’ APPROVAL OF PLANS & SPECS & AUTHORIZATION TO ADVERTISE FOR BIDS FOR MAERKLE PUMP STATION AND DISINFECTION FACILITIES
RECOMMENDED ACTION:
Adopt Resolution No.q$2- for approval of plans and specifications and authorize staff to advertise for an invitation to bid for construction of Maerkle Pump Station and Disinfection Facilities, CMWD Project No. 89-109.
ITEM EXPLANATION:
The expansion and upgrading of the Maerkle Reservoir Facilities began in 1989. The construction of a concrete 10 million gallon storage tank and associated pipelines was the first phase of a three phase program. The second phase consists of a Pump station and chloramination facility, and the third phase will consist of lining and covering of the 600 acre foot open reservoir. The third and last phase of the program will accomplish a long term goal of the District, which is to comply with a Department of Health request to further protect the water quality in the open reservoir.
This second phase will give the District the ability to utilize the full 600 acre feet of storage through the construction of the pumping facilities. The availability of the full 600 acre feet of storage presently is limited due to hydraulic constraints. The chloramination facilities will provide the District with additional flexibility through the addition of chlorine and ammonia for disinfection purposes. This duplicates the present disinfection abilities of the Metropolitan Water District, the source of our water supplies.
The plans and specifications have been completed and reviewed by staff. They are now ready for Board approval and authorization to advertise for bid. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid will be published, and the contract will be awarded to the lowest responsive bidder subject to Board of Director's approval.
FISCAL IMPACT:
This second phase, pump station and chloramination, is estimated to cost $2,500,000. The 1991-92 C.I.P. Budget and appropriated $3,337,500 for this phase and including contingencies. There are $3,307,300 remaining unencumbered for this phase, therefore, there are sufficient funds available.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA FOR APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO PUBLISH AN ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF THE MAERKLE PUMP STATION AND DISINFECTION FACILITIES - CMWD PROJECT NO. 89-109
WHEREAS, the second phase of the expansion and upgrading
7 of Maerkle Reservoir Facilities consists of a pump station and
8 chloramination facility: and
9 WHEREAS, the second phase will give the District the
10 ability to utilize the full 600 acre feet of storage through the
11 construction of the pumping facilities and the chloramination
12 facilities will provide the District with additional flexibility
13 through the addition of chlorine and ammonia for disinfection
14 purposes; and
15 WHEREAS, funds has been appropriated in the 1991-92
16 Capital Improvement Projects Budget for the phase of construction
17 of the Maerkle Pump Station and Disinfection Facilities in the
18 amount of $3,337,500 with an engineer's cost estimate in the amount
lg of $2,500,000; and
20 WHEREAS, authorization by the Board of Directors to
21 publish an Invitation to Bid in accordance with Section 3.28.120 of
22 the Municipal Code, and award the contract to the lowest
23 responsible bidder subject to Board of Director's approval: and
24 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
25 of the Carlsbad Municipal Water District of Carlsbad, California as
26 follows:
27 1. That the above recitations are true and correct.
28 2. That the plans and specifications and cost estimate

of $2,500,000 submitted by the engineering staff
which are on file with the engineering department
and are incorporated herein by reference, are
accepted.
3. That the Secretary be authorized to publish and
invitation ,to bid in accordance with Section
3.28.120 of the Municipal Code.
