Recommended Action
Adopt Resolutions appointing two members to the Housing Commission in the At-Large
Category.
Executive Summary
Ori February 24, 2015, Commissioner Alan Newman was initially appointed to fill the unexpired
term of Commissioner Andrews. Commissioner Newman's term expired in July 2019. He does
not wish to be reappointed. On September 22, 2015, Commissioner Shaunee Williams was
initially appointed to fill the unexpired term of Commissioner Kirk. Commissioner Williams'
term expired in July 2019. She does not wish to be reappointed. The City Clerk's office
received six applications and, pursuant to City Council Policy No. 88, the Mayor has
recommended the following four residents wishing to serve on the Housing Commission in the
At-Large category to interview with the full City Council (Exhibit 2):
• Shirley Cole (District 1)
• Nicole Cuneo-Williams (District 3)
• Allen Manzano (District 1)
• John Nguyen-Clery (District 4)
Discussion
Government Code Section §54970-54974, known as the Maddy Act, requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in t he next
calendar year. The name of the incumbent appointee and the date of appointment and the
term expiration date is also included on the list. Based on the prepared list, the City Clerk's
office accepts applications (available on the City's website and in the City Clerk's office) for any
upcoming vacancies.
Carlsbad Municipal Code Chapter 2.40 states that the Housing Commission shall consist of five
members, appointed by the Mayor with the approval of the City Council. These vacancies are in
the At-Large Category requiring the members to possess expertise in one or more of the
following areas: development, construction, real estate, social services, housing advocacy,
planning, architecture or finance

and must file a Statement of Economic Interest.

Next Steps
Following the appointment of two members to the Housing Commission, the City Clerk's office
will update the Commission roster and coordinate the Oath of Office, filing of the appointee's
Statement of Economic Interest and Ethics Training Certificate.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

My first Commission/Committee priority would be Housing and second CDBG. The

I have a BA in Business Administration with the University of Redlands. I have specialized training to
coach new CEO's of non-profits as a way to develop their leadership for a strong non-profit sector in
San Diego County. I have completed dispute resolution (mediation) training. I have taken training
courses related to grant writing, developing collaborations and contract compliance. ----------------------------------------------·-· -· ....
Please describe relevant expetienc
I have worked for 35 years with social programs in North San Diego County and during that time served on numerous committees
with the County of San Diego and cities of Vista and Oceanside related to health and human services. As the Director of North
County Lifeline for 28 years, I administered housing programs (shared housing, Emergency Shelters, foster youth housing) and
applied for grants and administered contracts with CDBG and other funding through Carlsbad and other North County Cities.
Please describe your current or past community involvement -----------------------For the County of San Diego I have served on staff interviewing committees through the Department of Human Services. I have
been a professional career coach for 24 years through the Fieldstone Foundation of San Diego, working with a new CEO every
year. In the past I served on the "Tree Committee" for the City of Carlsbad. For the last 2 years I continue to volunteer weekly at
the Car1sbad Visitor Center to assist tourists with visiting our great City. I have hosted over 30 students in past years with

I have been a Car1sbad resident/homeowner for 40 years. I am a landlord for 2 rentals In Carlsbad. I am familiar with the
concerns of availablllty of low cost housing and homelessness. My husband and I have 2 daughters that went to Car1sbad public
schools and they are now an emergency physician and a director of a clean energy program. We believe (and taught our children
to accept) that you can be successful In a career and give back to your community to make the world a better place. Being a
native San Dlegan, I am grateful for the many oppuntunities I have been given and will continue to look for ways to pay it forward.

Regarding employment, I work remotely for a university in New York and have a great
deal of flexibility with my time/scheduling.
Please describe your educational background
I studied International Relations at the University of Southern California.
Please describe relevant experience
In our prior home in the City of Fremont, CA (pop: -230K), I served for four years as both a member and Chair of the city's Human Relations
Commission before joining city staff as a Development Officer, securing millions of dollars. in grants and philanthropic contributions to the city. The
Human Relations Commission encompassed many of the responsibilities of Carlsbad's Housing Commission. I worked on development of Fremont's
Housing Element in response to RHNA goals and subsequent city housing policy and zoning, including implementation of a new Commercial Impact
Fee to support affordable housing. I led the city response to HEAP and other state housing and homelessness services funding measures.
Please describe your current or past community involvement
We are members of (and I.am a Den Leader in) local Cub Scout Pack 731 at La Costa Meadows Elementary, which
our son attends. In the City of Fremont, in addition to serving on the city's Human Relations Commission, I served on
the Board of Directors of Tri-City Health Center (our local federally-qualified healthcare center) and was involved with
our Episcopal Church, with the city's Family Resource Center, and with local Democratic Clubs.

Additional information or comments
With a young family (including 3 and 6 year old sons) and now living close to our extended family in Orange
County, we feel we have found our "forever home" in Carlsbad. It would be an honor to continue my
commitment to public service in Carlsbad by serving on and lending my expertise to a city commission.
