TITLE: MANAGEMENT AND
OPERATING PLAN
RECOMMENDED ACTION:
Accept report and direct staff to take action to implement the action plan for
establishment of a Utilities Department.
ITEM EXPLANATION: /
The Management and Operating Study has been completed by John Heiss, of Hughes,
Heiss and Associates. The study recommends that a City Utility Department be
established to be responsible for all water operations. The sewer maintenance function
would also be included in recommended department.
Copies of the study have been distributed to members of the board and commission.
Attached is a recommended plan of action for the establishment of the Utilities
Department. If the Board of Directors concurs, staff will take steps to implement the
action plan.
FISCAL IMPACT:
Fiscal impact will be identified as specific actions are recommended.

ASSUMPTIONS
1. Responsibility for all water operations would be consolidated under one
department, the Utilities Department.
2. CMWD would be retained as a legal entity.
a. Separate accounting and funds.
b. Utilize water district law
C. Seat on CWA
d. Insurance program
e. Purchase of water from CWA
3. CMWD employees will become city employees.
a. Uniform work rules, compensation and benefits
b. Observe intent of Exhibit A
4. All services required by CMWD will be supplied by City departments in
accordance with City policies, procedures, and practices.
5. Water Commission will continue to function to assist Board of Directors in
matters relating to water policy.

1. Adopt operating agreement between CMWD and City
