Adopt Resolution 6+-6 approving Change Order No. 5 for the substitution of stainless steel materials in lieu of fiberglass reinforced plastic (FRP) inside the 10 million gallon Maerkle Reservoir - CMWD Project No. 87-109.
ITEM EXPLANATION
Construction of the District's 10 million gallon Maerkle Reservoir is currently underway.
Fiberglass reinforced plastic (FRP) products were specified to be installed inside the 10 million gallon concrete reservoir for grating, handrails and access doors. However, it has since been discovered that FRP products have not been certified by the National Sanitation Foundation (NSF) as suitable for direct contact with or immersion in potable water and may cause degradation of water quality. Use of stainless steel materials will provide suitable corrosion protection without degradation of water quality.
In the consultant engineer's opinion, this additional cost would have been included with the original construction bids, if stainless steel had originally been required. District staff concurs with consultant's opinion.
The contractor has quoted a total lump sum cost of $41,450.82 for this change order. The price has been reviewed by District staff which recommends approval of this Change Order No. 5.
FISCAL IMPACT
The 1989-90 budget for this reservoir project is $5,433,000. The original contract amount totals $5,327,818.36. Including Change Order No. 5, the current contract sum $5,435,152.08, therefore the budget will be exceeded by $2,152.08. The District utilizes a $500,000 construction contingency fund in its annual budget for this type of expenditure. It is recommended that $60,000.00 be transferred from the construction contingency fund to cover this change order and any other unforeseen costs or change orders through project completion.

RESOLUTION NO. 646
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT, APPROVING PROJECT CHANGE ORDER NO. 5 FOR THE 10 MILLION GALLON MAERKLE RESERVOIR CMWD PROJECT NO. 87-109
WHEREAS, substitution of stainless steel materials in
lieu of fiberglass reinforced plastic (FRP) is required and
necessary inside the 10 million gallon Maerkle Reservoir,
currently under construction; and I
WHEREAS, the Board of Directors of the Carlsbad
Municipal Water District hereby find it necessary, desirable and
in the public interest to proceed with the installation of
stainless steel materials in lieu of fiberglass reinforced
plastics at this time.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Directors of the Carlsbad Municipal Water District, California,
as follows:
1. That the above recitations are true and correct.
2. That project Change Order No. 5 in the amount of
$41,450.82 is hereby approved and the Board President is
authorized to execute said change order. Following the Board
President's signature of said change order, the Secretary of the
Board is authorized and directed to return the original copy of
said document to the Carlsbad Municipal Water District for
processing.
PASSED, APPROVED AND ADOPTED by the Board of Directors
of Carlsbad Municipal Water District at its regular meeting held
on the 6th day of March, 1990, by the following vote, to wit:
