Executive Summary Carlsbad Municipal Code (CMC) Section 2.15.020 (C) requires that each board, or commission provide to the City Council for its approval an annual work plan of activities to be undertaken. On June 6, 2019, the Senior Commission unanimously accepted the work plan for FY 2019-20 and is recommending that the City Council approve the work plan. Discussion In 2018, the City Council revised the CMC to create uniform policies and procedures related to boards and commissions. CMC Section 2.15.020 (C) requires that each board or commission provide to the City Council for its approval an annual work plan of activities to be undertaken. The work plan includes the activities that the Senior Commission anticipates undertaking in FY 2019-20. The purpose of the work plan is to encourage increased dialogue between the Senior Commission and the City Council. It is also intended to ensure that the Senior Commission is working in line with the priorities of the City Council. At the January, February, March, May and June 2019 Senior Commission Meetings, Parks & Recreation staff and the chief innovation officer assisted with the preparation of a work plan that is consistent with the duties described in CMC Chapter 2.38. On June 6, 2019, the Senior Commission unanimously accepted the work plan for FY 2019-20 and is recommending that the City Council approve the work plan. Some items within the work plan are multi-year efforts that will carry over into future years. Next Steps Agendas for Senior Commission meetings will be developed consistent with the approved work plan. Jan. 14, 2020 Item #14 Page 1 of 5 Fiscal Analysis There is no direct fiscal impact associated with approving this work plan. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of the California Environmental Quality Act (CEQA) in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification and Outreach This item was noticed in accordance with the Ralph M . Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibit 1. WHEREAS, Chapter 2.15 of the Carlsbad Municipal Code (CMC) requires that each board or commission provide to the City Council for its approval an annual work plan of activities to be undertaken by the board or commission; and WHEREAS, at the January, February, March, May and June Senior Commission Meetings, Parks & Recreation staff and the chief innovation officer assisted with the preparation of a work plan for fiscal year 2019-20 that is consistent with the duties of the Senior Commission under CMC Chapter 2.38; and WHEREAS, the Senior Commission's mission is to champion an age-inclusive environment that promotes wellness, vitality and education that leads to a vibrant quality of life; and WHEREAS, on June 6, 2019, the Senior Commission unanimously accepted and recommended City Council approval of the Senior Commission Work Plan for FY 2019-20. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council of the City of Carlsbad approves the Senior Commission Work Plan for FY 2019-20, attached hereto as Attachment A. Mission Statement City of Carlsbad Senior Commission Work Plan Fiscal Year 2019-2020 ATTACHMENT A The Mission of the Senior Commission is to champion an age-inclusive environment that promotes wellness, vitality and education that leads to a vibrant quality of life. II. Composition Consistent with Chapter 2.38 of the Carlsbad Municipal Code, the Senior Commission shall consist of five members appointed by the mayor with the approval of the city council. Members shall serve four-year terms. The Senior Commission shall have the responsibility to make recommendations to the city council and to advise the city council on the special needs and concerns of seniors, including the creation, operation, maintenance, management and control of senior programs, activities and facilities. The Senior Commission shall be authorized to and may receive donations, gifts, legacies, endowments or bequests made to the city or to the commission for or on behalf of the city. All donations, gifts, legacies, endowments or bequests so received by the commission shall be turned over to the city treasurer and shall be kept in a special fund to be designated as the senior fund. All moneys in the fund shall be used for promotion, supervision and operation of senior programs. No moneys in the fund shall be spent without prior council authorization. Ill. FY 2019-2020 Goals & Tasks The Senior Commission will focus on the following FY 2019-20 Goals and Tasks: 1. Determine the needs of Adults 50+. a. Needs Assessment/Master Plan b. Formal annual assessment and feedback loop c. Informal feedback from staff and volunteers throughout the year 2. Support the City of Carlsbad Age-Friendly initiative. a. Promote with City of Carlsbad communication tools b. Align with internal and external organizations 3. Create Adult 50+ opportunities and collaborations beyond the Senior Center. a. Public sites to include parks, community centers and libraries b. Private locations such as theaters and senior communities c. Educate through universities, hospitals, nonprofits and other organizations, utilizing technology tools 4. Increase social inclusion, enhance connectivity and minimize isolation. a.
