Adopt a Resolution authorizing the programming of Road Maintenance and Rehabilitation
Account (RMRA) funds to the Pavement Management Program, CIP Project No. 6001, in fiscal
year 2019-20.
Executive Summary
The state of California enacted the Road Repair and Accountability Act of 2017, also known as
Senate Bill 1 (SB 1), to fund deferred maintenance on the local road system and the state
highway system. As a requirement to receive these funds from the California Transportation
Commission (CTC), local agencies must adopt a Resolution and submit supporting documents to
the CTC on an annual basis. Staff is recommending that the SB 1 funds for fiscal year 2019-20 be
allocated to the Pavement Management Program, CIP Project No. 6001. The Resolution
associated with this staff report will be submitted to the CTC, along with the necessary
supporting documentation, to meet the requirements for receiving SB 1 funds in fiscal year
2019-20.
Discussion
SB 1 was enacted into law on April 28, 2017. SB 1 increased transportation-related taxes and
fees, and was designed to dedicate the revenue to transportation infrastructure. As a result of
SB 1, the RMRA was created by the CTC which will distribute funds to eligible cities and counties
for road maintenance, rehabilitation, congestion relief and safety projects on the local road
system. SB 1 includes accountability and transparency provisions which ensure the residents of
the City of Carlsbad (city) are aware of the projects proposed for funding and which projects
have been completed each fiscal year.
Subsequent to the enactment of SB 1, the CTC published a set of procedures that local agencies
are required to follow in order to receive funds from the RMRA. These procedures require local
agencies to adopt a Resolution which identifies a project, or list of projects, that are proposed
to be funded by the RMRA funds. SB 1 also requires local agencies to submit supporting
documentation to the CTC including: project description, general location, anticipated schedule,
estimated useful life, and a list of related expenditures on an annual basis.
Each year, as part of the CIP process, staff presents the proposed program of CIP projects at a
regular City Council meeting. Then about a month later, staff brings the proposed program back

to City Council for adoption. This process gives the community the opportunity to provide input
into the city's program of projects, including transportation projects.
In order to efficiently utilize the RMRA funds, staff is recommending that the RMRA funds be
allocated to the Pavement Management Program, CIP Project No. 6001. This program includes
annual road resurfacing and rehabilitation projects which are prioritized by the CTC for this
funding source. As required by the CTC, the city utilizes a pavement management system to
ensure that RMRA revenues are being used in a prioritized and cost-effective manner. With the
adoption of the fiscal year 2019-20 CIP budget, these funds will be allocated to the Pavement
Management Program.
The Resolution associated with this staff report will be submitted to the CTC, along with the
other necessary supporting documentation, to meet the requirements for receiving RMRA
funds in fiscal year 2019-20.
Fiscal Analysis
In order to comply with the procedures established by the CTC and to receive the RMRA funds,
a discrete fund account has been established by the Finance Department to identify and track
the receipt and expenditure of RMRA funds. This will be the third year in which the city will
receive SB 1 funding which will enable the city to continue essential road maintenance and
rehabilitation projects. The estimated RMRA revenue during fiscal year 2019-20 is $1,900,000.
Staff is requesting that the fiscal year 2019-20 CIP budget include the programming of RMRA
funds to the Pavement Management Program, CIP Project No. 6001.
Next Steps
Staff will submit the attached Resolution and supporting documents to the CTC so that the city
will be eligible to receive RMRA funds in fiscal year 2019-20.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065 and the California Environmental Quality Act
(CEQA) Guidelines section 15378(b)(4), the action of programming funds does not constitute a
"project" within the meaning of CEQA in that it makes the city eligible to receive a funding
source that does not involve any commitment to a specific project and has no potential to
cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment, and therefore does not require environmental review.

This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

AND REHABILITATION ACCOUNT FUNDS TO THE PAVEMENT MANAGEMENT
PROGRAM, CAPITAL IMPROVEMENT PROGRAM {CIP) PROJECT NO. 6001, IN
FISCAL YEAR 2019-20.

WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the

WHEREAS, each fiscal year, the city must adopt by Resolution a list of projects proposed to
receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1,
which must include: project description, general location, proposed schedule, and the estimated
useful life of the improvement; and
WHEREAS, the city is expected to receive an estimated $1,900,000 in RMRA funding in fiscal
year 2019-20 from SB 1; and
WHEREAS, this will be the third year in which the city will receive SB 1 funding which will
enable the city to continue essential road maintenance and rehabilitation projects; and
WHEREAS, the city has undergone a public process to ensure public input into the
community's transportation priorities as part of the CIP approval process; and
WHEREAS, the city utilizes a pavement management system to ensure that RMRA revenues
are being used in a prioritized and cost-effective manner; and
WHEREAS, the funding from SB 1 will help the city maintain and rehabilitate its network of
roads this year and similar projects into the future; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety will have a significant benefit to the
community.

1. That the above recitations are true and correct.
2. That the Pavement Management Program, CIP Project No. 6001, as further described
herein, will be funded in-part with fiscal year 2019-20 RMRA revenues:
a. Description: resurface and rehabilitate a selection of publicly-maintained streets on
an annual basis.
b. Location: various streets throughout the city based on pavement condition.

c. Anticipated Project Schedule: as a recurring annual program, the schedule for each
individual resurfacing project varies, however, each year the city typically completes
two pavement resurfacing projects: one slurry seal and one pavement overlay.
d. Estimated Useful Life: slurry seal has a useful life of approximately 5 years, and
asphalt concrete overlay has a useful life of approximately 20 years.
3. That the administrative services director is authorized to program funds in the amount
of $1,900,000 to the Pavement Management Program, CIP Project No. 6001, from the
RMRA fund in the upcoming CIP for fiscal year 2019-20.
