Date: July 19, 1995 TO: DESIGN REVIEW BOARD Application Complete Date: April 13. 1995 Staff: Debbie Fountain Brian Hunter Ken Quon FROM: HOUSING AND REDEVELOPMENT DEPARTMENT SUBJECT: RP 95-01/CDP 95-01-PARKER OFFICE BUILDING RELOCATION - Request to approve a Minor Redevelopment Permit and Coastal Development Permit to allow an exterior remodel and relocation of an existing 1287 square foot office building from 660 Carlsbad Village Drive to 2963 Madison Street (approximately 200 feet). I. STAFF RECOMMENDATION Staff recommends that the Design Review Board APPROVE Resolution Nos. 225 , 226 and 227 approving a Negative Declaration, Minor Redevelopment Permit and Coastal Development Permit to allow an exterior remodel and relocation of an existing 1287 square foot office building from 660 Carlsbad Village Drive to 2963 Madison Street (approximately 200 feet). II. PROJECT DESCRIPTION AND BACKGROUND The applicant, Mr. Oakley Parker, has requested a minor redevelopment permit and coastal development permit to allow the relocation of an existing 1287 square foot single story medical office building from Carlsbad Village Drive to a vacant parcel on Madison Street. The building is proposed to be relocated approximately 200 feet. The building use is proposed to remain the same with modifications to comply with applicable building code requirements related to handicap accessibility. The applicant also proposes to remodel the exterior of the building. The project involves the capping of the sewer and the removal of utilities at the site on Carlsbad Village Drive. The new site on Madison Street will require site improvements which include parking, a trash dumpster/enclosure, sidewalk with physically challenged ramp and landscaping. An existing metal storage shed and tree shall be removed from the proposed site. The building use is proposed to remain the same. The existing use of the building is a medical office and this use will continue following approval of the requested redevelopment permit. RP 95-01/CDP 95-01 July 19, 1995 Page 2 III. VILLAGE DESIGN MANUAL, LOCAL COASTAL PLAN AND REDEVELOPMENT PLAN CONSISTENCY The medical office use is consistent with the Village Design Manual, Village Local Coastal Plan and Redevelopment Plan for the Village Redevelopment Area. The existing and proposed new site for the medical office building are both located within Subarea 1 of the Village Redevelopment Area. The uses allowed in this area are the same as those allowed within the C-1, C-2 and R-P zones as indicated in the Carlsbad Municipal Code. The goal for subarea 1 is to function as a major financial, specialty, commercial center for the downtown area. The proposed office building will be located within the Village Centre as indicated within the Village Design Manual. The Village Centre is to serve as the focal point and was intended to become the attracting force for the Redevelopment Project Area. The Village has become a very popular location for medical offices in the past few years which has assisted the area in becoming a diverse destination point for residents and visitors. IV. GENERAL PLAN CONSISTENCY The project is consistent with the goals and objectives of the various elements of the General Plan. One of the goals of the City for the Village Redevelopment Area is to create a distinct identity for the Village by encouraging activities that traditionally locate in a pedestrian- oriented downtown area, including offices, restaurants and specialty retail shops. Medical Offices are a key component to creating a sense of community within the Village. Also, a concentration of medical offices assist in creating a special identity for the Village. Medical Offices with adequate parking and accommodations for the handicap are desirable and encouraged within the area. The proposed project meets the goals and objectives of the Carlsbad General Plan, as outlined for the Village Redevelopment Area. V. PARKING ANALYSIS AND ZONING ORDINANCE COMPLIANCE The medical office has a total parking requirement of seven (7) spaces. The applicant will provide eight (8) parking spaces including one handicap space. In addition to meeting the zoning standards for parking, the proposed project meets all other standards outlined with the Zoning Ordinance. RP 95-01/CDP 95-01 July 19, 1995 Page 3 VI. ENVIRONMENT AL REVIEW The Planning Department has conducted an environmental review of the above described project pursuant to the Guidelines for Implementation of the California Environmental Quality Act and the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, a Negative Declaration was issued for the subject project by the Planning Director on April 25, 1995 and made available for public review. No comments were received on the environmental document. Adoption of Design Review Board Resolution No. 225 will approve the Negative Declaration for this project. VII. CONCLUSION Staff is supportive of this project because 1) it will ensure the continued availability of medical office space within the Village which meets current building code standards; 2) restore a building with Village character; and 3) it will maintain a desirable use while also making a prime development site available for future commercial development. Therefore, staff recommends that the Design Review Board take action to approve the redevelopment and coastal development permits related to this project.
