ITEM EXPLANATION
Commissioner Greer presented a bill to authorize Olivenhain Municipal Water District to undertake specified testing programs and ground water management activities to improve the ground water basins.
Commissioner Greer requested that this item be placed on the agenda for further discussion.
FISCAL IMPACT
No fiscal impact to the District is anticipated at this time.

PROPOSED LEGISLATION
SUBJECT : Groundwater Management
SUBMI!L’TED BY: Olivenhain Municipal Water District
BACKGROUND : As a result of saltwater intrusion and other
contaminants, the groundwater basins serving the
Olivenhain Municipal Water District have
deteriorated to a level where much of the
groundwater is not longer usable. AB 255 (Costa) of 1991 authorized groundwater management programs for basins listed by the Department of Water Resources as overdrafted, however, it does
not provide for management programs designed for
clean up and and protection of basins that are not overdrafted. Olivenhain MWD is seeking authorization to protect the quality of its
groundwater basins in cooperation with other
districts overlying the basins supplying, or
impacting the supply of, water to the district.
PROPOSAL : Add Article 1 (commencing with Section 73500) to Chapter 1 of Part 12 of Division 20 of the Water Code giving specific authorization to the Olivenhain Municipal Water District to establish a groundwater management plan and to levy fees
and charges for the extraction of groundwater.
