Recommended Action Adopt a Resolution approving appropriation of additional Gas Tax funds in the amount of $125,000 for the Palomar Airport Road Widening Project, Capital Improvement Program {CIP) Project Nos. 6043 and 6044 {Project). Executive Summary Additional funding is required to provide the necessary construction support services for the Project. Additional funds will finance consultant services in construction management, inspection, materials testing, public outreach, engineering and associated staff support. Discussion On July 23, 2019, the City Council adopted Resolution No. 2019-128 and awarded a contract to Just Construction, Inc. for construction of a new right turn lane and extension of the existing left turn lane on eastbound Palomar Airport Road at the intersection with Paseo Del Norte. At that time, $120,000 was budgeted for construction support services. Following award of the construction contract, staff has identified additional construction support services necessary for the successful completion of the Project. These additional services are needed due to the nature of the work, high-profile location of the Project site, proximity to high-volume business, work restrictions requiring after-hours work and close coordination with the California Department of Transportation {Caltrans) and local business partners. These additional services include full-time professional services for construction management and inspection, materials testing, public outreach and engineering services to support the construction phase of work. The total cost to provide these services and staff support is $245,000. Therefore, an additional budget of $125,000 is required to fund and complete the necessary construction oversight for the Project. Nov. 19, 2019 Item #8 Page 1 of 4 Fiscal Analysis Staff estimates an increase of $125,000 in the overall Project budget to fund the services in construction management, inspection, communications, engineering and associated staff support. Two CIP projects contribute to the overall Project budget and both are funded by Gas Tax and TransNet Local Funds. The additional requested Gas Tax funding will be distributed by $27,470 to CIP Project No. 6043 and $97,530 to CIP Project No. 6044. The available funds for construction services and distribution of funds from each project are shown in the following table. Construction is scheduled to commence in January 2020. Environmental Evaluation (CEQA) The additional appropriation of funds is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines Section 15304-Minor Alterations to Land. Public Notification and Outreach This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary, desirable and in the public interest to construct the Palomar Airport Road Widening Improvements at Paseo Del Norte, CIP Project Nos. 6043 and 6044 (Project); and WHEREAS, on July 23, 2019, the City Council adopted Resolution No. 2019-128 accepting bids and awarding a contract to Just Construction, Inc. to construct the Project; and WHEREAS, staff has determined an additional $125,000 of funding is required to provide the necessary services for construction management, inspection, materials testing, public outreach, engineering and staff support through construction; and WHEREAS, sufficient Gas Tax funds are available to complete the Project; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the deputy city manager, administrative services, is authorized and directed to appropriate funds from the Gas Tax Fund in the amount of $27,470 to CIP No. 6043 and $97,530 to CIP No. 6044 for the total amount of $125,000 for construction support of the Palomar Airport Road Widening Project. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 19th day of November 2019, by the following vote, to wit: AYES: Hall, Blackburn, Bhat-Patel, Schumacher.
