Recommended Action Adopt a Resolution revising the existing Senior Cross Connection Control Technician job classification under the Carlsbad City Employees' Association (CCEA) and revising the City of Carlsbad Part-Time Salary Schedule to add the classification of Open Water Lifeguard II. Executive Summary Throughout the year, the Human Resources Department works with city departments to ensure job classifications reflect current duties and certifications. Job classifications may be added, revised, or deleted to align with operational changes or changes to service delivery. This report recommends revising the Senior Cross Connection Control Technician classification and adding the Open Water Lifeguard II classification to the Part-Time Salary Schedule. Per Section 3 of the Personnel Rules, before any job classification becomes effective, it must first be approved by resolution of the City Council at a public meeting. Per Title 2, Chapter 2.44 of the Municipal Code, any changes to the Part-Time Salary Schedule must also be approved by resolution of the City Council at a public meeting. Discussion Section 3 of the City of Carlsbad's Personnel Rules and Regulations states that the Human Resources Department will be responsible for preparing and maintaining job classifications for all full time positions. Each job classification will include a list of typical duties and will describe duties which employees occupying the job classification may be required to perform. Before the full time classification revisions become effective, they must be first approved by resolution of the City Council at a public meeting. Prior to the submission of the classification revisions to the City Council for consideration, the affected employee organizations must be provided with written notice of the changes being proposed and an opportunity to meet and confer as to those matters that are within the scope of representation. Part-time salary ranges are established after a salary analysis is done of the associated job duties. Per Title 2, Chapter 2.44 of the Municipal Code, any changes to the Part-Time Salary Schedule must also be approved by resolution of the City Council at a public meeting. March 26, 2019 Item #3 Page 1 of 17 The Senior Cross Connection Control Technician job classification is being revised to reflect current and accurate certification requirements. In addition, per approved Resolution No. 2018- 188, approved on November 13, 2018, staff has identified the need to add the Open Water Lifeguard II position based on City Council direction. Exhibits 2-3 attached to the report depict the specific changes being proposed. Per the Personnel Rules, the city has met and conferred with CCEA concerning the changes affecting the represented employees. The CCEA Salary Schedule and the Part-Time Salary Schedule will be revised accordingly. Fiscal Analysis There is no fiscal impact associated with the administrative changes proposed. The fiscal impact associated with the Open Water Lifeguard II classification is detailed in the approved Resolution No. 2018-188, approved on November 13, 2018. Next Steps Staff will revise the Senior Cross Control Technician job classification and amend the Part-Time Salary Schedule. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonable foreseeable indirect physical change in the environment; and therefore, does not require environmental review. Oversees and participates in maintaining a variety of records and files; maintains the databases that track the Backflow and Recycled Water Programs; performs a variety of technical tasks relative to the assigned areas of responsibility. Answer 1: The City does not currently use in-pavement lights at crosswalks. However, we can revisit their performance and effectiveness as compared to Rectangular Rapid Flashing Beacons (RRFB's) and if appropriate, supplement the improvements in the future. As of now we can report that nationwide results and effectiveness of using in-pavement lights as an added safety measure at crosswalks have been mixed. Question 2: When did requests for crosswalks at Armada Drive come in, and from where? How do we prioritize crosswalk requests? Is prioritization related to funding? Answer 2: The City has been receiving input from the public over the past seven years regarding pedestrian access across Armada Drive. Among the requestors have been a resident of Carlsbad that walks and drives on Armada Drive in the vicinity of the Grand Pacific Resort and Legoland and an employee at the National Association of Music Merchants who has difficulty crossing Armada Drive at Fleet Street North, Fleet Street South and the Grand Pacific Resort driveway. Based on these and other past pedestrian requests, staff analyzed marked uncontrolled crosswalks throughout the city in 2015 to determine which locations would benefitfrom the implementation of a Rectangular Rapid Flashing Beacon system. Staff looked at factors such as vehicle speed and volumes, proximity to schools, distance to closest controlled crossing, roadway width and number of lanes, pedestrian activity and collision Honorable Mayor Hall and Members of the City Council March 26, 2019 Page 3 history. Based on the results of this analysis, the crosswalks on Armada Drive at Fleet Street North, Fleet Street South and the Grand Pacific Resort driveway were identified as excellent candidates for RRFB enhancements. We are currently able to pursue improvements based on the results of the engineering analysis rather than having to rank them against one another due to constraints related to funding availability. Employees in this classification work under close supervision performing a group of closely related duties according to established procedures.
