APPROVAL OF PLANS A SPECIFICATIONS AND AUTHO ADVERTISE FOR BIDS FOR EL CAMINO RECLAIMED WATER PUMP STATION
RECOMMENDED ACTION:
Adopt Resolution No. 803 for approval of plans and specifications and authorize staff to advertise for an invitation to bid for construction of El Camino Reclaimed Water Pump Station, CMWD Project No. 92-306.
ITEM EXPLANATION:
This project involves construction of the El Camino Reclaimed Water Pump Station, the first reclaimed water permanent pump station to be built for the reclaimed water system as a part of the approved Master Plan. The reclaimed water pump station will be constructed over the Vallecitos reclaimed failsafe line location as per attached Location
Map - Exhibit rlA'f. The pump station will replace a temporary pump station serving existing D-2 Reclaimed Water Reservoir, Aviara and ultimately the flower fields.
The plans and specifications have been completed and reviewed by staff. They are now ready for Board approval and authorization to advertise for bid. In accordance with Section 3.28.120 of the Municipal Code, and Invitation to Bid will be published, and the contract will be awarded to the lowest responsive bidder subject to Board of Director's approval.
FISCAL IMPACT:
The contract amount for this work is estimated to be $280,000. The District has been pre-approved for a state loan of $5,000,000 for reclaimed water projects. The contract will be signed at the time of the last project under this loan. Funds will be borrowed from the Water Fund during that period. The low-interest loan will be repaid through the sale of reclaimed water to those users.

RESOLUTION NO. 803
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA, FOR APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO PUBLISH AN ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF THE. EL CAMINO RECLAIMED WATER PUMP STATION, CMWD PROJECT NO. 92-306
WHEREAS, the construction of the El Camino Reclaimed
Water Pump Station consists of construction of the first reclaimed
water permanent pump station to be built for the reclaimed water
system as a part of the approved Master Plan: and
WHEREAS, the reclaimed water pump station will be
constructed.over the Vallecitos reclaimed failsafe line; to replace
a temporary pump station serving existing D-2 Reclaimed Water
Reservoir, Aviara and ultimately the flower fields: and
WHEREAS, the contract amount for this work is two hundred
eighty thousand dollars ($280,000), and the Carlsbad Municipal
Water District has been previously approve for a low-interest state
loan of five million dollars ($5,000,000) for reclaimed water
projects; and the proceeds from the sale of reclaimed water to
consumers will be utilized to repay the low-interest state loan;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of the Carlsbad Municipal Water District as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications and cost estimate
of two hundred eighty thousand dollars ($280,000) submitted by the
engineering staff, which are on file with the engineering
department and incorporated herein by reference, are accepted.

3. That a loan of funds from the District's Water
Operation is hereby authorized to provide support for this project
until state reclaimed water project funds become available. This
loan shall be repaid without interest upon the receipt of the state
reclaimed water project loan funds.
4. That the Secretary be authorized to publish an
invitation to bid in accordance with Section 3.28.120 of the
Municipal Code.

Municipal Water District held on 28th day of JULY I
