Recommended Action
Adopt a resolution declaring every June to be Lesbian, Gay, Bisexual, Transgender and Queer
(LGBTQ+) Pride Month in the City of Carlsbad.
Executive Summary
On June 11, 2019, City Council directed staff to prepare a proclamation declaring June of every
year to be celebrated as Pride Month, honoring the LGBTQ+ community in the City of Carlsbad.
The subject resolution memorializes the City Council's intention by declaring every June to be
LGBTQ+ Pride Month. A proclamation announcing the month of June 2019 as LGBTQ+ Pride
Month will be presented under a separate item on the June 25 City Council agenda.
Discussion
Pursuant to City Council direction on June 11, 2019, the subject resolution declares every June
to be LGBTQ+ Pride Month in the City of Carlsbad.
Fiscal Analysis
This item has no fiscal impact.
Next Steps
None.
Environmental Evaluation (CEQA)
Adopting the subject resolution does not qualify as a "project" under the California
Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15378, as it does not
result in a direct or reasonably foreseeable indirect physical change in the environment.

CALIFORNIA, DECLARING EVERY JUNE TO BE LESBIAN, GAY, BISEXUAL,
TRANSGENDER AND QUEER (LGBTQ+) PRIDE MONTH IN THE CITY OF
CARLSBAD

WHEREAS, our nation was founded on the principle of equal rights for all people and the City
of Carlsbad supports the right of every citizen to experience equality and freedom from
discrimination; and
WHEREAS, 2019 marks the 50th anniversary of the Stonewall riots in New York City, an historic
uprising against discrimination and persecution of the Lesbian, Gay, Bisexual, Transgender and Queer
community, marking the beginning of the modern LGBTQ+ rights movement; and
WHEREAS, the City of Carlsbad has a diverse LGBTQ+ community, contributing to the
enrichment of our city; and
WHEREAS, it is imperative that all people that live, work and play in our community, regardless
of sexual orientation or gender identity, feel valued, safe, empowered, and supported; and
WHEREAS, the City Council urges everyone to embrace the principles of equality and liberty, to
respect and honor our diversity and to celebrate and build a culture of inclusiveness and acceptance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, that
the month of June shall be recognized every year as Lesbian, Gay, Bisexual, Transgender and Queer
(LGBTQ+) Pride Month in the City of Carlsbad.

Unfortunately, I will be unable to attend the meeting tomorrow night but I wanted to express my concerns about two
issues on the agenda.
1. Community/Consumer Choice Energy (CCE) and the appointment of a committee with two city council representatives
and members of the community. I'm curious, what two members have any background, education or experience in
energy? In my understanding, the energy business is very complex and not something the layperson would be keen to
understand and make good decisions on in the interest of the voters. I am definitely against using my taxpayer dollars
for such a committee. Let's not forget who works for whom and be good stewards of the tax-payers funds. Of course, I
understand that you can be short-sighted if you do not pay property taxes, and that's why I'm writing. We citizens need
you to be mindful of the lasting impact .of your decisions s while serving on our city council.
While I'm not opposed to exploring CCE options (and I believe staff is already doing that), I am deeply concerned about
the qualifications of anyone on the council to make any decision about that for me and my family.
Additionally, if you are moving forward, I would strongly encourage you to make the decision an "opt-in" and not an
"opt-out" choice. Think of the population of Carlsbad and the needs of the elderly. Many elderly people would not know
that they needed to make a decision about their energy providers and may be taken advantage of by this reckless
decision to invest in a volatile and unstable market.
Finally, we do not know the future of the market and to jump into something that has a lasting effect on us residents is
foolish and will be seen as such by your constituents.
I urge you to allow staff to do their job and trust that they will be thorough, have experts in the field and present a
complete report for us to review.
2. LGBTQ+ Pride Month. I'm understanding that you will be designating an entire month to this group of residents and
I'm curious if anyone of you has any idea if that is something that resonates positively with the residents of Carlsbad or,
frankly, reflects the majority or our resident's lifestyle? What percentage of the population identifies as LGBTQ+? Would
this choice have a lasting and positive effect or would it be more divisive? In a time in our great nation where we are
seeing a thriving economy, low unemployment and very few conflicts, why are you choosing to focus on this issue?
Aren't we all Americans and can't we just be united u see the flag?

While I'm not against the LGBTQ+ population, I'm opposed to designating a special recognition day for it. Full disclosure:
I also don't celebrate Valentine's and other manufactured days. I don't think most people in Carlsbad need to have
special recognition, either. Why do you?
If designating this as a special day, will there be more, like: "Red Door Day" or perhaps: "White Car Day"? This is playing
politics -identity politics -and it isn't necessary or needed and is a waste of taxpayer dollars.
Frankly, we elected you to do the work for the people and to think critically about the lasting impact of your decisions.
This is another reckless decision and does not represent the majority of Carlsbad residents.
Remember what is on the wall in the council chamber: What is popular is not always right and what is right is not always
popular. Thank you for your time.

Tomorrow's Agenda includes a vote to make every June a month to recognize a group of people. Why???? This just
opens up a path to recognize the next minority group then the next and onward!!! Why would you bow down to the
minority people in o.ur wonderful city?? Certainly this is not the wishes of the majority of people who live here!!!
The real courage I wish each of you would show .... is to stand against changing our culture ... keep CARLSBAD the great
well run city we have enjoyed, in my case since 1959! !! I raised 4 kids here and have 5 grandkids who will be raised here
tool!
I love our city and I hope you love it too!! Vote No on allowing a minority group to change CARLSBAD ! ! This is not who
we are ..... .

I have been recently been notified that the City Council of Carlsbad will be voting on making every June going forward
Gay Pride month in Carlsbad .
First I would like to say that I have been a Carlsbad resident and business owner since 1979 and have alw?ysfelt a great
pride in our city and it's residence.
In the past 40 years our city has grown immensely all the while with our leadership always having the best interest of
the people and our city's future in mind.
Although I feel everyone has the right to BE and believe what ever they want I also think it is very important to have the
best interest of the majority in mind.
That being said I don not believe that it is in the best interest of the city to single out an event that will cause challenges
from cost, to parking, to sanitation, to policing that will be burdened by the great majority of the residence.
If the LGBTQ+ wants to celebrate what they believe in, they should be able to do that on their own initiative without in
any way burdening our city or the great majority of it's residence ..
Let's face it if we were to give every group of individuals a month to celebrate it would be a logistical nightmare and very
impractiq:1I.

I have been a resident of Carlsbad for 14 years. I am very much opposed to making June the Gay
Pride Month for Carlsbad. I don't understand Why we as Carlsbad residents need to give special
attention to the LGBT + Queer group in our community. I think there are many other more groups
much more deserving this special recognition in this way!
I seriously doubt the majority of those living in Carlsbad would support this proposal. Therefore, if
you persist in going forward with this proposal, I recommend you make an online survey (as you have
in the past for various proposal_s) of the residents of Carlsbad to see how many actually support
this. This is the only fair way to approach this serious matter as it could have widespread
repercussions if passed by the Carlsbad City Council.
My hope is that you, Mayor Hall, will use your power of veto to strike down this proposal before it
goes further.
Thank you for considering my viewpoint in this serious matter.

Honorable Mayor and Council Members,
. As a Carlsbad resident and property owner since 1986 I disagree with the motion and intent to declare the month of
June LGBTQ Pride Month. I also question what tangible benefit the citizens of our city would receive should this motion
be approved.
The LGBTQ movement is based upon a lifestyle choice. It is opposed by many citizens within Carlsbad. Unless you have .
valid statistical data upon which to base your motion you are creating the perception that your position on this matter is
based on your own biases and agenda. This is not the reason you were elected and certainly not high on the list of the
real needs within our city.
The action you propose also has the effect of enforcing the perception that Carlsbad is becoming more and more like the
City of Encinitas which is well known for ineffective and inefficient governing. In addition, by approving your motion you
would be creating the precedent that any life-style group could and should have the right to ask for and receive such
recognition.
I urge you to vote against this proposal and get on with the important issues within Carlsbad.

Does Carlsbad deny any rights to this group? Do we treat them

Does it improve quality of life, job opportunity?
If no is the answer to the above questions, why?

But if we make this decision then what is the next group that may ask?

Dear City Council, I am writing as a concerned citizen. I do not want Carlsbad to have gay pride month. We are not san
Francisco, Oakland, las angeles, etc. We .do not want liberal ideologies shoved down our throats. While every single
person I know in Carlsbad is accepting of gay men and women we do not want to be forced to cheer or celebrate their
lifestyle just like we don't want to be forced to celebrate anyone's lifestyle. As citizens of Carlsbad we don't want you
commenting on our sexual preferences or lifestyles, our religion, our value systems, etc. Stay out of our bedrooms, stay
out of our places of worship and stop forcing a liberal ideology on any of us. Accepting someone's way of life is very
different than being told we must celebrate or cheer their way of life. I have gay employees, gay relatives, gay friends,
and am very accepting but don't want gay pride week promoted in our city, schools, public areas, streets, etc etc. Let
people make their own decisions. You are NOT elected to push your ideology on us. You are elected to run our city,.
keep it fiscally sound, keep it safe, make sure our schools are top notch, and make sure the city and beaches are clean.

I am outraged that the City of Carlsbad has designated this June and every June in perpetuity as LGBTQ+ Pride Month. I agree with
many who addressed you that this will ruin the reputation of the City of Carlsbad.
Sarah Hunter is quoted in the San Diego Union Tribune article of June 27, 2019; " ... all of its (Carlsbad's) residents' matter and that
hate, and divisiveness have no place here". I fully agree with her, and I have no hatred of this community or people. The article
goes on to say that Max Disposti, executive director of the LGBTQ Resource Center in Oceanside also supported the idea. I suggest
that Mr. Disposti make the recommendation of his choice to the City of Oceanside, and keep his foreign comments to himself.
The article quoted Laurie Boone: she should not be asked "to support, celebrate or take pride in sexual identity that is contrary to
my orthodox beliefs." I fully agree with Mrs. Boone's comments and beliefs.
The world population 6/21/19 estimated by Worldometers is 329,021,380.
Number of LGBT as of 2016 according to Wikipedia as reported by Gary Gates in October 2018 for the American Community Survey
is 3.8%
Therefore 96.2% of the US Population does not identify as LGBT. The LGBTQ minority group should not receive recognition as a
major group in the US and should not be afforded special consideration because of their disgusting and immoral lifestyle and
character. I believe these people commit acts that violate society's moral norms. I believe they are revolting, repulsive, vile,
sickening and grossly deplorable.
And you want to celebrate their lifestyle by designating this June and every June in the future to them? PRIDE was established to
mask the shame these people have due to their immoral values.
I urge you to work for the majority of residents of Carlsbad and revoke your vote for a resolution to designate June as LGBTDQ+
Pride month.
If the council cannot find ways to revoke this resolution, then more resolutions will be forthcoming; I for one think that the City of
Carlsbad should recognize people with Scandinavian heritage, and designate a month as Swedish-American Month in recognition of
my heritage.

Good afternoon City Council,
Unfortunately, this is just before you are about to begin tonight's Council meeting and I am unable to attend, but I
would like to express our family's concern regarding agenda item #6 and the City's observance of "pride" month for the
entire month of June.
Since when does the City single out particular groups of people? If the City is going to recognize the LGBTQ+
community, then I would like the City to also observe a month in honor of Christians? Or how about a month devoted to
heterosexuals? The list can go on and on.
The LGBTQ+ community is not the only community that is "underrepresented." The other groups that I mention above
are also not tolerated to some extent. The LGBTQ+ community can celebrate their pride privately in their own homes,
just as other groups do. Why does this group continue to be int he forefront of all public attention? Why does the City
need to observe this particular group?

Good afternoon Carlsbad City Council,
Thank you again for the opportunity to speak and please forgive me for not better stewarding my 3 minutes and
going over my allowed time. I want each of you to know I am thankful for your leadership and respect the decision made
to move forward with making June LGBTQ+ Pride month. Although I participated last night in opposition to the agenda
item, I commit myself to treating anyone from the LGBTQ+ community with love and respect. My personal beliefs and
convictions differ from many in the LGBTQ+ community, but there is no reason we cannot find common ground in
pursuing common good for the welfare of our city. Council Members Schumacher & Bhat-Patel -if you feel like sitting
down for conversation to discuss building bridges between the LGBTQ+ & Church community as we live together in the
city of Carlsbad it would be a joy to have the opportunity to meet with you.
I would like to respectfully respond to a comment Council Member Schumacher made during the presentation of the
Proclamation. If I remember correctly it was said, "The LGBTQ+ community is the only group who has built or responded
to hate/persecution with a revolution of love ... " Anyone listening to the council meeting last night had the opportunity
to hear the deeply personal testimony and convictions of both Council Members Schumacher and Bhat-Patel. I believe
passion is a gift and can make significant differences, for both ill and good, in the lives of others. I do not disagree that
many in the LGBTQ+ movement has certainly been done in "love" over several decades, but to claim exclusivity as the
only movement or group to respond in love is incorrect. As I said last night, intentionally or unintentionally, when we lift
up one group over another we alienate and belittle other groups. Christianity is founded on a revolution of love through
the sacrifice of Jesus Christ. Martin Luther King Jr. led and modeled non-violent and loving responses to brutality and
unjust treatment. Many Jews facing extermination went to their deaths loving their captors without violent protest. It
goes without saying that there are people in all the above mentioned groups and the LGBTQ+ community who have not
responded to opposition with love (some of which we saw last night); myself included in past interactions. Moving
forward I hope we can work together to truly unite our city under the different banners we identify with for the purpose
speaking life to all people.

Dear Mayor and City Council,
Tonight, as you do at every Council meeting, you opened the meeting with these words:
I pledge Allegia nee to the flag
of the United States of America
and to the Republic for which it stands,
One nation under God, Indivisible,
with Liberty and Justice for all.
"With Liberty and Justice for All." 6 words, with the last word - 3 letters, 1 syllable, being a
very powerful word. ALL. Simple. Succinct. To the point. There are no qualifiers. No "All
only if you look like me, talk like me, have the same religion as me, celebrate the same
holidays as me, etc., etc. etc.
Next week, we will be celebrating Independence Day, and in the Declaration of Independence,
that carefully crafted document that help found our country, our forefathers wrote that ALL of
us (those same 3 letters, that same one syllable word) have been given 3 unalienable rights by
our Creator -life, liberty, and the pursuit of happiness. ALL of us.
So, thank you, City Council, for proclaiming June of each year as Pride month. Because for the
LBGTQ community, for too long in our history, and unfortunately, still very often today, they
are left out of "All." With this official statement, we are saying in Carlsbad, we believe in our 3
unalienable rights. We believe in life, liberty, and the pursuit of happiness for ALL of us. And
we regularly pledge Liberty and Justice for All. Thank you for making the statement that
Carlsbad will be walking the talk.

Hello Council Members,
I wish to oppose designating the month of June as the LGBTQ+ month.
I have serious questions about this proposed action:
What is the purpose?
How will it be observed? ... picnics,, parades, reported on Cable TV news, what programs would be planned,
will there be guest speakers?
And lastly what would be planned for a whole month?
Regarding Finances:
Will it be in the City Budget?
Will the home owners, renters, and businesses be the financial source?
Will there be an increased City Utility fee?
Or will there be a completely new fee or tax?
Bottom Line, this set-aside June month would be divisive and separate groups, not uniting a community.
I suggest that a community survey be conducted to gain a better view of our community wishes.
