Subject: Formation of a City Council Ad-Hoc Subcommittee to Review, Negotiate
and Recommend Salary Changes with the City Manager and City Attorney
Recommended Action
Adopt a Resolution authorizing tb_e formation of a City Council Ad-Hoc Subcommittee
comprised of two City Council Members to review, negotiate and recommend salary changes
with the City Manager and City Attorney.
Executive Summary/Discussion
The formation of a City Council Ad-Hoc Subcommittee to negotiate any salary changes of the
City Manager and City Attorney is required pursuant to the Ralph M. Brown Act. The duties of
the Subcommittee will include reviewing, negotiating and recommending salary changes to the
City Council for the City Manager and City Attorney. The Subcommittee will submit its advice
and recommendations to the City Council on July 9, 2019. At the conclusion of the July 9, 2019
City Council Meeting the Subcommittee will automatically be dissolved.
Fiscal Analysis
None.
Next Steps
The Ad-Hoc Subcommittee will review, negotiate and recommend salary changes to the City
Council for the City Manager and the City Attorney.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification and Outreach
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA
AUTHORIZING THE FORMATION OF A CITY COUNCIL AD-HOC SUBCOMMITTEE
TO REVIEW, NEGOTIATE AND RECOMMEND SALARY CHANGES WITH THE CITY
MANAGER AND CITY ATTORNEY
Exhibit 1
WHEREAS, the City Council of the City of Carlsbad, California has determined that formation of
a City Council ad-hoc subcommittee is needed to review, negotiate and recommend salary changes to
the City Council; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as
follows:
1. That the above recitations are true and correct.
2. That a City Council ad-hoc subcommittee comprised of the following two council
members is hereby formed:
(a) Council Member Hamilton (b) Council Member Blackburn
3. That the duties of the ad-hoc subcommittee will include reviewing, negotiating and
recommending salary changes to the City Council for the City Manager and the City
Attorney; and
4. That the ad-hoc subcommittee will submit its advice and recommendations to the City
Council on July 9, 2019.
5. That the ad-hoc subcommittee will automatically be dissolved at the conclusion of the
July 9, 2019 City Council meeting.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 25th day of June, 2019, by the following vote, to wit:
