APPROPRIATION OF FUNDS FROM
RECOMMENDED ACTION:
Approve Resolution No. y?s appropriating $1,800,000 from the Carlsbad Municipal
Water District Fund Balance to the Purchased Water Account.
ITEM EXPLANATION
During the development of the fiscal year 1991-92 budget, the water situation in Southern
California was bleak. At that time, the District had received word from the Metropolitan
Water District that water allocations would be 50% of the previous year’s consumption.
With no rain in sight, staff budgeted water purchases at approximately 60% of normal
purchases. After Miracle March and MWD’s declaration in April that 20% reductions were
requested, this line item on the budget was not adjusted to reflect the increase in water
1 purchases.
Therefore, the District now has a shortfall in the Purchased Water Account of
approximately $1,800,000 for the remainder of fiscal year 1991-92. In order to continue
to purchase water from the San Diego County Water Authority, an additional $1,800,000
needs to be appropriated from the District’s fund balance.
FISCAL IMPACT
Due to the fact that the District charges its customers for the water they consume, this
appropriation will be offset by additional revenues from the sale of water to customers.
Thus, there will be no adverse affect on the District’s fund balance.

A RESOLUTION OF BOARD OF DIRECTORS
OF THE CARLSBAD MUNICIPAL WATER DISTRICT
APPROPRIATING ADDITIONAL FUNDS FROM THE DISTRICT FUND BALANCE
TOTHEPURCHASEDWATERACCOUNT
WHEREAS, the Metropolitan Water District had declared a potential 50% reduction in
water supplies during the development of the Carlsbad Municipal Water District Fiscal Year 91-92
budget; and
WHEREAS, the District had budgeted for water purchases based on this information; and
WHEREAS, the Miracle March rains in 1991 resulted in only a 20% cutback; and
WHEREAS, there are funds available in the District Fund Balance to cover the amount of
the appropriation; and
WHEREAS, this appropriation will be offset by additional revenues from water sales.
NOW THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Municipal Water District as follows:
1. That the above recitations are true and correct.
2. That funds in the amount of $1,800,000 from the Carlsbad Municipal Water District
Fund Balance are hereby appropriated to the Purchased Water Account No. 504-820-631 O-2661.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad Municipal
Water District held on the 16th day of June , 1992, by the following vote,
to wit:
AYES: Board Members Lewis, Kulchin, Larson, Stanton and Nygaard
