Pursuant to the Public Resources Code Section 21065, this action does not constitute a
"project" within the meaning of CEQA in that it has no potential to cause either direct physical
change in the environment, or a reasonably foreseeable indirect physical change in the
environment, and therefore, it does not require environmental review.
Public Notification and Outreach
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PURCHASE OF $43 MILLION OF EXCESS
LIABILITY COVERAGE THROUGH CALIFORNIA INSURANCE POOL AUTHORITY
(CIPA) FOR FISCAL YEAR 2019-2020 IN AN AMOUNT NOT TO EXCEED
$553,714.

WHEREAS, the City Council of the City of Carlsbad, California has determined that it has a desire
to purchase excess liability coverage through California Insurance Pool Authority (CIPA); and
WHEREAS, AON has negotiated the purchase of $43 million of excess liability coverage through
CIPA for the next fiscal year beginning on July 1, 2019 and concluding on June 30, 2020.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the purchase of $43 million of excess liability coverage through CIPA effective
July 1, 2019 to June 30, 2020, is hereby approved and the Deputy City Manager of
Administrative Services is authorized to issue a warrant in an amount not to exceed
$553,714 for payment of the premium to CIPA (Attachment A).
PASSED, APPROVED AND ADOPTED at a Special Meeting of the City Council of the City of
Carlsbad on the 11th day of June, 2019, by the following vote, to wit:
