Sutton Revocable Living Trust Recommended Action Adopt a resolution accepting a $50,000 donation from the Frank S. Sutton Revocable Living Trust. Executive Summary The Frank S. Sutton Revocable Living Trust has donated $50,000 to the Carlsbad City Library to support community programming. Carlsbad Municipal Code Section 2.08.100 requires donations over $5,000 to be approved by the City Council. Discussion Frank S. Sutton attended films, concerts, exhibitions and receptions held at the Carlsbad City Library on Dove Lane. His daughter Mary Jo Sutton reported that he loved “the generosity and mission of the Dove Library. He grew up poor and appreciated the valuable services that libraries provide.” She wrote that he “appreciated [the] vision of freely sharing and celebrating the creative arts in a public venue… He loved theater, storytelling, dance, and music...” To help ensure others have an opportunity to enjoy such events, the Frank S. Sutton Revocable Living Trust has donated $50,000 to support the Carlsbad City Library’s community programming. With gratitude to Mr. Sutton’s daughter and his estate, staff recommends the City Council accept the donation. Fiscal Analysis The Sutton donation will be deposited in a Library & Cultural Arts special revenue account, with a designation for expenditures in support of community programming. Next Steps Library staff will request appropriation of the funds through the regular budget process, both subject to City Council approval and in accordance with Frank Sutton’s wish to support community programming.
