Acceptance of a donation from the Carlsbad Library & Arts Foundation in
the amount of $14,120
Recommended Action
Adopt a Resolution accepting a donation of $14,120 from the Carlsbad Library & Arts
Foundation to the City of Carlsbad's Library & Cultural Arts department.
Executive Summary
The Carlsbad Library & Arts Foundation has generously offered to donate $14,120 to the City of
Carlsbad's Library & Cultural Arts department, from its Benson Family Endowment Fund, to
provide funding to support the introduction of Saturday hours at the Library Learning Center.
Per CMC 2.08.100 donations over $5,000 must be approved by the City Council.
Discussion
At the June 18, 2019 City Council meeting, as part of the FY 2019-20 budget approval
discussion, City Council voted to add one new full-time library assistant and an additional 0.40
full-time equivalent staff (which equates to 800 part-time staff hours per.fiscal year) to support
the introduction of Saturday hours at the Library Learning Center.
The full-time position will be funded from the city's General Fund and funding has been added
to the department's budget as part of the FY 2019-20 budget process.
The 0.40 full-time equivalent hours will be funded by the Benson Family endowment, which is
administered by the Carlsbad Library & Arts Foundation. The Benson Family endowment was
established in 2014 with a gift from Dr. and Mrs. Russell Benson through the Benson Family
Trust, for the use and benefit of the Library Learning Center and for the acquisition of books
and other library materials for the libraries. A $14,120 donation to support the introduction of
Saturday hours at the Library Learning Center is in keeping with the intended use of the Benson
Family Trust.

Fiscal Analysis
This donation will be used as stated above to enhance library services through the Library &
Cultural Arts department. Appropriation of these funds will be included in the FY 2019-20
budget.
Next Steps
The Carlsbad City Library will apply these funds as appropriated in the FY 2019-20 budget to
deliver the identified programs and services.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeab le indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification and Outreach
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING A DONATION OF $14,120 FROM THE CARLSBAD
LIBRARY & ARTS FOUNDATION TO THE CITY OF CARLSBAD LIBRARY &
CULTURAL ARTS DEPARTMENT
WHEREAS, the City Council of the City of Carlsbad, California has determined that the Carlsbad
Library & Arts Foundation has generously offered to donate $14,120 to the City of Carlsbad's Library &
Cultural Arts department from its Benson Family Endowment Fund; and
WHEREAS, acceptance ofthis donation will provide funding for additional part-time staff hours
to support the introduction of Saturday hours at the Library Learning Center; and
WHEREAS, this use of funds for the benefit of the Library Learning Center is in keeping with the
intended use of the Benson Family Trust.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Council accepts with thanks the donation of $14,120 from the Carlsbad
Library & Arts Foundation.
3. That the Deputy City Manager, Administrative Services, shall appropriate the $14,120
donation to the Library & Cultural Arts Department operating budget.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 23rd day of July, 2019, by the following vote, to wit:
AYES: Hall, Blackburn, Bhat-Patel, Schumacher, Hamilton.
