Recommended Action
Adopt a resolution accepting a donation of $196,072 from the Carlsbad Library & Arts
Foundation to the City of Carlsbad's Library & Cultural Arts Department
Executive Summary
The Carlsbad Library & Arts Foundation has generously offered to donate $196,072 to the City
of Carlsbad's Library & Cultural Arts department, as follows:
• $14,953 from its William D. Cannon Art Gallery Endowment Fund to support programs,
exhibits, and activities associated with the William D. Cannon Art Gallery at the Carlsbad
City Library complex
• $80,931 from its Robert H. Gartner Endowment Fund to support cultural programming
in the Ruby G. Schulman Auditorium at the Carlsbad City Library complex
• $100,188 from its Benson Family Endowment Fund to provide funding in part for the
library collection and in part to support programs and services of the Library Learning
Center
Under Carlsbad Municipal Code 2.08.100, donations over $5,000 must be approved by the City
Council.
Discussion
The Carlsbad Library & Arts Foundation was launched in 1998 with its mission to seek, cultivate
and provide financial support for the City of Carlsbad's library and cultural arts facilities and
programs and ensure they serve community needs.
One way the Foundation achieves this mission is by attracting and managing major gifts.
Through the generosity of community members, three endowments have been established to
support specific programs and services:

The William D. Cannon Art Gallery endowment was established with a gift from Teresa M.
Cannon in 1999, to support the activities and programs of the William D. Cannon Art Gallery
located at the Carlsbad City Library complex.
The Robert H. Gartner endowment was established in 2005 and is designated to support
cultural programming in the Ruby G. Schulman Auditorium located at the Carlsbad City Library
complex.
The Benson Family endowment was established in 2014 with a gift from Dr. and Mrs. Russell
Benson through the Benson Family Trust, for the use and benefit of the Library Learning Center
and for the acquisition of books and other library materials for the libraries.
If the donation is approved by City Council, the Library & Cultural Arts Department will send an
appropriate letter of thanks to the Carlsbad Library & Arts Foundation for this generous
donation.
Fiscal Analysis
These donations will be used as stated above to enhance cultural programming, visual arts
activities, and library services through the Liqrary & Cultural Arts department. Appropriation of
these funds is included in the FY 2020-21 budget.
Next Steps
The Library & Cultural Arts Department will apply these funds as appropriated in the fiscal year
2020-21 budget to deliver the identified programs and services.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of the California Environmental Quality Act in that it has no potential to
cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment, and therefore does not require environmental review.
Public Notification and Outreach
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

CALIFORNIA, ACCEPTING A DONATION OF $196,072 FROM THE CARLSBAD
LIBRARY & ARTS FOUNDATION TO THE CITY OF CARLSBAD'S LIBRARY &
CULTURAL ARTS DEPARTMENT
WHEREAS, the City Council of the City of Carlsbad, California has determined that the Carlsbad
Library & Arts Foundation has generously offered to donate $196,072 to the City of Carlsbad's Library
& Cultural Arts department, as follows: $14,953 from its William D. Cannon Art Gallery Endowment
Fund, $80,931 from its Roberts H. Gartner Endowment, $100,188 from its Benson Family Endowment
Fund;and
WHEREAS, acceptance ofthis donation will provide enhanced cultural programming in the Ruby
G. Schulman Auditorium, support programs, exhibits, and activities associated with the William D.
Cannon Art Gallery, purchase library materials and support programs and services at the Library
Learning Center.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Council accepts with thanks the donation of $196,072 from the Carlsbad
Library & Arts Foundation.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 19th day of May 2020, by the following vote, to wit:

Dear Mayor Hall and Council Members:
The Board of Trustees of the Carlsbad Library & Arts Foundation ("CLAF") is pleased to
present to the City of Carlsbad a donation in the amount of $196,072 for the benefit of the City
of Carlsbad's Library and Cultural Arts Department for the upcoming fiscal year.
This year, we are especially happy to be able to distribute, in the midst of a novel virus
pandemic and the resulting economic downturn, the full amount of funding available for
distribution from our three major endowments.
The donation breakdown by endowment is as follows:
• $14,953 from the William D. Cannon Art Gallery Endowment Fund to support programs,
exhibits, and activities associated with the William D. Cannon Art Gallery at the Carlsbad City
Library complex.
• $80,931 from the Robert H. Gartner Endowment Fund to support cultural programming
in the Ruby G. Schulman Auditorium at the Carlsbad City Library complex.
• $100,188 from the Benson Family Endowment Fund to provide funding in part for the
library collection and in part to support programs and services of the Library Learning
Center.
We know that the funds will be put to great use for the benefit of the Carlsbad
community especially during these unprecedented times when the City and the community are
facing not only the health impact of the Covid-19 pandemic but also the economic uncertainties
resulting therefrom.
We are grateful to all of our donors whose generosity allows the Foundation to financially
