Subject: Historic Preservation Commission Work Plan for Fiscal Year 2019-20
Recommended Action
Adopt a resolution approving the Historic Preservation Commission Work Plan for fiscal year
2019-20.
Executive Summary
Ca.rlsbad Municipal Code (CMC) Section 2.15.020 (C) requires that each board, or commission
provide to the City Council for its approval an annual work plan of activitles to be undertaken.
On April 22, 2019, the Historic Preservation Commission unanimously accepted the work plan
for FY 2019-20 and is recommending that the City Council approve the work plan.
Discussion
In 2018, the City Council revised the CMC to create uniform policies and procedures related to
boards and commissions. CMC Section 2.15.020 (C) requires that each board or commission
provide to the City Council for its approval an annual work plan of activities to be undertaken.
The work plan includes the activities that the Historic Preservation Commission anticipates
undertaking in FY 2019-20. The purpose of the work plan is to encourage increased dialogue
between the Historic Preservation Commission and the City Council. It is also intended to
ensure that the Historic Preservation Commission is working in line with the priorities of the
City Council. At the January 2019 Historic Preservation Commission Meeting, Library staff
assisted with the preparation of a work plan that is consistent with the duties described in CMC
Chapter 2.42. On April 22, 2019, the Historic Preservation Commission unanimously accepted
the work plan for FY 2019-20 and is recommending that the City Council approve the work plan.
Next Steps
Agendas for Historic Preservation Commission meetings will be developed consistent with the
approved work plan.

Fiscal Analysis
There is no direct fiscal impact associated with approving this work plan.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of the California Environmental Quality Act (CEQA) in that it has no
potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment, and therefore does not require
environmental review.
Public Notification and Outreach
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE HISTORIC PRESERVATION COMMISSION
WORK PLAN FOR FISCAL YEAR 2019-20.
WHEREAS, Chapter 2.15.020 (C) of the Carlsbad Municipal Code (CMC) requires that each board
or commission provide to the City Council for its approval an annual work plan of activities to be
undertaken by the board or commission; and
WHEREAS, at the January 2019 Historic Preservation Commission meeting, Library staff assisted
with the preparation of a work plan for fiscal year 2019-20 that is consistent with the duties of the
Historic Preservation Commission under Chapter 2.42 of the Carlsbad Municipal Code; and
WHEREAS, the mission of the Historic Preservation Commission is to advise the City Council,
Planning Commission and Housing Commission in all matters relating to the identification, protection,
retention and preservation of historic resources in the City of Carlsbad and inform the public of all
matters pertaining to the preservation of historic resources within the guidelines and codes that govern
the Commission; and
WHEREAS, on Apr. 22, 2019, the Historic Preservation Commission unanimously accepted and
recommended City Council approval of the Historic Preservation Commission Work Plan for FY 2019-
20.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:

Historic Preservation Commission Work Plan
Fiscal Year 2019-2020
I. Mission Statement
The mission of the Historic Preservation Commission shall be to advise the City Council, Planning
Commission, and Housing Commission in all matters relating to the identification, protection,
retention and preservation of historic resources in the City of Carlsbad and inform the public of all
matters pertaining to the preservation of historic resources within the guidelines and codes that
govern the Commission.
II. Composition
The Historic Preservation Commission shall consist of five regular members appointed by the City
Council, and one ex officio representative appointed by the Planning Commission. All members of
the Commission shall be Carlsbad residents and registered voters. The Planning Commission
Representative shall be a non-voting member.
Ill. FY 2019-2020 Goals & Tasks
The City of Carlsbad Historic Preservation Commission has selected to focus on the following goals
and tasks:
• Bring forth to City Council suggested revisions to the Carlsbad Municipal Code governing the
Historic Preservation Commission
• Confirm clarified inventory via City Council
• Further educate commissioners through tours of historic sites
• Develop a Plaque Program for historic locations
• Continue to educate the community about its history
o through support of school curriculum; 3rd grade art presentation
o through an oral history collection project in cooperation with Library's Carlsbad History
Collection
o through recorded interviews of local long-time residents
• Seek opportunities to further share and promote the city's history with the community

PUBLIC COMMENT:
Rob Smith, a 41-year resident of Carlsbad, asked questions related to the application process. He is
interested in applying for the vacancy in the Historic Preservation Committee.
APPROVAL OF MINUTES:

DISCUSS ANNUAL WORI{ PLAN (FY 2019-2020)
The commission discussed the annual work plan and voted to accept the draft workplan, as written, to
present to City Council for review and approval (4-0-0-0).

The city owned Magee I-louse al 2S8 Beech Street is in disrepair and needs a lot of repairs. There is
currently a project working on refurbishing and replacing the decking and hand rail. There needs to be a
complete survey of the property to see the extent of the repairs needed to include dry rot, possible
termite problems, a window separating from its frame and other damages. Comments from two
commissioners brought it to the attention of the parks and recreation and facility maintenance division
of Public Worl<s. Commissioners drafted a letter during the meeting to be sent to Public Works
Supervisor Brian Bacardi and Public Works Manager John Maashoff, expressing their concerns for the
condition of disrepair and encouraging them to consider adding the properly repairs to future budget
expenditures. By proper motion and vote the commission accepted lo present the letter as composed
during the meeting to Mr. Bacardi and Mr. Maashoff (4-0-0-0).
A motion was made and accepted to visit each of the 19 properties formerly designated by City Council
(1986-1990) as having historic significance during the next scheduled meeting on May 13, 2019 at S p.m.
(4-0-0-0). The commissioners will divide the 19 properties to research and review and then share with
the other commissioners on May 13.
COMMISSION LIAISON ANNOUCEMENTS
Third Grade art contest will be presented at city council on June ll, 2019.
Application for the replacement of the vacant Historic Preservation Commission position are due by
Monday, May 6. The unexpired term will end in 2022. Liaison Smithson encouraged the commissioners
to view a new process of interviewing applicants for commissions which occurred during the city council
meeting held on April 16.
Suzanne Smithson passed out the article, "Why Notre Dame Matters" as an article of interest regarding
historic structures.
