HomeMy WebLinkAbout2020-04-07; City Council; ; Programming of Road Maintenance and Rehabilitation Account funds to the Pavement Management Program, Capital Improvement Program Project No. 6001.Each year, as part of the CIP process, staff presents the proposed program of CIP projects at a
regular City Council meeting and then brings the proposed program back to the City CouncH for
adoption approximately one month later. This process gives the community the opportunity to
provide input into the city's program of projects.
In order to efficiently utilize the RMRA funds, staff is recommending that the RMRA funds be
allocated to the Pavement Management Program, CIP Project No. 6001. This program includes
annual road resurfacing and rehabilitation projects which are prioritized by the CTC for this
funding source. As required by the CTC, the city utilizes a pavement management system to
ensure that RMRA revenues are being used in a prioritized and cost-effective manner. With the
adoption of the FY 2020-21 CIP budget, these funds will be allocated to the Pavement
Management Program .
Following the City Council approval, the resolution associated with this staff report along with
the other necessary supporting documentation will be submitted to the CTC.
Fiscal Analysis
In order to comply with the procedures established by the CTC and to receive the RMRA funds,
a discrete fund account has been established by the Finance Department to identify and track
the receipt and expenditure of RMRA funds. This will be the fourth year in which the city will
receive RMRA funding which will enable the city to continue essential road maintenance and
rehabilitation projects. Based on State Department of Finance revenue projections, Carlsbad is
estimated to receive $2,176,000 in RMRA revenue during FY 2020-21. Staff is requesting that
the FY 2020-21 CIP budget include the programming of RMRA funds to the Pavement
Management Program, CIP Project No. 6001.
Next Steps
Staff will submit the attached resolution and supporting documents to the CTC to allow the city
to remain eligible to receive RMRA funds in FY 2020-21.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065 and the California Environmental Quality Act
(CEQA} Guidelines Section 15378(b}(4}, the action of programming funds does not constitute a
"project" within the meaning of CEQA in that it makes the city eligible to receive a funding
source that does not involve any commitment to a specific project and has no potential to
cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment, and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE PROGRAMMING OF ROAD MAINTENANCE
AND REHABILITATION ACCOUNT (RMRA) FUNDS TO THE PAVEMENT
MANAGEMENT PROGRAM, CAPITAL IMPROVEMENT PROGRAM (CIP)
PROJECT NO. 6001, IN FISCAL YEAR (FY) 2020-21.

WHEREAS, the state of California enacted the Road Repair and Accountability Act of 2017, also
known as Senate Bill 1 (SB 1), to fund deferred maintenance on the local road system and the state
highway system; and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the
residents of the City of Carlsbad are aware of the projects proposed for funding and which projects
have been completed each fiscal year; and
WHEREAS, each fiscal year, the city must adopt by resolution a list of projects proposed to
receive funding from the RMRA, created by SB 1, which must include project description, general
location, proposed schedule and estimated useful life of the improvement; and
WHEREAS, the city is expected to receive an estimated $2,176,000 in RMRA funding in FY
2020-21; and
WHEREAS, this will be the fourth year in which the city will receive RMRA funding which will
enable the city to continue essential road maintenance and rehabilitation projects; and
WHEREAS, the city has undergone a public process to ensure public input into the
community's transportation priorities as part of the CIP approval process; and
WHEREAS, the city utilizes a pavement management system to ensure that RMRA revenues
are being used in a prioritized and cost-effective manner; and
WHEREAS, the funding from RMRA will help the city maintain and rehabilitate its network of
roads this year and similar projects into the future; and
WHEREAS, the RMRA project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety will have a significant benefit to the
community.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
1. That the above recitations are true and correct.
2. That the Pavement Management Program, CIP Project No. 6001, as further described
herein, will be funded in part with FY 2020-21 RMRA revenues:
a. Description: resurface and rehabilitate a selection of publicly-maintained streets on
an annual basis
b. Location: various streets throughout the city based on pavement condition

c. Anticipated Project Schedule: as a recurring annual program, the schedule for each
individual resurfacing project varies, however, each year the city typically completes
two pavement resurfacing projects: one slurry seal and one pavement overlay
d. Estimated Useful Life: slurry seal has a useful life of approximately five years, and
asphalt concrete overlay has a useful life of approximately 20 years
3. That the deputy city manager, administrative services is authorized to program RMRA
funds in the amount of $2,176,000 to the Pavement Management Program, CIP Project
No. 6001, in the upcoming CIP for FY 2020-21.
