transcribed into a summary document that was posted to the city1s website.
On Oct. 16, 2019, the Subcommittee, working with the Alliance for Regional Solutions organized
a meeting of elected officials from North County cities, the County of San Diego and regional
service providers. The purpose of the meeting was to create a common understanding of
community challenges related to homelessness, discuss current practices in the region, identify
gaps in services and resource needs, and to determine next steps for the group. The meeting
was attended by elected officials from the cities of Carlsbad, Oceanside, Vista, San Marcos,
Encinitas and Escondido, county representatives from County Supervisors Desmond and Gaspar
offices, County of San Diego District Attorney's Office, Health and Human Services Agency and
Sheriff's Department, representatives from State Assembly members Waldron and Boerner
Horvath's office, Senator Brian Jones office, as well as regional homeless service providers and
supporting agency staff.
Fiscal Analysis
None.
Next Steps
The regional group determined to meet again in approximately one month to gather more
information and discuss potential goals and whether to move forward with a regional action
plan. Upon City Council direction, staff will support next steps.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

The Subcommittee would automatically be dissolved either after 180 days, or upon a City
Council decision to participate in a regional North County Homeless Action 'Plan planning
process, whichever occurs earlier.

Next Steps
The ad-hoc Subcommittee will work with staff to schedule a meeting with the community to hear
concerns, schedule a meeting with the nonprofit Alliance for Regional Solutions, and bring back
information for City Council consideration'.

RESOLUTION NO. 2019-136
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA
AUTHORIZING THE FORMATION OF AN AD-HOC CITY COUNCIL NORTH
COUNTY HOMELESS ACTION PLAN SUBCOMMITTEE
WHEREAS, the City Council of the City of Carlsbad, California has determined that formation of
an ad-hoc City Council subcommittee is needed to engage neighboring cities and determine whether
there is regional support for participating in a collaborative effort to develop a North County
Homeless Action Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as
follows:
1. That the above recitations are true and correct.
2. That a City Council ad-hoc subcommittee comprised of the following two City Council
members is hereby formed:
(a) Mayor Hall; (b) Council Member Schumacher
3. That the duties of the ad-hoc subcommittee will include engaging neighboring cities and
determining whether there is regional support for participating in a collaborative effort
to develop a North County Homeless Action Plan and advising the City Council on
recommended next steps; and
4. That the ad-hoc subcommittee will automatically be dissolved either after 180-days, or
upon a City Council decision to participate in a regional North County Homeless Action
Plan planning process, whichever occurs earlier.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 23rd day of July, 2019, by the following vote, to wit:
