EPT.ADMIN ADMINISTRATIVE ANALYST POSITION
3ECOMMENDED ACTION:
Adopt Resolution No. 655 revising the District's Administrative Code to reflect the reclassification of the Administrative Analyst position.
ITEM EXPLANATION
Included in the budget for fiscal year 1989-90 is an Administrative Analyst position at a salary range number of 40
($1,080 -- $1,291 bi-weekly). The position has primary responsibility for -implementation of the District's public information and educational programs. The current outlook for Southern California's water supply will warrant some 'extensive programs to deal with not only water conservation, but attempt to increase the public's consciousness pertaining to water issues. The individual will also provide administrative support.
When reviewing the current salary range, it was determined that an increase would be necessary to attract an employee that can administer these vital activities. Staff has decided that the most appropriate salary range would be equal to the City's Management Analyst classification. The closest range within the District's present salary structure is range number 48 ($1,291.20 - $1,512.00 bi-weekly).
FISCAL IMPACT
Projected costs for salary and benefits total approximately $9,000 for the remainder of fiscal year 1989-90. The budget for fiscal year 1989-90 included over $19,000 for this position. The position did not have full year funding due to the previous lack of office space. Now that the new Operations Center is occupied, there is sufficient space for this individual. Full year funding has been included in the proposed 1990-91 budget.

_ RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT REVISING ITS ADMINISTRATIVE CODE TO REFLECT THE RECLASSIFICATION OF THE ADMINISTRATIVE ANALYST POSITION
WHEREAS, San Diego County inhabitants rely on imported water
supplies to satisfy over 90% of their demands, and
WHEREAS, the Carlsbad Municipal Water District is an agency
that recognizes the importance of this precious resource, and
WHEREAS, the Carlsbad Municipal Water District has created a
job classification whose primary responsibility will be to
increase the public's consciousness on water issues;
NOW, THEREFORE, the Board of Directors of the Carlsbad
Municipal Water District approve the reclassification of the
Administrative Analyst position to Range 48.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad Municipal Water District held on the 17th day of
April I 1990, by the following vote, to wit:
AYES: Board Members Lewis, Kulchin, Pettine, Mamaux and Larson
