Adopt a Resolution approving plans and specifications and authorizing the city clerk to
advertise for bids for the Storm Drain System Rehabilitation and Repair Program, Corrugated
Metal Pipe (CMP) Replacement Phase II, Capital Improvement Program (CIP) Project No. 6607
(Project).
Executive Summary
This Project is part of the city's ongoing Storm Drain System Rehabilitation and Repair Program
(Program). The Project will rehabilitate 19 CMP storm drain facilities to improve the drainage
condition throughout the city.
Carlsbad Municipal Code Section 3.28.080(E) requires the City Council to approve plans and
specifications for all construction projects that are to be formally bid when the value exceeds
the limits established by the Public Contract Code (PCC) Section 22032(c), including the
alternative provisions of the Uniform Public Construction Cost Accounting Act. The PCC limit is
$200,000, and the construction contract and contingency cost estimate for this project is
$374,000. Therefore, this project is subject to this requirement. Staff recommends approval of
the Project plans and specifications and authorization for the city clerk to advertise for
construction bids for the Project.
Discussion
The Program was established to improve, repair, remediate or replace deteriorated storm drain
facilities throughout the city. The storm drain pipelines included in this phase of the Project
were identified after city staff inspected and assessed the existing conditions of the pipelines
city wide. As part of Phase I of the Program, the storm drain systems were evaluated in 2019
utilizing closed circuit television (CCTV) technology. The evaluation revealed that CMP pipelines
were compromised at several locations. Staff then prioritized these locations for cured-in-place
pipe (CIPP) liner, repair or replacement within the Program. Phase II of the Program will
rehabilitate 19 CMP storm drain facilities with a CIPP liner or abandon in place. CIPP lining is a
method of trench less rehabilitation and restoration used to repair existing pipelines. In this

rehabilitation method, a flexible tube is installed into an existing pipe, expanded out to fit the
existing pipe and then cured in place to become a hard pipe.
Fiscal Analysis
Sufficient funds are available to complete the Project. The Program is funded by the
Infrastructure Replacement Fund. Remaining Program funds will be available for future
projects. The available funds and estimated construction costs for the Project are shown in the
following table:

Next Steps
A request for bids to construct the Project will be advertised. Responses will be evaluated and
the lowest responsive and responsible bidder will be identified by city staff. Staff will then
return to City Council with a recommendation to award a construction contract to the identified
bidder. The construction contract for the Project provides approximately two months to
construct the Project.
Environmental Evaluation (CEQA)
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(d) -restoration or rehabilitation of deteriorated or damaged
structures.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE STORM DRAIN SYSTEM
REHABILITATION AND REPAIR PROGRAM, CORRUGATED METAL PIPE (CMP)
REPLACEMENT PHASE II, CAPITAL IMPROVEMENT PROGRAM (CIP) PROJECT
NO. 6607 (PROJECT).
WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable, and in the public interest to perform rehabilitation and maintenance activities on the city's
storm drain system; and
WHEREAS, Section 3.28.080 of the Carlsbad Municipal Code requires the City Council to adopt
a Resolution approving the plans and specifications for all construction projects that are to be formally
bid when the value exceeds the limits established by the Public Contract Code; and
WHEREAS, the plans, specifications and contract documents for the Project, have been
prepared and are on file at the city clerk's office and are incorporated herein by reference; and
WHEREAS, sufficient Infrastructure Replacement Funds are available in the Storm Drain System
Rehabilitation and Repair Program to complete the Project; and
WHEREAS, the Project is exempt from the California Environmental Quality Act (CEQA) per
CEQA Guidelines Section 15301 (d).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the Project are hereby
approved.
3. The city clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a notice to contractors inviting bids for construction of the
Project, in accordance with the plans, specifications and contract documents referred
to herein.

WARMING UP, REPAIR, ARRIVAL, DEPARTURE OR OPERATION OF TRUCKS,
EARTHMOVING EQUIPMENT, CONSTRUCTION EQUIPMENT AND ANY OTHER

14. ALL OFF-SITE HAUL ROUTES SHALL BE SUBMITTED BY THE CONTRACTOR TO THE
CITY ENGINEER FOR APPROVAL TWO FULL WORKING DAYS PRIOR TO BEGINNING
OF WORK. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY DEBRIS OR
DAMAGE OCCURRING ALONG THE HAUL ROUTE OR ADJACENT STREETS AS A
RESULT OF THE GRADING OPERATION.
15. NO BLASTING SHALL BE COMMENCED WITHOUT A CITY ENGINEER APPROVED
BLASTING PROGRAM ANO BLASTING PERMIT.
16. THE EXISTENCE ANO LOCATION OF UTILITY STRUCTURES AND FACILITIES SHOWN
ON THE CONSTRUCTION PLANS WERE OBTAINED BY A SEARCH OF THE AVAILABLE
RECORDS. ATTENTION IS CALLED TO THE POSSIBLE EXISTENCE OF OTHER UTILITY
FACILITIES OR STRUCTURES NOT SHOWN OR IN A LOCATION DIFFERENT FROM
THAT SHOWN ON THE PLANS. THE CONTRACTOR IS REQUIRED TO TAKE DUE
PRECAUTIONARY MEASURES TO PROTECT THE UTILITIES SHOWN ON THE PLANS
AND ANY OTHER EXISTING FACILITIES OR STRUCTURES NOT SHOWN.
17. TO AVOID ANY DIRECT IMPACTS TO ANY BIRDS, DISTURBANCE OF SENSITIVE
HABITAT THAT SUPPORTS ACTIVE NESTS SHOULD OCCUR OUTSIDE OF THE
BREEDING SEASON (I.E., JANUARY 15 THROUGH SEPTEMBER 15) AND MAINTAIN
NOISE LEVELS BELOW 60 OBA. IF DISTURBANCE OF SENSITIVE HABITAT OF HABITAT
IN THE PROPOSED AREA OF DISTURBANCE MUST OCCUR DURING THE BREEDING
