Recommended Action Adopt a resolution appointing one member to the Parks & Recreation Commission. Executive Summary Commissioner Ron Withall was initially appointed to the Parks & Recreation Commission in October 2011 to fill the unexpired term of Commissioner Farley. He was reappointed in August 2012 and October 2016. He resigned on Sept. 16, 2019, leaving an unexpired term ending in August 2020. The City Clerk's Office received 12 applications from residents wishing to serve on the Parks & Recreation Commission. Pursuant to City Council Policy No. 88, the mayor has recommend_ed the following two residents wishing to serve on the Parks & Recreation Commission to advance in the process and interview with the full City Council: • Michael Luna • Robert Winston Exhibit 2 includes applications for both residents. Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's Office accepts applications (available on the city's website and in the City Clerk's Office) for any upcoming vacancies. The Carlsbad Municipal Code states that the Parks & Recreation Commission shall consist of seven members and that nominations to the Commission shall be subject to ratification by a majority vote of the City Council. Fiscal Analysis None. Next Steps Following the appointment of one member to the Parks & Recreation Commission, the City Clerk's office will update the Commission roster, coordinate the Oath of Office, filing of the appointee's Statement of Economic Interest and Ethics Training Certificate. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1.
