Recommended Action
Adopt a Resolution authorizing appropriation of additional funds in an amount of $235,000 from
the Sewer Replacement Fund for the Foxes Landing Lift Station Replacement, CIP
Project No. 5526 (Project).
Executive Summary
This action authorizes appropriation of additional funding to the Project budget for additional
construction management, inspection/testing, and staff costs due to unexpected delays from
dewatering operations and necessary soil stabilization around the Project site. The
recommended action also exceeds the City Manager's current procurement authority and
therefore requires City Council authorization per Carlsbad Municipal Code Section 3.28.040.D.3.
Discussion
On Aug. 23, 2016, City Council adopted Resolution No. 2016-173 and awarded a contract to
NEWEST Construction Co., Inc. (NEWEST) for construction ofthe Project located on the north
shore of Agua Hedionda Lagoon. Construction of the upgraded facility includes installation of
subsurface concrete structures, pipelines and wastewater conveyance appurtenances.
Construction of the Project requires installation of a temporary groundwater dewatering
system to facilitate construction of the subsurface structures.
On Jan. 18, 2017, the City Manager executed Project Task Order #6 under Master Agreement
TRANS1475 with Infrastructure Engineering Corporation (IEC) for $307,872 for construction
management and inspection services for the Project.
On May 22, 2018, City Council authorized an additional $567,000 in Project funding, $526,000
of which increased the construction contract contingency to help fund groundwater dewatering
operations and $41,000 for construction management and inspection services. The anticipated
contract completion was fall of 2018.
Since May 2018, complications with the dewatering system and the need for soil stabilization
around the excavation have caused delays to the Project schedule. Construction costs
associated with the dewatering operation and soil stabilization will be supported through the

available construction contract contingency as supplemented by City Council on May 22, 2018.
However, the City requires additional Project funding to support construction management and
inspection services provided by IEC, staff city resources and geotechnical monitoring. Staff
estimates the need for an additional $235,000 of related Project costs as follows:

The dewatering operation and soil conditions have stabilized. However, staff recommends the
use of a geotechnical monitor through completion of the dewatering operation to mitigate a
potential for settlement associated with the dewatering operation and removal of the shoring
system.
Construction of the lift station's wet well has continued in parallel with the dewatering
operation. The cast-in-place concrete foundation, walls and deck have all been constructed.
Upon installation of the wet well's coating system and a hold duration to allow the concrete to
cure, the structure will be hydrostatically tested and backfilled. Once the structure has been
backfilled, the temporary dewatering system will be removed. Staff now anticipates contract
completion in summer of 2019.
Fiscal Analysis
Staff estimates an increase of $235,000 in the overall Project budget to fund construction
management, inspection, and geotechnical monitoring services and city administrative costs.
This additional amount brings the total estimated Project cost to $5,142,000. The approved
Project budget to date totals $4,907,000, therefore, staff recommends an additional
appropriation of $235,000 from the Sewer Replacement Fund to complete the construction
phase of the Project.

Next Steps
Staff will process and execute a new task order with IEC for additional construction
management, inspection and testing services costs. Staff will also process a separate purchase
requisition with Leighton Consulting, Inc. for geotechnical monitoring and a change order with
NEWEST to extend the construction contract completion date through summer of 2019.
Environmental Evaluation (CEQA)
The Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15302(c) -concerning replacement or reconstruction of existing facilities
involving negligible or no expansion of use. A Notice of Exemption was filed in the Office of the
San Diego County Clerk on Sept. 1, 2015.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

WHEREAS, the City Council of the City of Carlsbad, California approved funding of $4,907,000
for the Foxes Landing Lift Station Replacement Project in the Fiscal Year 2018-19 CIP; and
WHEREAS, staff estimates an additional $235,000 of funding is required for construction
management, inspection and testing services, geotechnical monitoring, and administrative costs to
complete the scope of work; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
