundraiser make it possible to send more than 1,200 Carlsbad fourth grade students through the California History & Art program free of charge. The California History & Art program is a unique educational opportunity developed in 1991 by Friends of Carrillo Ranch founder, Alan Kindle, and Joan Kindle, the city's volunteer curator. Today, Carlsbad fourth graders get to watch an episode of the Cisco Kid, tour the Ranch, participate in creative writing and vocabulary exercises, complete an art project, and make corn tortillas from scratch. The California History & Art program fulfills fourth grade common core state standards in history, and students receive classroom credit for attending. November 27, 2018 Item #1 Page 1 of 3 Fiscal Analysis The Friends donation helps underwrite a portion of the California History & Art program costs. Next Steps Per the adopted resolution, the Parks & Recreation Department will apply these funds to support California History & Art program costs. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore, does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. Exhibits 1. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Council accepts, with thanks, the $10,318 Friends donation.
