Therefore, no impact to the addresses of existing properties will occur. The renaming of the terminus portion of Cannon Road after the mascot of Sage Creek High School is consistent with previous City Council approvals for the city's two other high schools. Carlsbad High School received approval for renaming their street frontage after their mascot, the Lancer, and La Costa Canyon High School received approval for renaming their entry drive after their mascot, the Maverick. Fiscal Analysis The changing of the street name w ill require new street signs at Cannon Road's intersection with College Boulevard as well as updates to emergency response maps and databases. The applicant will bear all costs associated with the street name change, including street signs and database updates. Next Steps The city will procure fabrication of the sign from an outside vendor and will arrange installation. This process will take roughly 90 days. Environmental Evaluation (CEQA) The renaming of a street is exempt from environmental review pursuant to CEQA Guidelines Section 15301(g) which states that changing copy on signs is exempt from the provisions of CEQA. Public Notification Street names are solely the purview of the City Council and the procedures are based on a City Council policy. The process does not require a public hearing. This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. Exhibits 1. May 7, 2019 Item #2 Page 2 of 10 RESOLUTION NO. 2019-057 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING A STREET NAME CHANGE FOR THAT PORTION OF CANNON ROAD EAST OF COLLEGE BOULEVARD TO BOBCAT BOULEVARD CASE NAME: BOBCAT BOULEVARD STREET NAME CHANGE SNC 2019-0001 (DEV2019-0037) CASE NO.: WHEREAS, the City Council of the City of Carlsbad, California, on the 7th day of May 2019, considered a Street Name Change to rename that portion of Cannon Road east of the intersection of Cannon Road and College Boulevard to the current terminus of Cannon Road, and at that time received recommendations, objections, protests and comments of all persons interested in or opposed to SNC 2019-0001. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the request confor_ms to all provisions of the Street Naming and Addressing City Council Policy No. 20. 3. The Community Development Director has determined that it is in the public interest to revise the existing policy for naming and numbering new public and private streets to conform to the Carlsbad Post Office's future computer processing system. PURPOSE: 1. To establish a policy ensuring a uniform system for naming and addressing new public and private streets in subdivisions and developments in the City of Carlsbad. 2. To establish a policy ensuring a uniform system for changing existing street names in the City of Carlsbad. POLICY: 1. All proposed new public and private street names shall conform to the Geographical Area Classification Map (Exhibit A) of this Policy. 2. All proposed street names (public and private streets) shall conform to the Authorized Street Designation List (Exhibit B) of this Policy. 3. The main name for a street shall be used only once. 4. All proposed building numbers shall conform to the general system for numbering buildings provided in this Policy. PROCEDURES: 1. All tentative map developers shall submit street names for approval to the Planning Department for all private and public streets proposed. These names shall be shown on the first submittal of the Tentative Subdivision Map. In all cases, street names shall be consistent with the Council Policy. No street names will be approved that use the main name more than once. If there is a Toledo Street, there will never be a Toledo Way, Toledo Court, etc. 3. Street names within the City of Carlsbad must be limited to a total of sixteen (16) letters and spaces so that the names can be placed upon the standard name blanks. 4. Short streets, cul-de-sac streets, and winding streets have short names to facilitate placing their names on maps and plans. 5. In general, streets which change directions approximately 90 degrees between intersecting streets should have a different street name. 6. Street name changes may be requested by any of the following: a) A letter form a private individual or body to City Council or Planning Commission b) Resolution of Intention of the Planning Commission c) Resolution of Intention of the City Council In all cases, it shall be the duty of the Planning Department to prepare a report discussing the justification for such a change, recommending a replacement name and discussing any effects of the change on other streets in the City. d) Without following the procedures required by this policy, the City Council may directly approve a street name change when such change is due to overriding economic or social considerations. 7. A general system for numbering buildings in the City of Carlsbad is hereby established as follows: a) On all street~ running in a generally east and west direction, numbers shall start with 100 at the ocean and increase easterly. b) On all streets running in a generally north and south direction, numbers shall start with 2300 at the northern border and increase in a southerly direction. c) Even house numbers shall be located on the east and north side of the street and odd numbers shall be located on the south and west side. All the addresses shall be assigned by the Development Processing Services Division. Addresses must be assigned prior to the issuance of a building permit. 9.
