The donation will be used to help the Fire Department purchase 34 Stop the Bleed Kits. Executive Summary Stop the Bleed Kits, also known as trauma bags, contain the emergency medical supplies and special tools needed to control bleeding during those critical initial minutes after a person is injured. The Carlsbad Fire Department Foundation has secured $11,875 in funding to help the Fire Department purchase 34 five-pack Stop the Bleed Kits. These kits will be installed alongside 34 defibrillators at 20 of the city's public facilities. This matter is coming before the City Council per the Carlsbad Municipal Code section 2.08.100, which requires City Council approval of donations exceeding $5,000. Discussion In December 2012, 20 students and six adults in Sandy Hook Elementary School in Newtown, Connecticut, were killed in a mass shooting. The Sandy Hook tragedy spurred efforts by both the medical community and the federal government to identify ways to improve the chances people might survive such mass shooting incidents. In 2015, after two years of independent progress made by the medical community and the federal government, the efforts merged with a unified message that bystanders should be empowered to act as emergency aid workers. No longer would it be adequate for a bystander to only, "see something, say something," a bystander is now asked to "see something, do something." These kits provide essential tools in that effort. Bleeding is responsible for over 35% of pre- hospital deaths in cases of traumatic injury, such as those caused by a mass shooting. Nov. 12, 2019 Item #5 Page 1 of 4 Even though Carlsbad Fire Department firefighters and paramedics can reach people who need trauma care within an average of 4-5 minutes, such injuries can result in death even before first responders arrive. Traumatic injuries are caused by traffic and industrial accidents, natural disasters, falls, accidental injuries and intentional acts of violence such as shootings, stabbings and bombings. The City of Carlsbad currently has 34 automatic external defibrillators at 20 city facilities. These devices enable people who are not medical professionals to assist someone suffering cardiac arrest. Deploying Stop the Bleed Kits alongside these devices will give Carlsbad's employees, residents and visitors the tools and supplies they need to control the bleeding of an injured person. Bystanders can save lives with basic bleeding control efforts since three-to-five minutes can mean the difference between life and death. Each Stop the Bleed Kit contains: • Compressed gauze • Trauma dressings • Effective tourniquets • Personal protective gloves • Quick litter for moving injured casualties Training in the use of the kits will be provided to all city employees. The kits would be made available at the following city facilities: • Carlsbad City Library Learning Center • Alga Norte Community Park (4 kits) • Calavera Hills Community Center • Carlsbad Senior Center (2) • Chase Field • Georgina Cole Library • City Council Chamber (2) • Carlsbad City Library • City of Carlsbad Faraday Center (2) • Carlsbad Fleet Operations facility • Harding Community Center • Housing and Neighborhood Services • Leo Carrillo Ranch Historic Park (3) • Monroe Street Pool • Poinsettia Community Park • Carlsbad Public Works Department offices • City of Carlsbad Public Safety and Service Center (3) • Stagecoach Community Park (3) • City of Carlsbad Safety Training Center (3) • Carlsbad Municipal Water District offices Nov. 12, 2019 Item #5 Page 2 of 4 The Carlsbad Fire Department Foundation (Foundation) was established by Carlsbad residents as a 501(c)(3) non-profit organization in 2013 with a mission to raise the funds needed to enhance fire and rescue services, support public outreach, safety education and provide scholarships to dependents of Carlsbad firefighters and paramedics. One of the Foundation's goals is to raise and provide supplemental funding for "equipment and materials needed to enhance the capability of the Fire Department and the services it provides to the citizens of Carlsbad, the commercial sector and civic organizations." Fiscal Analysis The total cost of 34 Stop the Bleed Kits is $17,875. The Foundation's donation of $11,875 will substantially defray the total cost of the Stop the Bleed Kits. The Fire Department will pay the $6,000 remaining cost from its Operating Budget. Next Steps Purchase the Stop the Bleed Kits and install in the above referenced facilities. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require further environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public comment and review at least 72 hours prior to the scheduled meeting date. Exhibits 1. Nov. 12, 2019 Item #5 Page 3 of 4 RESOLUTION NO. 2019-224 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING A DONATION FROM THE CARLSBAD FIRE DEPARTMENT FOUNDATION IN THE AMOUNT OF $11,875. WHEREAS, the City Council of the City of Carlsbad, California has determined that the Carlsbad Fire Department Foundation was created as a 501 (c)(3) in 2013 with a mission to raise the funds needed to enhance fire and rescue services, support public outreach and safety education, and provide scholarships to dependents of Carlsbad firefighters and paramedics; and WHEREAS, the Carlsbad Fire Department Foundation is requesting to donate $11,875 to defray the total cost to the Fire Department for the purchase of thirty-four stop the bleed kits that will be used to provide important supplies and special bleeding control tools for those critical initial minutes when a person is injured and bleeding. The kits will be installed at 20 city public facilities; and WHEREAS, Stop the Bleed is a national awareness campaign created in 2015 through collaboration between several highly respected government and medical groups, including Homeland Security and the American College of Surgeons, with the goal of encouraging civilians to become trained, equipped and empowered to help in a bleeding emergency; and WHEREAS, Stop the Bleed efforts saved three lives in the Oct. 27, 2018 Tree of Life synagogue mass shooting in Pittsburgh, Pennsylvania, and bleeding control techniques saved the lives of 20 to 30 people immediately after the Oct. 1, 2017 mass shooting in Las Vegas, Nevada; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Carlsbad Fire Department Foundation requires no matching funds. 3. The Council authorizes receipt of the $11,875 donated by the Carlsbad Fire Department Foundation.
