Recommended Action Adopt a Resolution approving an appropriation of $104,878 from the General Fund balance to the Public Works Facilities Maintenance Operating Budget for reimbursement of costs associated with urgent mold and asbestos abatement activities at Fire Station No. 2. Executive Summary The Facilities Maintenance Division of the Public Works Branch confirmed the presence of mold in Fire Station No. 2 and initiated abatement processes. During this process, it was determined that the carpet would have to be replaced. Testing of the carpet revealed that the adhesive adhering the carpet to the concrete slab contained asbestos. As a result, all asbestos containing materials underlying the carpet were remediated and replaced with new flooring. Additionally, all identified mold and asbestos containing materials were also remediated. The expenses for abatement and remediation were funded from the current year Facilities Maintenance Operating Budget. This unexpected expense of $104,878 cannot be easily absorbed by the Facilities Maintenance Division. Staff is requesting City Council approval for a mid-year appropriation from the General Fund balance to replace expended funds of the Facilities Maintenance Division. Discussion The Facilities Maintenance Division was notified on Oct. 16, 2019 of the possible existence of mold at Fire Station No. 2 and conducted air quality testing on Oct. 17, 2019. Staff was relocated and mold remediation was scheduled to begin the next day on Oct. 18, 2019. Based on these findings, staff initiated mold and asbestos remediation processes. These findings and actions were reported to City Council through Memoranda Nos. 2019121 and 2019124 distributed on Oct. 18, 2019 and Oct. 25, 2019, respectively. As of Nov. 7, 2019, mold and asbestos remediation have been completed, new vinyl flooring has been installed and staff have. returned to Fire Station No. 2. Follow-up air quality tests have confirmed that remediation procedures were successful. Jan. 28, 2020 Item #2 Page 1 of 24 Fiscal Analysis Due to the impact and urgent nature of the issue, the Faci lities Maintenance Division utilized funds from its operating budget to address these issues. As a result, the Facilities Maintenance Operating Budget has now been reduced by $104,878. It is requested that City Council authorize the deputy city manager, administrative services, to appropriate $104,878 from the General Fund balance to the Facilities Maintenance Division Operating Budget. Fire Station No. 2 Mold Remediation Expense Air quality testing $2,700 Mold remediation $55,227 Carpet replacement $19,984 Asbestos remediation $19,750 Alternate housing & incidentals $7,217 TOTAL EXPENSES $104,878 Next Steps Upon adopting the Resolution, the deputy city manager, adm inistrative services will appropriate funds in the amount of $104,878 from General Fund balance to the Facilities Maintenance Division Operating Budget. Environmental Evaiuation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of California Environmental ·Quality Act (CEQA) in that it has not potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Background Following a recent water leak in the shower at Fire Station 2, staff noticed what appeared to be mold in the area. Testing has confirmed the presence of mold, and Fire Station 2 staff have been temporarily relocated until remediation is completed. Discussion Air quality samples taken the morning of Oct. 17, 2019, confirmed the presence of mold in several areas of the station. The standard protocol for the type of mold detected includes cleaning and treating the affected areas with an antimicrobial solution as well as cleaning the heating and cooling system. This work is expected to take between seven and 10 days. Since mold can pose a health hazard, personnel have been temporarily relocated to a post in the Dove Library parking lot and are using facilities at Fire Station 5 as needed. Fire administration staff are working closely with Carlsbad Firefighters' Association leadership to address any health concerns and minimize operational impacts associated with the temporary relocation of staff. The Dove Library location was selected because its location is within the Fire Station 2 service area. During the relocation, approximately 30 parking spaces in the northeast portion of the library parking lot will be unavailable. The library staff will provide access to their facilities which includes bathrooms (with a shower), a kitchenette and a staff lounge. The library staff will cordon off several parking spaces on the far north part of the parking lot for apparatus parking. Together, and with the inclusion of CFA leadership, every effort has been made to determine reasonable solutions and minimize any hazards or operational impacts as we develop a plan moving forward In the interest of providing all personnel with the most recent and relevant information available the Fire Department will be conducting an all-hands meeting tomorrow, October 18 at 09:30am at the Safety Center Conference Rooms . At this meeting personnel will receive details on the type of mold discovered, exposure and health concerns, and remediation efforts. Standard protocol for the type of mold detected includes cleaning and treating the affected areas with an antimicrobial solution as well as cleaning the heating and cooling system. This work is expected to take between 7 and 10 days . Upon conclusion of the cleaning and remediation, air sampling will again be conducted to ensure the remediation was thorough and complete and the building can be re-occupied. Background On Oct. 18, a Council Memorandum (Attachment A) was issued regarding the presence of mold · at Fire Station 2. As part of the mold remediation efforts, staff removed a portion of the carpet and had the adhesive material tested. Test results (Attachment B) confirmed the presence of asbestos. Fire station staff will remain temporarily relocated until asbestos abatement efforts are. complete. Discussion Prior to 1980, asbestos was commonly used in manufacturing a variety of bui_lding materials, including floor adhesives. As a result, asbestos is present in many older buildings. It is generally not a concern unless disturbed, such as during construction. Samples taken on Oct. 18 confirmed the presence of asbestos on the adhesive material beneath a section of carpet in the station. An asbestos remediation company has been retained to remove the carpet and adhesive according to state health and safety code standards, and abate the asbestos-containing materials. This work is expected to take between seven and 10 days. Upon completion of the asbestos abatement, a flooring contractor will install new vinyl flooring throughout the facility. Fire personnel have already been temporarily relocated and will continue to use facilities at Fire Station 5 as needed. Fire administration staff are working closely with Carlsbad Firefighters' Association leadership to address any health concerns and minimize operational impacts associated with the temporary relocation of staff. SUBJECT: CARLSBAD FIRE DEPARTMENT BULLETIN 10/25/19 ALL PERSONNEL · Fire Chief Mike Calderwood A-Shift B-Shift Station 2 Mold Remediation Upd~te C-Shift Retain Discard Attachment C As part of the recent mold remediation at Fire Station 2, _Facilities staff removed a portion of the carpet and had the adhesive material tested. Test results confirmed the presence of asbestos. Lab results are attached as a reference. Prior to 1980, asbestos was commonly used in manufacturing of a variety of building materials, including floor adhesives. As_ a· result, asbestos is present in many older buildings. It is generally· not a concern until removal by sanding or scraping sends asbestos dust into the air. Facilities has retained an asbestos remediati~n company, Alliance Environmental, to remove the carpet and adhesive according to state health and safety code standards. New flooring will then need to be installed. Removal of the flooring, abating the asbestos-containing materials and reinstalling the flooring will extend the anticipated mold remediation completion date by about a week. Alliance Environmental will start their work on Tuesday, October 29, 2019, with an anticipated completion date of November 5th. Upon completion of the asbestos abatement, we will have a flooring contractor install new vinyl flooring throughout t_he facil ity. We are hoping to have all work completed November 8th th, with a move-in date of November 9thth• This date may change as construction progresses, and we will be sure to keep you · informed should that occur.
