Executive Summary The City Council is scheduled to discuss plans to ease restrictions on acce?s to City parks and trails at its meeting on May 5, 2020. The City intended to discuss plans to ease restrictions on beach access qn a later date. On Friday, April 24, 2020, the County of San Diego unexpectedly announced it would be amending to the County Public Health Officer's Order to remove the restrictions on swimming, surfing, paddle boarding, and kayaking in the ocean effective midnight Sunday, April 26, 2020 to facilitate local jurisdictions' ability to determine when and how to ease restrictions on water recreation and beach access. Because of this changed circumstance, the City Manager has scheduled this special meeting to allow the City Council an opportunity to discuss and provide direction to staff on access to City of Carlsbad beaches, parks and trails. Discussion On Tuesday, April 21, 2020, the City Council gave direction to the City Manager to place an item on the May 5, 2020 agenda to discuss plans to ease restrictions on City parks and trails. At the time, the Council desired to delay any discussion of easing restrictions on beaches. On Friday, April 24, 2020, the County of San Diego unexpectedly announced it would make changes to the County Health Order to ease restrictions contained in the Health Order in order to facilitate local jurisdictions ability to determine when and how to ease restrictions on water recreation and beach access. In light of the prior discussions related to a desire to see consistency throughout the region so large crowds were not attracted to a few spaces, the City Manager is seeking City Council direction. Also attached is a draft proposal for increasing access to parks and trails. April 25, 2020 Item #1 Page 1 of 6 Additional materials will be distributed at the meeting as they become available. Fiscal Analysis There are no fiscal impacts associated with discussing this item. There may be fiscal impacts associated with City Council's direction, which staff can quantify and supply as part of the next COVID-19 update to the City Council. Environmental Evaluation (CEQA) Emergency projects are statutorily exempt from CEQA pursuant to CEQA Guidelines section 15269. Draft Parks and Trails Opening Plan April 25, 2020 Item #1 Page 2 of 6 · San Diego Regional Aquatic Lifesaving Emergency Response Taskforce Lifeguard-Driven Regional Plan to Reopen Beaches & Waterways This plan will outline protocols to be uniformly implemented by coastal agencies in San Diego County when the County Public Health Officer modifies the current restrictions on recreational activities in waterways based on the satisfaction of criteria defined by federal and state guidance. On April 21, 2020, the San Diego Regional Aquatic Lifesaving Emergency Response Taskforce (SDR ALERT) met to develop a regional plan to reopen beaches and waterways. In attendance were representatives from the following lifeguard and coastal enforcement agencies: Imperial Beach Lifeguards, Coronado Lifeguards, California State Lifeguards, San Diego Harbor Police Department, City of San Diego Fire-Rescue Department's Lifeguard Division, Solana Beach Lifeguards, Encinitas Lifeguards, Carlsbad Fire Department Lifeguards, Oceanside Lifeguards, Camp Pendleton Lifeguards, and United States Coast Guard. SDR ALERT unanimously voted to recommend and implement the following protocol to be carried out by the following cities and agencies in the County of San Diego (County): City of Carlsbad, City of Chula Vista, City of Coronado, City of Del Mar, City of Imperial Beach, City of National City, City of Oceanside, City of Solana Beach, Port of San Diego, California State Parks, and the California Department of Fish and Wildlife. The document sets forth how best to enable access to public beaches while still maintaining mandated levels of public health and safety. The protocol was established through a comprehensive, lifeguard-driven approach intended to be utilized throughout San Diego's coastal region. It provides a consistent plan to address both · local conditions and operational capabilities that will be adopted by Mayors, City Managers, and public officials across San Diego County. The protocol is consistent with, and does not supersede, the Public Health Orders mandated by the State of California (State) and County of San Diego Health and Human Services Agency. While this protocol sets froth a procedure to reopen beaches and waterways, it should be noted that County Health Officials will determine a date on which to execute this plan to reopen public beaches and waterways using a broad, data-driven approach. PROTOCOL 1. Pursuant to the County's Public Health Order (Order), each agency that oversee public beaches must include a Social Distancing and Sanitation element in any plan to reopen. They must also provide evidence of its implementation upon demand. The element will list measures necessary to adequately ensure proper social distancing and sanitation at each facility to be opened. If the measures identified and implemented are not effective in maintaining proper social distancing and sanitation, the responsible agency shall promptly modify its Social Distancing and Sanitation element to ensure proper social distancing and sanitation. All public parks and recreation areas, including public . beaches, where social distancing requirements cannot be effectively implemented shall be closed to the public. 2. This protocol does not prohibit public employees from engaging in maintenance or safety activities at these facilities. 3. This protocol is subject to change based on pandemic conditions. City of San Diego Protocol: Coordinated Regional Plan to Reopen Beaches and Waterways April 2020 Exhibit 1 April 25, 2020 Item #1 Page 3 of 6 Page 2 4-Beach and Waterway Reopening Phases a. PHASE I: Limited Public Access Phase -Execution Date TBD i. Restore lifeguard staffing for observation, education, and rescues in anticipation of reopening. ii. Open beaches and bay shorelines to walking/running only; no gatherings on the beaches or bay shoreline (to include no stopping, standing, sitting, or lying down). iii. Open ocean for all recreational uses (boating, fishing, swimming, surfing, paddling, etc.). iv. Open San Diego Bay and Mission Bay to boating, fishing, and single person paddling use only. Social distancing and face covering recommended on vessels. Parking with a vessel trailer in boat launch lots only. Only open 1/3 of the parking at South Shores, De Anza, and Dana landing. v. Fiesta Island to remain closed. vi. Piers and boardwalks to remain closed. vii. Coastal parking lots to remain closed. If necessary, use coastal street parking closures to assist with limiting crowds. viii. WOOTEN, M.D. PUBLIC HEAL TH OFFICER Pursuant to California Health and Safety Code sections 101040, 120175, and 120175.5 (b) the Health Officer of the County of San Diego (Health Officer) ORDERS AS FOLLOWS: Effective 12:00 a.m. on Monday, April 27, 2020, and continuing until April 30, 2020, the following will be in effect for San Diego County (county): I. All persons are to remain in their homes or at their place of residence, except for employees or customers travelling to and from essential businesses or activities as defined in section 18a, below, or to participate in individual or family outdoor activity as allowed by this Order. 2. All public or private "gatherings," as defined in section 18b below, are prohibited. 3. All businesses not meeting the definition of essential business in section 18 are referred to in this Order as "non-essential businesses" and shall be and remain closed for the duration of this Order. All essential businesses must comply with the requirements of this Order. Notwithstanding the foregoing, a non-essential business may remain open if its employees and owners can provide its services from home, including by telecommuting, without direct contact with the public. 4. All public or private schools, colleges, and universities shall not hold classes or other school activities where students gather on the school campus. Parents of minor children shall take steps to ensure said children are not participating in activities prohibited by this Order. 5. Child daycare and childcare providers shall make best efforts to operate under the following conditions: i) childcare should be carried out in stable groups of 10 or fewer ("stable" means that the same 10 or fewer children are in the same group each day); ii) children should not change from one group to another; iii) if more than one group of children is cared for at one facility, each group should be in a separate room; iv) groups should not mix with each other; and v) childcare providers should remain solely with one group of children. Hospitals, healthcare providers, and commercial testing laboratories shall report all COVID-19 test results to the Public Health Officer immediately after such results are received. 9. California Department of Public Health Face Covering Guidance issued on April 1, 2020, ( available at: https:/ /www .cdph.ca. gov /Programs/CID/DCDC/Pages/F ace-Coverings-Guidance.aspx ), shall be followed except as noted in section 11, below. IO.All essential businesses that allow members of the public to enter a facility must prepare and post by no later than 12:00 a.m. on April 7, 2020 a "Social Distancing and Sanitation Protocol'' on the form attached to this Order (and available at: https://www.sandiegocounty .gov /content/dam/sdc/hhsa/programs/phs/Epidemiology/covid 19/SOCIAL DISTANCING AND SANITATION PROTOCOL 04022020 Vl .pdf ), or on a form required by another governmental entity requiring substantially similar information, for each of their facilities open to the public in the county. The Social Distancing and Sanitation Protocol must be posted at or near the entrance of the relevant facility, and shall be easily viewable by the public and employees. A copy of the Social Distancing and Sanitation Protocol must also be provided to each employee performing work at the facility. All essential businesses shall implement the Social Distancing and Sanitation Protocol and provide evidence of its implementation to any authority enforcing this Order upon demand. The Social Distancing and Sanitation Protocol must ensure all required measures are implemented and must identify and require measures necessary to implement social distancing are implemented at each facility that will ensure social distancing and sanitation at that particular facility. If the measures identified and implemented are not effective in maintaining proper social distancing and sanitation, the business shall promptly modify its Social Distancing and Sanitation Protocols to ensure proper social distancing and sanitation. Any business failing to successfully implement social distancing and sanitation shall be closed. 11. Said facilities shall be used solely for walking, hiking, equestrian or bicycle riding. The public shall not congregate or participate in active sport activities at said facilities. Except as set forth in section 13 below, swimming, surfing, paddle boarding, boating for recreational purposes, and all other water recreational activities are prohibited on or in public waterways and at beaches. All public parks and recreation areas, including public beaches, where social distancing requirements cannot be effectively implemented shall close. The foregoing does not prohibit public employees from engaging in maintenance or safety activities at these facilities. 13. The mayors of the coastal cities asked the San Diego Aquatic Lifesaving Emergency Response Taskforce (Taskforce) to adopt protocols to be uniformly implemented by coastal agencies when the restrictions on water activities in section 12, above are modified. On April 21, 2020 the Taskforce met and adopted a Lifeguard-Driven Regional Plan to Reopen Beaches and Waterways. In recognition of the protections afforded by the protocols developed by the Taskforce, swimming, surfing, paddle boarding and kayaking may be allowed in the ocean and bays connected thereto. Boating for recreational purposes and all other restrictions applicable to beaches pursuant to other sections of this Order shall remain in effect. 14. All essential businesses that remain in operation in accordance with the Order shall enact social distancing, increased sanitation standards, and shall make every effort to use telecommuting for their workforces. All businesses shall suspend any policy or procedure requiring doctor verification for sick or other leave approval. 15. A strong recommendation is made that all persons who are 65 years old or older, have a chronic underlying condition, or have a compromised immune system self-quarantine themselves at home or other suitable location. 16. All persons arriving in the county from international locations identified on the Centers for Disease Control and Prevention (CDC) Warning Level 2 or 3 Travel Advisory (available at: https://wwwnc.cdc.gov/travel/notices) shall be subject to 14-day home or other suitable location quarantine and self~monitoring. 17. Persons who have been diagnosed with COVID-19, or who are likely to have COVID-19, shall comply with the Order of the Health Officer titled: "Isolation of All Persons with or Likely to have COVID-19", or as subsequently amended. "Gathering" is any event or convening that brings together more than one person in a single room or single indoor or outdoor space at the same time, including people in multiple vehicles in one location. A gathering does not include: 1. A gathering consisting only of members of a single family or household. 11. Operations at airports, public transportation or other spaces where persons in transit are able to practice social distancing. iii. Operations at essential businesses as defined in section 18a above and where the other requirements set forth in this Order are followed. c. "Long term care facility" is a facility serving adults that require assistance with activities of daily living, including a skilled nursing facility, and that is licensed by the California Department of Community Care and Licensing, or the California Department of Public Health. d. "Non-essential personnel" are employees, contractors, or members of the public who do not perfonn treatment, maintenance, support, or administrative tasks deemed essential to the healthcare mission of the long-term care facility or hospital. Non-essential personnel do not include first responders, nor State, federal, or local officials, investigators, or medical personnel carrying out lawful duties. Non-essential personnel do not include visitors to hospitals and long-term care facilities who are granted entry by the facility's director, or designee, because they are family or friends who are visiting a resident in an end of life or similar situation, are parents or guardians visiting a child who is a patient, or because of any other circumstances deemed appropriate by the facility director, or designee, and where appropriate precautions by the facility that follow federal, State, and local public health guidance regarding COVID-19 are followed. e. "Social distancing" is maintaining a six-foot separation from all persons except for household members and medical providers with the appropriate personal protection equipment. · Page 4 of7 ORDER OF THE HEALTH OFFICER AND EMERGENCY REGULATIONS 19. This Order is issued as a result of the World Health Organization's declaration of a worldwide pandemic of COVID-19 disease, also known as "novel coronavirus." 21. The actions require y this Order are necessary to reduce the number of individuals who will be exposed to COVID-19, and will thereby slow the spread of COVID-19 in the county. By reducing the spread of COVID-19, this Order will help preserve critical and limited healthcare capacity in the county and will save lives. 22. This Order is issued in accordance with, and incorporates by reference: a) the Declaration of Local Health Emergency issued by the Health Officer on February 14, 2020; b) the Proclamation of Local Emergency issued by the County Director of Emergency Services on February 14, 2020; c) the action of the County Board of Supervisors to ratify and continue both the local health emergency and local emergency on February 19, 2020; d) the Proclamation of a State of Emergency issued by the Governor of the State of California on March 4, 2020; e) Executive Order N-25-20 issued by the Governor of the State of California on March 12, 2020 which orders that "All residents are to heed any orders and guidance of state and local health officials, including but not limited to the imposition of social distancing measures, to control COVID-19"; t) Proclamation 9984 regarding COVID-19 issued by the President of the United States on March 11, 2020; g) Executive Order N-33-20 issued by the Governor of the State of California on March 19, 2020; h) the "Interim Additional Guidance for Infection Prevention and Control for Patients with Suspected or Confinned COVID-19 in Nursing Homes" issued by the CDC; and i) COVID-19 guidance issued by the California Department of Public Health on including, but not limited to the Face Coverings Guidance issued on April 1, 2020. 23. This Order is issued to prevent circumstances often present in gatherings that may exacerbate the spread of COVID-19, such as: I) the increased likelihood that gatherings will attract people from a broad geographic area; 2) the prolonged time period in which large numbers of people are in close proximity; 3) the difficulty in tracing exposure when large numbers of people attend a single event or are at a single location; and 4) the inability to ensure that such persons follow adequate hygienic practices. This Order comes after the release of substantial guidance from the Health Officer, the California Department of Public Health, the CDC, and other public health officials throughout the United States and around the world. 25. I am most familiar with the Rancho La Costa Preserve and live in La Costa Oaks . Before closing, the trails had moderate use in my experience. Ever since the social distancing guidelines were formulated, I believe residents of La Costa Oaks and citizens of Carlsbad and Encinitas have carefully respected the social distancing guidelines. I am confident users of the preserve will do as well. According to the latest data (https://www.sandiegouniontribune.com/tracking-coronavirus-cases-san-diego-county), current COVID cases in Carlsbad are one case for every 2,300 citizens. So the incidence in this area is very low. That seems very low risk for the great benefit of enjoying some beautiful trails in this great city. The lockdown has affected many people in dramatic ways with loss of income, jobs and other restrictions. A bit of easing, I believe, would be greatly appreciated. I concur with and recommend approving both the SDR ALERT's and staffs protocols for re-opening the city's beaches, ocean access, parks and trails. This is why: I know it will require substantial resources to implement correctly but if actually done as recommended, I don't think it will increase the risk of transmission more than is happening now. Unfortunately my personal observation is that even now the social distancing requirement is not being consistently followed or enforced in the areas the City does have control over such as the top of the seawall from Oak St. south to Terramar. That will probably not improve when more areas open up but at least it will give those persons who do follow the social distancing and mask requirements the ability to use those public spaces as they determine it worth the risk based on their experiences. Maybe it will give those of us who do our best to maintain social distancing a little more room to do so while enjoying what makes Carlsbad so special. Sparked by citizen inquiri_es first posted on Reddit, independent investigative reporter Brian Krebs has confirmed that most of the web domains that had been registered around the idea of "reopening" the economy belonged to a very small number of people. He used a cybersecurity search tool to search for "any and all domains registered in the past month that begin with "reopen" and end in ".com." He found that many of them were created on the same day. He found that many of these websites, whose registration records you can see yourself at Whois.com, were owned by anti-gun-control groups that are run by the same family of brothers that organized the demonstrations through Facebook groups they run. Several others of the "reopen" websites were registered with addresses or phone numbers used by longstanding conservative enterprises like Freedom Works. A surprising number belonged to an activist who told Mother Jones that he registered the domains to keep conservatives from using them to counter the recommendation of public health officials. But media coverage can inflate or distort their size and meaning. On its main protest story, ABC News put a h~adline suggesting protests had "spread" to new places. The fact that protests happened in different places at different times doesn't actually mean they're spreading. When organized by the same small group of political operatives, sequential protests reflect the creators' skill at mobilizing people -not a naturally rising level of frustration that ultimately pushes people to act. Many political movements use these tactics. The problem comes from how the media presents the resulting events. On April 21, a labor union organized a protest by nurses at the White House -and media reports noted the event was created by a particular group with a specific purpose. That's different from how the media treated the "reopen" gatherings. By covering a contrived protest as though it is an organic movement, the media could, even unintentionally, create the illusion of a popular force that doesn't really exist. A man wearing a single mask opened the door a crack and, after Du introduced herself as a psychological counsellor, burst into tears. "I really can't take it anymore," he said. Diagnosed with the novel coronavirus in early February, the man, who appeared to be in his 50s, had been treated at two hospitals before being transferred to a quarantine centre set up in a cluster of apartment blocks in an industrial pmi of Wuhan. Why, he asked, did tests say he still had the virus more than two months after he first contracted it? The answer to that question is a mystery baffling doctors on the frontline of China's battle against COVID-19, even as it has successfully slowed the spread of the coronavirus across the countly. Chinese doctors in Wuhan, where the virus first emerged in December, say a growing number of cases in which people recover from the virus, but continue to test positive without showing symptoms, is one of their biggest challenges as the country moves into a new phase of its containment battle. Those patients all tested negative for the virus at some point after recovering, but then tested positive again, some up to 70 days later, the doctors said. Many have done so over 50-60 days. The prospect of people remaining positive for the virus, and therefore potentially infectious, is of international concern, as many countries seek to end lockdowns and resume economic activity as the spread of the virus slows. Currently, the globally recommended isolation period after exposure is 14 days. So far, there have been no confirmations of newly positive patients infecting others, according to Chinese health officials. China has not published precise figures for how many patients fall into this category. But disclosures by Chinese hospitals to Reuters, as well as in other media reports, indicate there are at least dozens of such cases. In South Korea, about 1,000 people have been testing positive for four weeks or more. In Italy, the first European country ravaged by the pandemic, health officials noticed that coronavirus patients could test positive for the virus for about a mpnth. As there is limited knowledge available on how infectious these patients are, doctors in Wuhan are keeping them isolated for longer. Zhang Dingyu, president of Jinyintan Hospital, where the most serious coronavirus cases were treated, said health officials recognised the isolations may be excessive, especially if patients proved not to be infectious. But, for now, it was better to do so to protect the public, he said. He described the issue as one of the most pressing facing the hospital and said counsellors like Du are being brought in to help ease the emotional strain. "When patients have this pressure, it also weighs on society," he said. DOZENS OF CASES The plight of Wuhan's long-term patients underlines how much remains unknown about COVID-19 and why it appears to affect different people in numerous ways, Chinese doctors say. So far global infections have hit 2.5 million with over 171,000 deaths. As of April 21, 93% of 82,788 people with the virus in China had recovered and been discharged, official figures show. Yuan Yufeng, a vice president at Zhongnan Hospital in Wuhan, told Reuters he was aware of a case in which the patient had positive retests after first being diagnosed with the virus about 70 days earlier. "We did not see anything like this during SARS," he said, referring to the 2003 Severe Acute Respiratory Syndrome outbreak that infected 8,098 people globally, mostly in China. Patients in China are discharged after two negative nucleic acid tests, taken at least 24 hours apart, and if they no longer show symptoms. Some doctors want this requirement to be raised to three tests or more. China's National Health Commission directed Reuters to comments made at a briefing Tuesday when asked for comment about how this category of patients was being handled. Wang Guiqiang, director of the infectious disease department of Peking University First Hospital, said at the briefing that the majority of such patients were not showing symptoms and very few had seen their conditions worsen. "The new coronavirus is a new type of virus," said Guo Yanhong, a National Health Commission official. "For this disease, the unknowns are still greater than the knowns." REMNANTS AND REACTIVATION Experts and doctors struggle to explain why the virus behaves so differently in these people. Some suggest that patients retesting as positive after previously testing negative were somehow reinfected with the virus. This would undermine hopes that people catching COVID-19 would produce antibodies that would prevent them from getting sick again from the virus. Zhao Yan, a doctor of emergency medicine at Wuhan's Zhongnan Hospital, said he was sceptical about the possibility of reinfection based on cases at his facility, although he did not have hard evidence. "They're closely monitored in the hospital and are aware of the risks, so they stay in quarantine. So I'm sure they were not reinfected." Jeong Eun-kyeong, director of the Korea Centers for Disease Control and Prevention, has said the virus may have been "reactivated" in 91 South Korean patients who tested positive after having been thought to be cleared of it. Other South Korean and Chinese experts have said that remnants of the virus could have stayed in patients' systems but not be infectious or dangerous to the host or others. Few details have been disclosed about these patients, such as if they have underlying health conditions. Paul Hunter, a professor at the University of East Anglia's Norwich School of Medicine, said an unusually slow shedding of other viruses such as norovirus or influenza had been previously seen in patients with weakened immune systems. In 2015, South Korean authorities disclosed that they had a Middle East Respiratory Syndrome patient stricken with lymphoma who showed signs of the virus for 116 days. They said his impaired immune system kept his body from ridding itself of the virus. The lymphoma eventually caused his death. Yuan said that even if patients develop antibodies, it did not guarantee they would become virus-free. He said that some patients had high levels of antibodies, and still tested positive to nucleic acid tests. "It means that the two sides are still fighting," he said. MENTAL TOLL As could be seen in Wuhan, the virus can also inflict a heavy mental toll on those caught in a seemingly endless cycle of positive tests. Du, who set up a therapy hotline when Wuhan's outbreak first began, allowed Reuters in early April to join her on a visit to the suburban quarantine centre on the condition that none of the patients be identified. One man rattled off the names of three Wuhan hospitals he had stayed at before being moved to a flat in the centre. He had taken over 10 tests since the third week of February, he said, on occasions testing negative but mostly positive. "I feel fine and have no symptoms, but they check and it's positive, check and it's positive," he said. "What is with this virus?" Patients need to stay at the centre for at least 28 days and obtain two negative results before being allowed to leave. Patients are isolated in individual rooms they said were paid for by the government. The most concerning case facing Du during the visit was the man behind the mahogany door; he had told medical workers the night before that he wanted to kill himself. "I wasn't thinking clearly," he told Du, explaining how he had already taken numerous CT scans and nucleic acid tests, some of which tested negative, at different hospitals. He worried that he had been reinfected as he cycled through various hospitals. His grandson missed him after being gone for so long, he said, and he worried his condition meant he would never be able to see him again. He broke into another round of sobs. There weren't enough doctors to treat all the emergency stroke patients, and he was needed in the operating room. The patient's chart appeared unremarkable at first glance. He took no medications and had no history of chronic conditions. He had been feeling fine, hanging out at home during the lockdown like the rest of the country, when suddenly, he had trouble talking and moving the right side of his body. Imaging showed a large blockage on the left side of his head. Oxley gasped when he got to the patient's age and covid-19 status: 44, positive. The man was among several recent stroke patients in their 30s to 40s who were all infected with the coronavirus. The median age for that type of severe stroke is 74. As Oxley, an interventional neurologist, began the procedure to remove the clot, he observed something he had never seen before. On the monitors, the brain typically shows up as a tangle of black squiggles -"like a can of spaghetti," he said -that provide a map of blood vessels. A clot shows up as a blank spot. As he used a needlelike device to pull out the clot, he saw new clots forming in real-time around it. "This is crazy," he remembers telling his boss. Stroke surge Reports of strokes in the young and middle-aged -not just at Mount Sinai, but also in many other hospitals in communities hit hard by the novel coronavirus -are the latest twist in our evolving understanding of its connected disease, covid-19. Even as the virus has infected nearly 2.8 million people worldwide and killed about 195,000 as of Friday, its biological mechanisms continue to elude top scientific minds. Once thought to be a · pathogen that primarily attacks the lungs, it has turned out to be a much more formidable foe -impacting nearly every major organ system in the body. Until recently, there was little hard data on strokes and covid-19. There was one report out of Wuhan, China, that showed that some hospitalized patients had experienced strokes, with many being seriously ill and elderly. But the linkage was considered more of "a clinical hunch by a lot of really smart people," said Sherry H-Y Chou, a University of Pittsburgh Medical Center neurologist and critical care doctor. Now for the first time, three large U.S. medical centers are preparing to publish data on the stroke phenomenon. The numbers are small, only a few dozen per location, but they provide new insights into what the virus does to our bodies. Coronavirus destroys lungs. But doctors are finding its damage in kidneys. hearts and elsewhere. A stroke, which is a sudden interruption the blood supply, is a complex problem with numerous causes and presentations. It can be caused by heart problems, clogged arteries due to cholesterol, even substance abuse. Mini-strokes often don't cause permanent damage and can resolve on their own within 24 hours. But bigger ones can be catastrophic. The analyses suggest coronavirus patients are mostly experiencing the deadliest type of stroke. Known as large vessel occlusions, or L VOs, they can obliterate large parts of the brain responsible for movement, speech and decision-making in one blow because they are in the main blood-supplying arteries. Many researchers suspect strokes in covid-19 patients may be a direct consequence of blood problems that are producing clots all over some people's bodies. Clots that form on vessel walls fly upward. One that started in the calves might migrate to the lungs, causing a blockage called a pulmonary embolism that arrests breathing - a known cause of death in covid-19 patients. Clots in or near the heart might lead to a heart attack, another common cause of death. Anything above that would probably go to the brain, leading to a stroke. Robert Stevens, a critical care doctor at Johns Hopkins Hospital in Baltimore, called strokes "one of the most dramatic manifestations" of the blood-clotting issues. "We've also taken care of patients in their 30s with stroke and covid, and this was extremely surprising," he said. As coronavirus hospitalizations in New York began to peak in April, emergency medicine physician Howard Greller recorded his reflections. (Whitney Leaming/The Washington Post) Many doctors expressed worry that as the New York City Fire Department was picking up four times as many people who died at home as normal during the peak of infection that some of the dead had suffered sudden strokes. The truth may never be known because few autopsies were conducted. Chou said one question is whether the clotting is because of a direct attack on the blood vessels, or a "friendly-fire problem" caused by the patient's immune response. "In your body's attempt to fight off the virus, does the immune response end up hurting your brain?" she asked. Chou is hoping to answer such questions through a review of strokes and other neurological complications in thousands of covid-19 patients treated at 68 medical centers in 17 countries. David Reich, the president of the Mount Sinai Hospital, J Mocco, director of Mount Sinai's Cerebrovascular Center and Hooman Poor, an ICU doctor, are among those who are looking at the link between young covid-19 patients and strokes. (Jeenah Moon/Reuters) Thomas Jefferson University Hospitals, which operates 14 medical centers in Philadelphia, and NYU Langone Health in New York City, found that 12 of their patients treated for large blood blockages in their brains during a three-week period had the virus. Forty percent were under 50, and they had few or no risk factors. Their paper is under review by a medical journal, said Pascal Jabbour, a neurosurgeon at Thomas Jefferson. Jabbour and his co-author Eytan Raz, an assistant professor of neuroradiology at NYU Langone, said that strokes in covid-19 patients challenge conventional thinking. "We are used to thinking of 60 as a young patient when it comes to large vessel occlusions," Raz said of the deadliest strokes. "We have never seen so many in their 50s, 40s and late 30s." Raz wondered whether they are seeing more young patients because they are more resistant than the elderly to the respiratory distress caused by covid-19: "So they survive the lung side, and in time develop other issues." A mysterious blood-clotting complication is killing coronavirus patients Jabbour said many cases he has treated have unusual characteristics. Brain clots usually appear in the arteries, which carry blood away from the heart. But in covid-19 patients, he is also seeing them in the veins, which carry blood in the opposite direction and are trickier to treat. Some patients are also developing more than one large clot in their heads, which is highly unusual. "We'll be treating a blood vessel and it will go fine, but then the patient will have a major stroke" because of a clot in another part of the brain, he said. The 33-year-old At Mount Sinai, the largest medical system in New York City, physician-researcher J Mocco said the number of patients coming in with large blood blockages in their brains doubled during the three weeks of the covid-19 surge to more than 32, even as the number of other emergencies fell. More than half of were covid-19 positive. It isn't just the number of patients that was unusual. The first wave of the pandemic has hit the elderly and those with heart disease, diabetes, obesity or other preexisting conditions disproportionately. The covid-19 patients treated for stroke at Mount Sinai were younger and mostly without risk factors. On average, the covid-19 stroke patients were 15 years younger than stroke patients without the virus. "These are people among the least likely statistically to have a stroke," Mocco said. "This is real. Even if you think you're healthy, it knocks you down," said Janet Mendez, 33 , a patient at Mount Sinai Brooklyn Hosp ital. He noted the link between covid-19 and stroke "is one of the clearest and most profound correlations I've come across." "This is much too powerful of a signal to be chance or happenstance," he said. In a letter to be published in the New England Journal of Medicine next week, the Mount Sinai team details five case studies of young patients who had strokes at home from March 23 to April 7. They make for difficult reading: The victims' ages are 33, 37, 39, 44 and 49, and they were all home when they began to experience sudden symptoms, including slurred speech, confusion, drooping on one side of the face and a dead feeling in one arm. One died, two are still hospitalized, one was released to rehabilitation, and one was released home to the care of his brother. Only one of the five, a 33-year-old woman, is able to speak. Oxley, the interventional neurologist, said one striking aspect of the cases is how long many waited before seeking emergency care. The 33-year-old woman was previously healthy but had a cough and headache for about a week. Over the course of 28 hours, she noticed her speech was slurred and that she was going numb and weak on her left side but, the researchers wrote, "delayed seeking emergency care due to fear of the covid-19 outbreak." It turned out she was already infected. By the time she arrived at the hospital, a CT scan showed she had two clots in her brain and patchy "ground glass" in her lungs -the opacity in CT scans that is a hallmark of covid-19 infection. She was given two different types of therapy to try to break up the clots and by Day 10, she was well enough to be discharged. Oxley said the most important thing for people to understand is that large strokes are very treatable. Doctors are often able to reopen blocked blood vessels through techniques such as pulling out clots or inserting stents. But it has to be done quickly, ideally within six hours, but no longer than 24 hours: "The message we are trying to get out is if you have symptoms of stroke, you need to call the ambulance urgently. " As for the 44-year-old man Oxley was treating, doctors were able to remove the large clot that day in late March, but the patient is still struggling. As of this week, a little over a month after he arrived in the emergency room, he is still hospitalized. We have NO idea how many people are actually asymptomatic that can still transmit the virus in our community. We are dealing with a very . contagious disease and to date, the testing of individuals has been insufficient. The State Dept. of Health and Human services as well as the County have both stated that there is no vaccine and no cure for this virus at this time. We have heard about "second peaks" that emerge once rules are relaxed. Now we see the County provide what I think, a political maneuver to force Cities like Carlsbad, scramble to meet a new deadline-which seems very premature. Our City Council and Mayor voted to discuss the opening of beaches, parks and trails at the next City Council meeting on . May 5th, not at the last minute. · What's the rush? Why not make our decision based on methodical thinking and based on medical evidence? I have been keeping track of the County totals of Positive individuals, hospitalizations and other statistics. Those numbers are going up. Not all of the mandates from the state have been met. I do see Carlsbad, Encinitas, Solana Beach and Del Mar, leveling off, but Oceanside numbers are increasing linearly. Carlsbad numbers can easily change if we make a decision too early which would allow others outside our city to come to our beaches. We need to consider enforcement-do we have ways to insure that people will remain far apart- even in the water? Is it worth it to open up (and force crowding) at North Beach when the State beaches remain closed? How about our trails? Many people are using trails now that are disobeying the rules, how do we enforce distancing on the trails? Could we stagger opening beaches with just opening trails first so we can erisure that our enforcement personnel are not spread too thinly? Can we use drones or cameras to help monitor trails especially at the Calavera Preserve? :More questions are HOW· do we reopen and keep our families safe? Will beach goers follow the rules to keep distanced? What happens if we have to reclose our beach? Do we have enough people to enforce a relaxation of the rules? Our council should not consider opening the beaches and trails until we can gather more information. Let us not be rushed into a decision. Below is an overview of the technological challenges with the virus, why we need long term vigilant social distancing, and flexible policies supporting more open spaces for the public to move about. At present we have no herd immunity against a novel corona virus that in its current form has struck an ideal balance between infectivity and lethality. Its most diabolical success trait is that it can easily infect people, rapidly replicate, and then spread without the infected person realizing it. SARS-CoV-2's stealth spread aspect makes it difficult for health officials to detect an accelerating viral outbreak within a community. It just takes a few large gatherings with infected individuals to result in a significant "surprise" uptick in COVID-19 cases a few weeks later. More PCR and serological testing will help blunt this problem, but broad based and effective testing have a way to go in order to meet the challenge. It is unlikely that we will have any "cures" or safe and effective vaccines widely deployed within the next 12 to 18 months. If you are counting on a miracle vaccine or drug to end the pandemic soon this is not going to happen. SARS-CoV-2 is quite different when compared to many other viruses that we have successfully mitigated with safe and effective vaccines and/or drugs. There are many novel vaccine and drug approaches in development specifically for SARS-CoV-2 but these will take time to test, manufacture, approve, and distribute. There is no guarantee that they will totally mitigate the problem and the failure rate for this type of R&D is very high. On the established drug front a number of drugs are being re-purposed to attempt to directly block the virus but none of the available commercialized products or late clinical stage experimental therapies are tailored to SARS-CoV-2. Thus many SARS-CoV-2 drug candidates will not work and those that "work" will likely provide incremental benefits as opposed to a broadly applicable cure. The challenges on the technology fronts make it clear that data driven government policies and informed voluntary public participation will dictate how successful we are. The current shut down and social distancing approaches have made a major difference in North County San Diego; if you,doubt this call a doctor or nurse in NYC working in a COVID-19 ward. That being said, our policies need to match the facts on the ground as we move back and forth between opening up to tightening down. There is no perfect plan but we can optimize our approach. Policy makers (i.e., mayors, supervisors, the governor, and county and state health officials) need to try to open up as much public space as possible to enable local residents to freely move about in the areas where they live; while also discouraging recreational travel and gatherings when we are in lockdown mode. The current policy in North County Coastal areas whereby the beaches, the ocean, and walking trails are closed while short term vacation rentals are running has further crowded the very limited North and South pedestrian and biking corridors. For instance, a walk from Grandview to Moonlight and back can expose a pedestrian to over 100 people who are not wearing masks and are passing by at closer than six feet because of the lack of space. Meanwhile, vast stretches of walkable beaches and usable ocean are wide open. A surf or paddle does not mix hundreds of people like walking or riding on the street does -it is just out and back with a few other people sitting many yards apart. A managed opening up (e.g., keep public parking closed off, no gatherings, no sitting, etc.) of beaches, trails, and the water so residents can safely move about will greatly relieve crowding and enable more effective social distancing conditions. This approach seems to be working fine in other CA beach towns and the more cities that coordinate on freeing up their open spaces and trails around the state during this pandemic the less stress there will be on public and the few areas that are currently open. Before the beaches were closed most people (as far as I observed) did a great job sticking to their little groups. The reason I'm writing is mainly for my children's sake (and our sanity as parents) but it's also .ridiculous that people are being kept out of the water. How is me out paddleboarding in the open ocean by myself anything other than a full embrace of the physical distancing mandate? Also, it's generally awkward for surfers to be less than 6' apart from each other in the water so they naturally practice physical distancing. We had just started paddleboarding last month with our kids and my ADHD son finds surfing very therapeutic. It was a huge letdown to not be able to do that during their spring break. On behalf of our 1,100 members and 40,000+ employees, thank you for what you have done so far to support our local businesses. Today I would like to urge you to make a resolution to the County of San Diego to reopen our economy here locally. We surveyed our members after the first round of PPP funding came through and 75% of our respondents shared that they were not approved for a PPP loan. We hope this next round is better for small businesses, but what businesses really need is to reopen. We are aware of the need for health modifications and all businesses have expressed interest in complying with all reasonable health adaptions that need to be considered. But they need to reopen or we are looking at 30-40% of our small businesses going out of business. Thank you for your time in this matter. Our house and rental property are both located directly across the street from Carlsbad State Campground (North Gate). I have a question for the council after reading todays agenda. It's unclear to me whether surfing will be allowed at Carlsbad State beaches or just Carlsbad City beaches? There are miles and miles of beautiful/open coastline available to spread out. My 4 children and I were surfing the State Campground beach with plenty of social distance up the last day prior to closing. Please consider opening the Campground beaches! I agree it's important to close parking lots. When city beaches/parking lots closed (and State Beach stayed open) many cars starting filling up our neighborhood at Surfside Lane, Island Way and Franciscan Rd. With Sea point Resort closed, cars filled up the street in front which seems like a similar issue to leaving lots open. Orange county beaches have stayed open this whole time and seemingly had very few issues with social distancing. Here are some suggestions and solutions to open Carlsbad beaches safely: 1) Open access to all Carlsbad beaches (including the Carlsbad Campground, pedestrian traffic only) With Encinitas beaches officially opening, Monday April 27th, opening up Carlsbad beaches the same day will create more responsible social distancing area throughout North County 2) Continue to keep beach parking lots and surrounding street parking closed 3) Residents stay in their areas and don't drive to destination spots 4) Limit Short Term Rentals (This allows out of towners to potentially spread the infection to Carlsbad resid.ents) 5) Stop sports cyclists riding in packs through our community. I love our beaches, parks, trails, I love watching our children, our young, elderly and our neighbors enjoying our beautiful spot on earth. I have a wife that can't be exposed, and I see the many kids in our school district that she is helping with on line sessions. This time is not about me but about her, and I will do anything necessary to keep her protected; our understandable desperate need to enjoy our beaches, parks and trails should not have a higher priority than the health of our community, specially those for whom getting infected equals a death sentence. I am not denying that she one day could be infected -if we fail to develop an effective vaccine-, but I'd rather see her in a hospital room properly attended by health care professionals properly rested rather than competing for a bed to survive. Opening our beautiful parks is a decision that is your hands, I trust you will take all data at hand to make an objective - not political -decision. Germany, France, and other countries are developing apps based on a protocol called Pan-European Privacy Preserving Proximity Tracing. It relies on short-range Bluetooth signals to gauge the proximity between two devices without logging their exact locations, which helps sidestep some privacy concerns. But short of making these technologies compulsory, as China h;3s done, how can a country ensure that enough people download an app for it to provide reliable information and influence the spread of disease? And what exactly counts as a contact? "If I live in a big apartment block, am I going to be getting dozens of notifications a day?" asks epidemiologist Nicholas Davies of the London School of Hygiene & Tropical Medicine (LSHTM). Davies adds that widespread use of the apps will further drive up the demand for testing. As to the second control knob, border restrictions, most countries have already banned entry to almost all noncitizens. Quarantining returning citizens, as New Zealand and Australia began to do in the past few weeks, further minimizes the risk of new introductions of the virus. Such measures·are likely to remain in place for a while; the more a country reduces transmission domestically, the greater the risk that any new outbreaks will originate with travelers. And foreign visitors are generally harder to trace than citizens and more likely to stay at hotels and visit potential transmission hot spots, says Alessandro Vespignani, a disease modeler at Northeastern University. "As soon as you reopen to travelers, that could be something that the contact tracing system is not able to cope with," he says. The third dashboard dial, social distancing, is the backbone of the current strategy, which has slowed the spread of the virus. The Batiquitos Lagoon Foundation (BLF) holds the open space and trail easements for it and operates a nature center with bathroom and potable water facilities near Gabbiano Lane. The BLF also owns the Chol/a Point property at the north-eastern end of the lagoon which serves as the terminus of the City's Salt Marsh Trail. Access to the BLF property is provided by a gated dirt road owned by Aviara Master Association. The draft COVID-19 plan for trails indicate that the proposed trail re-openings apply to city owned and maintained trails, which implies that privately owned and maintained trails are not included within the plan's scope. Since the property owners were not given the opportunity to provide input during preparation of the plan, nor were we previously contacted about the re- opening issues and procedures, the BLF requests that the two trails remain closed until we can properly review and decide if we can ensure public health, safety, and legal liability requirements can be met. Furthermore, the BLF is currently reviewing the requirements necessary for reopening the nature center, and for now, will remain closed until a board decision can be made. Complicating the decision-making process is that staffing and maintenance for our nature center operations is volunteer-based, many of whom are high-risk seniors and are concerned with COVID-19 exposure. Most citizens are taking appropriate steps to make sure they are not spreading a deadly virus. Still, there are enough that are not. You can walk Armada Drive any day of the week and see people who are not wearing masks, and are not physical distancing. My spouse had to go to Home Depot today. His comment upon returning home ... "You can't believe how many people (he said Men) are not distancing and are not wearing masks. I am sure you all have your own anecdotal experiences. All this goes to the point that some follow the protocol, some still do not. My point is how will opening beaches, parks or trails Monday morning help us get further ahead of Covid-19? Can it potentially set us back? What is the scientific data that makes us think this is appropriate now? And finally, why does the County promote this absolute urgency to act on opening beaches by Monday morning? At the very least, let's do this in the very best way we can. If we are going to open anything, let's ensure we, as a city, can provide the oversight to make it work to the benefit and not the detriment of the community. I'm not sure who to send feedback to regarding the poor decision not to open the ocean for residents which took place at an impromptu city council meeting last night. I apologize if these words are not for the intended audience but I ask that it is sent forth to the City Council. As a Psychiatric Nurse Practitioner who is still working daily, triaging patients, treating patients and on off time collecting food for the Got Your Back San Diego food bank, I am concerned that the mental and physical health of all individuals is degrading. Suicide and anxiety are at a high. PTSD symptoms which had not been present for years are now returning. While I, as a provider, can try and assist with therapy and medications, the #1 prescription I give to ALL of my patients is exercise. In fact, studies show that 25 minutes of sustained cardiac activity is one of the best antidepressants there is. As a runner, surfer and all around sports enthusiast. I prepared for gyms to close. I took to the trails. I then prepared for trails and parks to close, and I took to the sidewalks. Previously on my runs, I may see one or two people. I now see 10-20 if not more on the same sidewalk as we try and manage the bike lanes and a 6 foot distance passing within the same 6 mile stretch. As a surfer, after abiding for 6 weeks with the closure of the Ocean I went to Dana Point and paddled out yesterday. Yes, the parking is limited. There were probably 100 of us in the water. NORMALLY there are maybe 10 at the same 0800 timeframe. In fact I saw THREE Carlsbad surfers there who I normally paddle out with. With Surfers having LESS water space they are now flocking to the places open. The surfers maintained distance. Afterwards, we all got takeout from Dana Point NOT from Carlsbad on our trip back down. So if you are trying to limit the spread, you've increased it. If you are trying to increase local support for restaurants, you are decreasing it. Meanwhile, those that are not able or willing to travel are in their home. They're depressed or angry and Domestic Violence is on the rise. The child whose only outlet was the water, the park and friends or their school for their only hot meal now has NOTHING. NOTHING but the abusive household they live in. NOTHING but the empty cabinets. NOTHING but hoping they can somehow get to the one school that still may be 1 serving and hope that none of the other kids in the neighborhood see them shamefully going there for the free meal. It is time for Carlsbad to place the same restrictions, in accordance with the County, that other cities in it's district are doing. There are options other than total restriction. There is closing off every 2nd space for social distancing. There is employing someone who has lost their job to monitor the parking like any large event would and limiting those who can park. During 9/11 (I've been in the military a LONG time) we placed barricades in front of buildings as drive up became temporarily closed. There is something besides watching your city and it's residents suffer. For those who are at most risk of CoronaVirus-or who are too afraid to go outside-they have the option of staying home. For the others, let them find peace and tranquility in the city I thought, was the best place in the world to move to two years ago. I was extremely disappointed at the City's last council meeting to see that they did not approve the reopening of the city trails. I know that the two new members that voted "no" are new members and maybe they do not understand all of the fact and details. I also understand that we don't have council members for all of the districts. The city of Carlsbad says that it has 67 miles of trails. If you look at the map most of the trails are actually paved sidewalks along major roads. The light blue lines are dirt trails that are around small little neighborhoods like mine in the La Costa Oaks area. These are the trails that we walk our dogs, take a hike and ride our bikes. These small little trials were closed by the city. Most of these trails are just known to the residents of the people that live in the neighborhood. So these trails should not be closed!!! It should also be noted that these trails are not used as much in the summer because of the rattlesnakes, so this is a prime time to use the trails. According to the data that you publish on the Carlsbad website. Carlsbad has had no new cases since April 14th • I don't think we should close our small local trails without any real evidence. I would understand if our cases were increasing every day, but they are not. I know that we had an early surge in cases because of some travel by some residents. Should we all be punished for this??? I have taken the time to think about this over night so I can write a non-emotional letter to you both, and explain why I am so disappointed, and hopefully state my point and get some answers from the people who are running this amazing city. I would first like to explain to you, I am an "only" parent, who's husband passed away several years ago in Carlsbad and has 4 generations of his family in this town. His family have, and still own many commercial buildings, properties and hotels, and businesses currently in Carlsbad and Carlsbad Village. The ties to this town go very deep for his family and now myself and children. I myself, currently run a small business in Carlsbad, and my children go to public schools in Carlsbad. As you read this email, I hope that you understand this is merely a woman who deeply cares about her family, children, business and community. I would also hope you as women, can respect my opinion and facts I am about to state. This isn't about my political view, nor about the beaches, parks, and trails, this is about humanity, rights, our constitution and doing the right thing with the facts that are presented. As I researched the information that is public to any resident of this town, I began to try to understand why you would both vote against opening the beaches, parks, and trails. Especially, after the Mayor of this town was prepared to do so. Now, I am sure you both know he didn't just make this up to decided that one day he was going to just open this up with no backing evidence to support his reason. This takes me to an easy find on Google search, the amount of people who reside in Carlsbad and the amount of cases of Covid 19 reported by the public health of San Diego. As Priya stated in the meeting and I am quoting that the reason for her NO vote, is 'The virus hasn't gone away." "We still have to be vigilant." So I ask myself and Priya, what is your research to back your statement? The population of Carlsbad is approximately 116,000 people. The reported cases of Covid19 in Carlsbad are 50, and let us not forget that research says that once you have this you are immune. So now you have approximately 50 people who have been treated, quarantine and now are immune. This is simple math, to find out what the average person likely chance of getting this virus is 0.00043103. This is less than 1 % of people contracting this virus! But, I am sure you both already knew this and I am sure that your NO vote wasn't because of this statistic right? So my question to you both is why or what would be your reason to simply not open up the public beaches, parks, and trails when the numbers are so extremely low? What is the risk, and where is the proof that backs your NO vote? Its also very interesting to me that the research I found was the San Diego County public health officials would say that it was ok to go ahead an open the beaches, parks and trails on Monday, but you would both decide 1 that by your own opinion, decision and agenda that you would go against the public health officials that are telling you this is ok. Now, I am also going to give you some more statistics on the towns/cities that are sisters to Carlsbad. Oceanside has an approximately 176,000 population and Encinitas has an approximately 56,275 population. The reported cases in both those cities were 53 for Oceanside, and Encinitas at 34 cases of Covid 19 reported. Again, this is reported by the Public Health website, via Google. That would mean doing the math, Oceanside has 0.0030114 chance of getting this virus and Encinitas has a 0.00060418 chance, again LESS THAN 1%!! I mean the odds of anyone in these 3 cities that are connected, are so low I can't even imagine why you would vote against people getting out of their houses exercising, walking, swimming, and biking, on public areas. So that brings me to the next question for you both. If you have had not any instances or problems with people social distancing and/or people wearing masks when social distancing can not be achieved, WHY would you vote against to open areas, that people would naturally distance themselves? Again, this isn't about your personal feelings, this is about hard facts that support your NO vote. I would also like to make another statement and say that in a week when you re-vote on this topic, that you are directly affecting this community outcome and your political view will be questioned by this community? Will there be the amount of Covid19 cases to support your agenda, feelings and political view in a matter of a week? I would ask yourself both as women, who by the way, and one of you as a Mother, can you really put yourself in the families of this community shoes, and just realize this isn't about control and politics, this is about the rights of the people and children. I ask you both to separately send me a non-generic email back answering the questions I have asked, and concerns I have stated. There has been a thread made by this community on social media that has said that your response have been the same email response, very generic and the same. So I have spent the time to write this, I would appreciate a very thought out email back, so I can share with my fellow community to why and what your response is. I would also like the thank the Mayor Matt Hall, for his decision and proof to why he would like to start to open up this community. The leadership by Matt should be taken by both of you women, and be respected. I would ask you both to look for the facts and re-vote not for your own agenda or feelings, but for the thought of this community you so call represent. This will not go away, and this community will not take this type of abuse from the political members. There are laws, rights and oaths that you all have taken to protect the people and constitution of this country and city. I would ask yourself very deeply as next Friday comes around, if you are hindering the Rights of this community, or are you are helping? It's never too late to do the right thing! A soft opening this weekend would be well received and in alignment with the wishes of the people. No need to do a big announcement and draw attention. If local law enforcement would coordinate with responsible local beach goers to lead by example, we can set both sides up for success! -reopen beaches at 5pm on Saturday evening: no towels, no chairs, no umbrellas, social distancing rules in place, open to walking, running, surfing, fishing, etc. -reopen trails same time; all social distancing rules in place -reopen lagoon same time; all social distancing rules in place, open to kayaks, swimming, paddle boarding, fishing, etc. With the soft opening at 5pm Saturday, the crowds will be slightly bigger on Sunday, which will give law 1 enforcement time to adjust. Then we'll have a full week to prepare for the following weekend, which is end of the month. Plenty of time to practice, adjust tactics, get ready for heavier crowds. Opening the trails is all upside and no downside. The coastal rail trail, walkways around lagoon and parks are the only safe places to exercise and walk dogs. Forcing everybody onto the street or sidewalk is creating more congestion, in a tighter space with the added danger of passing motor vehicles. You guys do a great job with our little city and we want everything Carlsbad to continue being Carlsbad. Holding these restrictions in place opens your positions to easy challengers running on one issue, the fact that they would never shut down the beaches, parks and lagoons. That issue is powerful enough to replace everybody, unfortunately, we'll then be stuck with whatever additional issues the new team supports. Never too late! It looks like we're in for some good weather next weekend, April 24-26, upper 70's and 80's. At the same time, Surfline says most ofthe Carlsbad beaches are getting solid 3-5' waves with good conditions in the mornings. This is the first time we've had good weather and waves in several months. The local law enforcement has been excellent over the past few weeks. Their presence along the coast has deterred the masses from coming down and they've been very appropriate with breaking up groups that are not following the social distancing rules. Everybody wants to keep this in place. We also have plenty of locals, including myself, that are in walking distance of the beach and lagoon and we'd love to return to our exercise in the water soon as possible. With the combination of elements headed our way, I think everybody has an idea of what will happen next weekend. Let's set everybody up for success! Keeping the parking lots and PCH closed to parking will keep the crowds down. Keeping social distancing rules in place and maintaining law enforcement's presence on the coast, will continue to deter bad behavior. Allowing surfing, kayaking and paddle boarding at the beach and lagoon, will limit the majority of participants to those in walking distance. Responsible locals help to protect everything Carlsbad! I noticed a lot of people stopping and gathering. It made me nervous. Many groups were stopping on the grass area with blankets, etc. I'd like to suggest that it be mandatory that all parties have face masks, when in these areas of congestion, to protect all citizens of Carlsbad. On Hwy 101 south of Tamarack, since there is "No Parking" along the beach, there seemed to be plenty of room for people to move around each other safely, and face masks would not need to be mandatory in this area. Even after the beaches are open, it would be best to leave this "No Parking" corridor as it is now, to prevent it from becoming an area of congestion as well.
