AMENDMENT TO DUDEK & ASSOCIATES, INC.
SCOPE OF WORK FOR MAERKLE PUMP STATION
RECOMMENDED ACTION:
Adopt Resolution No. 670 approving amendment to Dudek C Assoc- iates, Inc. revising their scope of work for design of the Maerkle Pump Station and Disinfection Facilities, CMWD Project No. 89-109, and increasing the contract amount from $165,000.00 to $202,140.00.
ITEM EXPLANATION
Design of the proposed Maerkle Pump Station and Disinfection Facilities is continuing.
The contract called for the design to incorporate two 12.5 cfs pumps and two smaller 2.0 cfs pumps and to design the piping to allow for an additional 12.5 cfs pump.
The revised scope changes the project plans and specifications to reflect changes in the pumping equipment and control schemes. These changes consist of the following items: eliminate the two smaller 2.0 cfs pumps and revise the number of the larger pumps from 2 to 4 (12.5 cfs pumps) and to modify the control system to include time-of-day control features. Changes in associated equipment and systems required by these pumping system modifications are also included. Other changes have also occurred which directly affect the level of effort required to complete the design work on this project. Specifically, the Fire Department review, and the requirement for City staff review, will require additional efforts by Dudek & Associates, Inc. to coordinate review and incorporate comments. The consultant requires additional time in reviewing: compatibility with the new draft District Master Plan; and in determining the impact of the requested changes; and coordinating preparation of the revised scope of work.
Staff has met with the consultant during the course of the design and these requested changes are required to conform to the data supplied by the District's updated Potable Water Master Plan. $1 FISCAL IMPACT
There is $3,000,000.00 available for design and construction of the Maerkle Pump Station and Disinfection Facilities for the 1990-91 fiscal year. This increase in the consultant's contract amount is $37,140.00 and monies are available for this change.

RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT APPROVING AMENDMENT TO DUDEK &i ASSOCIATES, INC. SCOPE OF WORK FOR MAERKLE PUMP STATION
WHEREAS, the design of the proposed Maerkle Pump Station is
continuing, and
WHEREAS, changes are required to conform to the data
supplied by the District's updated Potable Water Master Plan, and
WHEREAS, these changes will require an increase on the
consultant's contract amount of $37,140.00.
NOW, THEREFORE, the Board of Directors of the Carlsbad
Municipal Water District hereby approve the change and authorize
the increase.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad Municipal Water District held on the 10th day of
July I 1990, by the following vote, to wit:

As discussed last Thursday by telephone and at our meeting of March 13, 1990, this letter is
being delivered for discussion of a request for a change in scope of work, fee, and schedule
for the Maerkle Pump Station and Disinfection Facilities Project. On March 5, 1990,
subsequent to our District review meeting of February 15, 1990, the District requested a
change in the number of pumps and ultimate pump station capacity. This request has
been reviewed by Dudek and Associates, Inc. (DAI).
Our proposed scope of work revision, based on our current understanding of the objectives
of CMWD, is as follows:
Revise the project plans and specifications for the Maerkle Pump Station and
Disinfection Facilities, CMWD Project No. 89-109 to reflect changes in the pumping
equipment and control schemes. These changes consist of the following items:
eliminate the two 2-CFS pumps, eliminate one future 12.5-CFS pump, revise number
of 12.5CFS pumps included in this project from two to four, and modify the pump
control system to include time-of-day control features. Changes in associated
equipment and systems required by these pumping system modifications are also
included.
Enclosed are revisions to the site development plan for the pump station site proposed by
Dudek Sr Associates, Inc. to take advantage of the reduced number of pumps in the
ultimate configuration. The attached revised site plan eliminates the pier-supported
retaining wall and will decrease overall construction costs.

The requested changes result in an anticipated net increase in construction cost of
$350,000.00, or 15.6 percent. A detailed revised engineers estimate of construction cost
will be provided with the final design prior to advertising.
Although the changes are easily accommodated and simplify the overall system, they affect
a large percentage of the sheets and will require expenditure of a considerable number of
manhours to properly revise the existing plans.
Other changes have also occurred which directly affect the level of effort required to
complete the design work on this project. Specifically, the Fire Department review, and
the requirement for City staff review, will require additional efforts by DAJ to coordinate
review and incorporate comments. We have also expended additional time in reviewing:
compatibility with the new draft District Master Plan; and in determining the impact of the
requested changes; and coordinating preparation of the revised scope of work.

As you are aware, we began work on the Squires Reservoir Needs Study in May, 1988 and
our design efforts on the Maerkle Pump Station began in April, 1989. Our billing rates
have not changed since we first began work on the Squires Reservoir Needs Study in May
1987. Our rate structure has changed several times in that period of time, and we therefore
request that you authorize an increase in billing rates to those currently in effect for the
construction assistance for the Maerkle Tank Project. Based on the revised billing rates,
our requested compensation would be as follows:

This estimate of additional costs is based on our understanding of the level of effort
required to process the plans and specifications through the City of Carlsbad. Dudek and
Associates would like to reserve the right to request additional compensation if the plan
review process results in additional delays and requires an unusual level of effort by Dudek
and Associates.
We propose the following timeframes for completion of’this project:

Actual dates associated with the above timeframes are dependent on when DAI receives
approval to proceed with the requested changes. If DAI is authorized to proceed by May 4,
the project would be advertised in mid-July, with construction occurring from September,
1990 to July, 1991.

DETAILED SUMMARY OF IMPACTS
The requested changes in pumping equipment and site layout will directly affect 25 of the
48 sheets in the planset for this project. The city review requirements will potentially
affect all of the Structural and Electrical sheets, All equipment, mechanical, electrical,
and instrumentation specification sections must be revised to reflect the revised
equipment quantities, numbering, and operational modes. Eight sections totalling 131
pages are directly affected, and additional sections must be reviewed for impacts. A
summary of the impacts on the plan sheets is provided below.
