RECOMMENDED ACTION:
Determine District policy regarding the eligibility of Commercial and Industrial customers
to participate in the Ultra-Low-Flow Toilet Rebate program and receive rebates for retrofit
of toilets.
ITEM EXPLANATION:
To date, commercial and industrial customers have not been eligible for ultra-low-flow
toilet rebates. This decision was made in order to allow residential customers to take
advantage of the rebate program, without having a majority of the available money used
by a commercial or industrial customer with the replacement of a large number of toilets
for one facility. The other thought behind not allowing these customer classifications to
receive rebates is that private industries presumably have the funds to replace the toilets
on their own. Additionally, it is to their advantage to reduce water consumption because
they will then reduce expenses for water and sewer charges.
If these customer classifications are allowed to participate in the rebate program, should
the District place parameters on their participation? For example, how many rebates
could they receive, would all commerciaVindustrial customers be eligible, and if not, what
circumstances would determine their ineligibility?
