Subject: Purchase of five fully outfitted Ford Police Interceptor vehicles from Jones-
West Ford in an amount not to exceed $337,372.
Recommended Action
Adopt a resolution authorizing the purchase of five fully outfitted Ford Police Interceptor vehicles
from Jones-West Ford in an amount not to exceed $337,372.
Executive Summary
The police department is requesting approval for the purchase of five fully outfitted Ford Police
Interceptor vehicles. Thirty-three patrol vehicles are needed to adequately staff the fleet, and
there are currently only 28 patrol vehicles. Each fully outfitted vehicle costs approximately
$67,474. The total cost of the purchase shall not exceed $337,372.
There are sufficient funds in the police department's operating budget for the purchase.
Pursuant to Carlsbad Municipal Code 3.28.040{D)(l), the City Council shall be the awarding
authority for any procurement of goods, services, and/or professional services costing more
than $100,000.
Discussion
The police department's current authorized strength for the Patrol Division is 56 officers. The
Patrol Division currently has 28 patrol vehicles assigned to its fleet, and each vehicle is shared
by two officers. This leaves the Patrol Division with no reserve vehicles in the event that a
vehicle is out of commission due to maintenance issues or damages.
The Patrol Division previously had 33 vehicles in its fleet but due to various staffing
realignments, five vehicles were reassigned to other divisions. For instance, when the Homeless
Outreach Team and Crime Suppression Team were created, each officer was assigned their own
vehicle rather than sharing one vehicle between two officers, as the Patrol Division does. Two
vehicles were reassigned to patrol supervisors, so that the eight Sergeants would share four
patrol vehicles instead of sharing only two vehicles. Additionally, two patrol vehicles were
assigned to the Senior Volunteer Patrol (SVP). Although the Senior Volunteer Program has been
in place for many years, the SVP Unit never had its own dedicated vehicle until recently.

According to a study done by Fleet Owner, a leading industry expert in safety best practices, the
ideal asset utilization rate for vehicles is 100% of the fleet, with an industry average of 50%
utilization rate. The police department currently has an asset utilization rate of using 110% of
its fleet, due to damaged vehicles, maintenance, and unforeseen issues. An additional five
vehicles would put the police department at 90-95% utilization for its fleet. (Source:

The police department will be purchasing five Ford Police Interceptors at a cost of $43,658
each. The city will exercise its right to piggyback onto the State of Nevada's cooperative
purchasing agreement, pursuant to Section 3.28.100 ofthe Carlsbad Municipal Code. Once the
vehicles are received, they will then be outfitted by the city's Fleet Department at a cost of
$23,816 per vehicle.
Fiscal Analysis
The cost to purchase five vehicles is $218,292 and the cost to fully outfit them is $119,080. The
total amount shall not exceed $337,372. The police department has sufficient funds in its
operating budget for the purchase.

not to exceed $337,372.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
review at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE PURCHASE OF FIVE FULLY OUTFITTED FORD
POLICE INTERCEPTOR VEHICLES FROM JONES-WEST FORD, IN AN AMOUNT
NOT TO EXCEED $337,372.

WHEREAS, the City Council of the City of Carlsbad, California has determined that it is in the
public interest to authorize the Police Department to purchase five additional Ford Police Interceptor
vehicles; and
WHEREAS, the total cost of the purchase includes the vehicles and outfitting equipment; and
WHEREAS, the city is exercising its right to piggyback onto the State of Nevada's cooperative
purchasing agreement with Jones-West Ford; and
WHEREAS, the Police Department has enough funds in its operating budget for the purchase
not to exceed $337,372.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. The amount of the purchase will not exceed $337,372 (Attachment A). The Police
Department will use available funds from its operating budget to make the purchase.
PASSED, APPROVED AND ADOPTED at a Special Meeting of the City Council of the City of
Carlsbad on the 11th day of June, 2019, by the following vote, to wit:
