HomeMy WebLinkAbout2019-06-25; City Council; ; Approval of Amendment No. 1 to Citywide Audio-Visual Support Agreement~ CITY COUNCIL ~ Staff Report Meeting Date: To: From: Staff Contact: June 25, 2019 Mayor and City Council Scott Chadwick, City Manager Maria Callander, Director of Information Technology Maria.Callander@Carlsbadca.gov or 760-602-2454 CA Review lJJ-C Subject: Approval of Amendment No. 1 to Citywide Audio-Visual Support Agreement Recommended Action Adopt a Resolution authorizing the city manager to execute Amendment No. 1 to the Citywide Audio-Visual Support Agreement with AVI Systems, Inc. to provide full service, support and maintenance for all existing audio-visual equipment in city facilities, in an amount not to exceed $778,612 for a three-year period. Executive Summary The city has installed audio-visual (AV) hardware and software technology throughout the city's facilities. As a result, the city needs a professional service provider who specializes in AV technology that can provide professional, well trained and certified staff knowledgeable in all facets of AV technologies to support the city's current and future AV equipment. AVI Systems Inc., began providing professional and competent AV support to the city in October 2017 on an as needed basis. In July of 2018, AVI was contracted to provide AV support for a twelve (12) month period that will end on July 10, 2019. AVI Systems, Inc. is extremely responsive and has fully qualified staff trained and certified in audio-visual technology to continue this service going forward. On July 10, 2018 the City Council approved Resolution No. 2018-121 approving a professional services agreement with AVI Systems, Inc. for citywide audio-visual support services at a cost of $285,364 for a one (1) year period. Within the terms of the agreement extensions at $285,364 per year may be granted for three (3) additional one (1) year periods based on a satisfactory review of AVl's performance. AVI has met the satisfactory requirements and the city wishes to extend the contract. If the city extends the agreement for one (1) three (3) year period, instead of three (3) one (1) year periods the city will save a total of $77,480 over the three (3) year period. By continuing to use a single vendor for AV support and maintenance citywide, the city will have consistency and continuity for its integrated AV technologies and be able to continue to meet the city's current and future AV demands. June 25, 2019 Item #5 Page 1 of 55 Pursuant to Carlsbad Municipal Code Section 3.28.060, Procurement of Professional Services and Services, the City Council shall be the awarding authority for procurement of professional services and services for which the cost to the city is more than $100,000 per agreement year. Pursuant to Carlsbad Municipal Code Section 3.28.100, Cooperative Purchasing, the purchasing officer shall have the authority to join with other public or quasi-public agencies in cooperative purchasing plans or programs for the purchase of goods and/or services by contract, arrangement or agreement as allowed by law and as determined by the purchasing officer to be in the city's best interest. The purchasing officer may buy directly from a vendor at a price established by another public agency when the other agency has made their purchase in a competitive manner. As such, this agreement price was quoted from the General Service Administration Federal Acquisition Service contract number: GS-35F-0230X. Discussion As technology has become more common place in everyday life, the city has become increasingly dependent on AV equipment to perform its duties for the public. As an example, the city uses sophisticated AV equipment to allow the City Council to vote, to live stream the City Council and Planning meetings on cable channels and to provide multimedia presentations to the public. Therefore, AV support for staff throughout the city has become a regular necessity. The proposed amendment with AVI is designed to cover support for all the city's existing AV hardware and software. This agreement includes the following: • On-site support for the City Council and Planning Commission meetings • Replacement of hardware in the event it cannot be repaired • Unlimited on-site operator training to assure any new and/or existing system operators understand the system functionality • Two on-site recertification sessions per year to ensure all AV hardware and software components remain current • Support for special meetings at a discounted rate • Unlimited service calls AVI will continue to provide onsite support labor within 1-2 hours from when the original service call was placed with AVI for the following facilities: City Facility/Location Notes 1. Funding for future years will be considered on an annual basis through the budget process in the Information Technology Department budget. The original July 2018 price for this contract of $285,364 per year is from the General Service Administration (GSA) Federal Acquisition Service contract number: GS-35F-0230X that was awarded to AVI Systems, Inc. A GSA contract is an agreed upon ceiling amount that can be offered by AVI Systems to agencies participating under the cooperative agreement, but AVI can offer rates below the ceiling amount when applicable. In order to secure a three (3) year term with the city, AVI Systems has offered the city an additional discount below the standard ceiling amount. The following table shows a comparison of costs between three (3) annual one (1) year amendments and a single three (3) year amendment, with savings: Year 1 1 Year Amendments $ 285,364 3 Year Amendment 259,537 Savings $ 25,827 Next Steps Year2 $ 285,364 259,537 $ 25,827 Year3 $ 285,364 259,537 $ 25,827 Total $ 856,092 778,612 $ 77,480 Execute Amendment No. 1 with AVI Systems, Inc., under the General Service Administration Federal Acquisition Service contract number: GS-35F-0230X. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
