Recommended Action
Adopt Resolutions appointing three members to the Parks & Recreation Commission.
Executive Summary
Commissioner Michael Luna was initially appointed to the Parks & Recreation Commission in
April 2016 to fill the unexpired term of Commissioner Goyarts. His partial term expired in Aug.
2019. Mr. Luna is eligible for reappointment for a term ending in Aug. 2023.
Commissioner Jodi Rudick Stein was initially appointed to the Commission in Aug. 2011 to fill
the expired term of Commissioner Lyons. She was reappointed in Sept. 2015. She has served
two four-year terms and is not eligible for reappointment, therefore leaving a vacancy with a
term ending in Aug. 2023.
Commissioner Brad Thorp was initially appointed to the Commission in Aug. 2017 to fill the
unexpired term of Commissioner Hansen. His partial term expired in Aug. 2019. Mr. Thorp is
eligible for reappointment for a term ending in Aug. 2023.
The City Clerk's office received 11 applications from residents wishing to serve on the Parks &
Recreation Commission. Per the Boards, Committees and Commissions Appointment Transition
Options, the current vacancies are to be filled by District 1, District 3 and the Mayor. The
appointing Council Members are not required to appoint someone from their own District.
The six applicants invited to continue in the interview process are: (Exhibit 3):

Discussion
Government Code Section §54970-54974, known as the Maddy Act, requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List which
contains the appointive terms of Board and Commission members which will expire in the next
October 8, 2019 Item #9 Page 1 of 21
calendar year. The name of the incumbent appointee and the date of appointment and the
term expiration date is also included on the list. Based on the prepared list, the City Clerk's
office accepts applications (available on the City's website and in the City Clerk's office) for any
upcoming vacancies.

Next Steps
Following the appointment of two members to the Senior Commission, the City Clerk's office
will update the Commission roster and coordinate the Oath of Office, filing of the appointee's
Statement of Economic Interest and Ethics Training Certificate.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct phys ical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

Recreation facilities and programs. I have served on various boards as discussed
below.

Club camping), Secretary of PTA board for San Diego French American· School. President of BOD Family and Friends of

I would be very interested in helping shape and add value to the Parks and Recreation Commission. I started my
career while gong to Palomar so I've seen Carlsbad grow and change for more than 30 years. I returned to live here
full time 10 years ago and have been an avid user of the parks and recreation services.

I have a BS in business and many years of additional education in the private sector.

I've been in senior management in large and small organizatio1_1s so I am very good with a collaborative environment.
I am a life long athlete and have been on advisory boards for private tennis and health facilities. Over the last ten
years I've been working with health and fitness professionals as Sr Director of Sales at IDEA Health, the largest
organization of fitness pros in the US. In my current job I consult health organizations such as the International

As I noted above I've been an active member of the UST A, AEI Volleyball and other health and fitness organizations.
I currently volunteer with the City of Carlsbad Learning center in the adult literacy program.

My skills in strategy and planning would be very applicable in this role. I also work extremely well with people of all

Re: Parks & Recreation Commission Reappointment
Dear Mayor Hall & Members of the City Council,
I am writing to you that I have enjoyed contributing to the Parks and Recreation Commission as
a Commissioner for the last three years. Currently, I am seeking reappointment for an
additional term to continue my public service to our beautiful community. During my time on
the commission, I have been able to dive deeply into all things Park & Recreation at the City of
Carlsbad, including rehabilitation of trails, master planning, development of new recreation
programs and park facilities. I feel that during my time on the commission we have worked
hard in meeting the goals of City Council and fulfilling the mission and vision of-the City while
keeping in line with the community & organizational values.
