ITEM FXPLANATION Effective January 1, 1990, the Water District was established as a subsidiary district of the City. In accordance with the provisions of the agreement between the District and the City, the Water Commission was created and the previous Board assumed the positions of the Water Commissioners with term expirations as follows: Emmett J. Woodward, Jr. January, 1992 John Henley January, 1992 Margaret Bonas January, 1992 Fred W. Merkle January, 1994 Roger Greer January, 1994 The Carlsbad Municipal Water District Ordinance No. 33 states that terms shall expire at the first meeting in January or when a successor takes office. Since three terms expire January 8, 1992, this item is being forwarded to the Board for their consideration. Appointees will serve four-year terms which will expire on the date of the first regular Commission meeting in January, 1996. The January 1,199O agreement states that when subsequent appointments to the Commission are made, the five divisions will remain, with one appointment made from each division when possible. Following is a listing of the Commissioners whose terms are expiring and the divisions they represent. Mr. Woodward represents Division 5. Mr. Henley represents Division 1. Mrs. Bonas represents Division 2. Copies of applications are attached for the Board’s review. Also attached is a copy of the map depicting the five divisions, and a breakdown of all applicants by division.
