Arts & Culture Master Plan Status Report

Receive an annual status report on Arts & Culture Master Plan initiatives launched in FY 2018-19,
consider additional initiatives for FY 2019-20 and adopt a resolution providing direction to staff
as appropriate.
Executive Summary
On June 26, 2018, the City Council approved ,the Arts & Culture Master Plan which affirmed the
city's investment in dynamic artistic and cultural activities and the community's support for such
experiences. As detailed in the Arts & Culture Master Plan, staff will return annually to provide
the City Council with an update on the progress of implementing initiatives. This report provides
an annual status of FY2018-19 activities and previews FY2019-20 initiatives. For FY2019-20, staff
is recommending that the City Council authorize implementation of three additional initiatives
from the Arts & Culture Master Plan that were identified in the top ten initiatives for the first two
years of implementation. If the City Council concurs with this recommendation, funding to
support the new initiatives will be included in the proposed FY 2019-20 operating budget for City
Council approval in June 2019.
Discussion
Background
The Arts & Culture Master Plan (Plan) was developed over sixteen months in 2017 and 2018
through extensive community outreach. An array of strategies and tools in English and Spanish
were used to solicit feedback and foster dialogue from over 1,100 respondents/participants.
Through surveying, focus groups and pop-up events, the community's input forged the
foundation for the ideas articulated in the Plan advocating for support and advancement of arts
and culture in Carlsbad in the decade ahead.
The City of Carlsbad has a demonstrated commitment to fostering arts and culture in the
community as expressed in the city's Community Vision, Envision Carlsbad and General Plan
policies. The six following themes in the Plan resulted from community input:
1. Support Art as an Essential Component of Daily Life
2. Foster Arts & Culture Within the Physical Realm
3. Expand Arts & Culture Learning Opportunities
4. Establish Relationships that Support a Thriving Business Sector
5. Celebrate Carlsbad's Unique History and Distinct Identities

6. Build Capacity Within the Arts & Culture Sector
The Plan affirms the city's current role as a provider of quality arts programming, while also
encouraging the city to engage in new roles as a leader, connector and partner locally and
regionally. The Plan also identifies potential partners, provides recommendations for staffing,
offers budgetary considerations and lists potential funding activities. The Plan, including

Previous Council Direction and Status Update
In FY2018-19, staff focused on two initiatives approved for launch by City Council on June 26,
2018:
• Venue Feasibility Study and Market Survey
The top initiative in the Plan resulted in a Request for Proposals posted in Fall 2018. A
contract was executed in April 2019 and findings are expected in late June 2019. The study
and assessment of a potential visual and performing arts venue will include key
community stakeholders' input and market analysis related to establishing interest and
potential usage of a new performing and visual arts venue in Carlsbad.
• Mobile Outreach Strategy
The second initiative established an outreach strategy utilizing an arts vehicle (to be
identified in the near future) in combination with the TGIF mobile stage. Staff has
consulted with vendors of mobile service vehicles to identify specifications for a mobile
vehicle that will support evolving programming opportunities into the future. The
Carlsbad Library & Arts Foundation and the Carlsbad Friends of the Arts have expressed
interest in financially supporting initial purchase of the vehicle. In Year One, staff
formulated a mobile, arts education strategy, resulting in a short-term approach to mobile
delivery with the existing resources of the TGIF stage and Family Open Studios at the Art
in the Village (August 2018), as well as participation at the inaugural Carlsbad ArtWalk on
Armada (September 2018) and a multi-cultural festival at Jefferson Elementary School
(April 2019).
In addition, partnerships are a key strategy in the Plan. In FY2018-19, a new performance series,
Front Row Fridays, resulted in partnerships with San Diego Ballet, San Diego Opera, San Diego
Symphony and North County-based Litvak Dance. The new Turn It Up Band Competition
prompted partnerships with the Museum of Making Music and Mira Costa College.
Recommended Initiatives for FY2019-20
Staff is recommending the advancement of the following initiatives in FY2019-20:
• STEAM Pilot Program
Cultural Arts will launch a STEAM (Science, Technology, Engineering, Arts and
Mathematics) pilot program with Carlsbad's three Title One schools, Buena Vista
Elementary, Calavera Hills Middle and Jefferson Elementary, as described in the Plan.
Meetings are scheduled with Carlsbad Unified School District leadership to coordinate
with each school's curriculum by providing interaction with artists with a STEAM focus.
Piloting a program with these schools will provide a learning opportunity for future
expansion to other local school districts.
• Increase Community Arts Grants Funding

The Plan recommends a 10% increase in Community Arts Grants funding. In the last two
years, the amount of grant requests from local arts organizations and schools were double
the available funds of $80,000 and the number of applications increased by 33% over
previous years. As recognized in the Plan, the grant cycle now includes a capacity-building
category designed to support the growth and expansion of .Carlsbad-based arts
organizations to meet their mission. The increase will support all grant categories: arts
organizations, school programs, capacity building and special opportunities.
• Guest Artist Residencies
Although not funded in FY 2018-19, Cultural Arts hosted two guest residencies, offering
community members an opportunity to observe and interact with artists onsite. The first
residency showcased Carlsbad author and artist Janell Cannon with an exhibit in the
William D. Cannon Gallery celebrating the 25th anniversary of her children's book,
Stellaluna. Ms. Cannon worked onsite weekly in July and August 2018. The second
residency featured Los Angeles-based artist Adona Khare who completed and installed a
large-scale mural at the Dove Library. Ms. Khare worked for five consecutive days, inviting
dialogue and observation by art enthusiasts and library patrons in August 2018. Staff
plans an expansion of up to six residencies in FY 2019-20.
Implementing these new initiatives requires additional administrative support to coordinate
communications with partner agencies as well as contracts and agreements.
For FY 2019-20, staff recommends that the City Council approve launching a STEAM Pilot
Program, increasing the city's commitment to Community Arts Grants and advancing Guest Artist
Residencies.
Fiscal Analysis
Implementation of the recommended FY2019-20 initiatives will require the following funding:
an additional part-time administrative staff member ($20,000) and $103,000 for the three
proposed Plan initiatives, STEAM Pilot Program ($45,000), Community Arts Grants increase
($8,000) and Guest Artists Residencies ($50,000), for a total funding amount of $123,000 which
will be included in the city's FY 2019-20 operating budget.
Next Steps
Staff will incorporate funding requests into the city's FY 2019-20 operating budget and begin
implementation of these three new initiatives over the coming fiscal year.
Environmental Evaluation (CEQA)
The proposed action does not qualify as a "project" under the California Environmental Quality
Act (CEQA) per State CEQA guidelines 15378, as it does not result in a direct or reasonable
foreseeable indirect physical change in the environment.
Public Notification and Outreach
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

RESOLUTION NO. 2019-062
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, RECEIVING AN ANNUAL STATUS REPORT ON THE ARTS &
CULTURE MASTER PLAN AND APPROVING THREE ADDITIONAL
INITIATIVES OF THE ARTS & CULTURE MASTER PLAN IN FY 2019-20.
WHEREAS, the City Council of the City of Carlsbad, California has shown its commitment to
fostering arts and culture in the community as a core value of life in Carlsbad through the previous
approval of the Arts & Culture Master Plan; and
WHEREAS, the City of Carlsbad finds that city resources dedicated to the arts and culture will
result in significant and important value to its residents, the arts and culture sector and the overall
community by supporting artists and the creation of dynamic arts and cultural experiences; and,
WHEREAS, the City of Carlsbad recognizes the advancement of the Arts & Culture Master Plan
through the development and launch of additional initiatives to support an increased level of activity;
and,
WHEREAS, the Cultural Arts Office will present annually to the City Council a progress report
which will also identify the next set of initiatives to enact along with the resources needed to advance
them.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as
follows:
1. That the above recitations are true and correct.
2. That the City Council has received an annual status report on Arts & Culture Master Plan
initiatives launched in FY 2018-19.
3. That the City Council authorizes three additional initiatives from the Arts & Culture Master
Plan to advance in FY2019-20 including a STEAM pilot program, increased Community Arts
Grants funding and guest artist residencies.
4. That staff will incorporate associated funding for the authorized initiatives into the FY
2019-20 operating budget.
