Recommended Action Receive a presentation from Caltrans and SAN DAG representatives regarding the Interstate 5 (I- S} North Coast Corridor Program Phase 1 (Build NCC}. Executive Summary Build NCC is the first phase of construction of the Caltrans and SAN DAG North Coast Corridor Program in the cities of Solana Beach, Encinitas and Carlsbad. Build NCC is part of a comprehensive set of transportation, environmental, community enhancement and coastal access projects. Caltrans and SAN DAG will provide an update and overview of construction scheduled to occur in the City of Carlsbad through 2022. Discussion Build NCC includes rail double tracking, extended carpool lanes, new bike and pedestrian trails and restoration of the San Elijo Lagoon. Construction of Build NCC began in early 2017 and is expected to be completed by 2022. Build NCC is a balanced set of projects to improve the quality of life for residents, create a stronger local and regional economy for the future, and enhance the coastal environment. The first phase of construction began in the cities of Solana Beach, Encinitas and Carlsbad; and includes extending the existing carpool lane on 1-5 in each direction from Lomas Santa Fe Drive exit to State Route 78, double-tracking the rail line at the San Elijo Lagoon, replacing the highway and .rail bridges at the San Elijo Lagoon, restoring the San Elijo Lagoon and constructing nearly seven miles of new bike and pedestrian trails. Additional work currently occurring within the corridor includes the Poinsettia Station Improvements Project. The project will lengthen and elevate passenger platforms, install fence between tracks within the station, relocate a section of the existing track and replace the existing at-grade rail crossings with an undercrossing featuring stairways and Americans with Disabilities Act (ADA} compliant ramps on both sides of the track. July 23, 2019 Item #9 Page 1 of 5 Build NCC is estimated to cost approximately $1.1 billion with funding coming from a combination of federal, state and regional TransNet revenue sources. Additional project details are provided in the Build NCC Project Fact Sheet, attached as Exhibit 1. Fiscal Analysis No city funding is being requested. Next Steps Caltrans and SANDAG exp·ect construction of Build NCC to be completed by 2022. Environmental Evaluation (CEQA) Receiving a report does not qualify as a "project" under the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15378, as it does not result in a direct or reasonably foreseeable indirect physical change in the environment.
