APPROVAL OF PLANS AND.SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR RECLAIMED WATER AND POTABLE WATER SYSTEM IMPROVEMENTS

RECOMMENDED ACTION:
Adopt Resolution No. s31 for approval of _ . plans and specifications, and authorize staff to advertise an invitation to bid for construction of reclaimed water and potable water system improvements, CMWD Project Nos. 86-109, 91-301, and 91-109, Contract No. 3394.
ITEM EXPLANATION:
This project is made up of three separate District projects which are being combined into one contract to take advantage of a State low interest loan for reclaimed water related projects. If these three projects were processed separately, monies from the loan would be delayed since the State will not release any funds until the last project has been awarded.
Project 91-109 is for the construction of reclaimed water mains and potable water mains and water main conversions from Twin IDI Tanks northwesterly to Palomar Airport Road, in Palomar Airport Road westerly from College Boulevard to Paseo de1 Norte and in Hidden Valley Road northerly from Palomar Airport Road to a point near existing *Et Tank.
Project 91-301 involves the installation of 6,400 feet of 12 inch reclaimed water main to replace a temporary 12 inch steel highline presently in operation between the El Camino Real Reclaimed Water Pump Station and the 'D' Tank area.
Project 86-109 includes the installation of 1,288 feet of 16 inch potable water main in El Camino Real from the south boundary of the Carlsbad Business Park southerly to a location just south of Sun Fresh Roses, and 1,766 feet of 12 inch potable water main in an easement from Camino Vida Roble southerly to the District's 18 inch potable water transmission main that goes westerly from El Camino Real to the Twin *Dr Tank area.
Both potable mains are needed to reinforce the reliability of the potable water distribution system for this part of the southwest quadrant of the City of Carlsbad. This reinforcement of the potable water system is to offset the utilization of one of the IDI water tanks for reclaimed water. As a result, the State has approved utilizing the low interest loan proceeds for these potable water lines.
The plans and specifications have been completed and reviewed by staff. They are now ready for Board approval and authorization to advertise for bid. In accordance with Section 3.28.120 of the Municipal Code an Invitation to Bid will be published, and the contract will be awarded to the lowest responsive bidder subject to Board of Director's approval.

ENVIRONMENTAL REVIEW:
The environmental review process for these combined projects has been completed, and the California Coastal Commission is in the process of issuing Permit No. 6-92-227.
FISCAL IMPACT:
Funds for these projects have been appropriated in the 1992-93 C.I.P. as follows:

The State Water Resources Board has approved this project to make the improvements for the reclaimed and potable water improvements. The funds for this project will be from a pre-approved state loan of $5,000,000. The State will sign the contract with the exact amount of the loan after this, the last contract under this loan, is awarded. Funds will be borrowed from the Water Fund during this period. The low interest loan will be repaid through the sale of reclaimed water and rebates from County Water Authority and Metropolitan Water Authority.
The estimated construction cost for this project is $1,201,525. The estimated District-funded project costs are as follows:

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA, FOR APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO PUBLISH AN ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF RECLAIMED WATER AND POTABLE WATER SYSTEM IMPROVEMENTS, CMWD PROJECT NOS. 86-109, 91-301 6 91-109
WHEREAS, proposed construction is in conformance with the
Reclaimed Water Master Plan: and
WHEREAS, three separate CarlsbadMunicipal Water District
projects are being combined into one contract to take advantage of
a State low-interest loan for reclaimed water related projects; and
WHEREAS, proposed improvements will serve portions of the
southwest quadrant of the City of Carlsbad and the Flower Fields as
shown on Exhibit “An (Location Map) and Exhibit **Brt (Schematic Plan
- Reclaimed Water System - Failsafe Line to Interstate 5) attached
hereto and made a part hereof; and
WHEREAS, the estimated contract amount for this work is
one million, two hundred and one thousand, five hundred twenty-five
dollars ($1,201,525), and the Carlsbad Municipal Water District has
been previously approved for a low-interest State loan in the
amount of five million dollars, ($%000,000) I for the reclaimed
water projects: and the proceeds from the sale of reclaimed water
to' consumers and rebates from County Water Authority and
Netropolitan will be utilized to repay the low-interest State loan:
NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors
of the Carlsbad Municipal Water District as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and estimated cost of

3 are on file with the Engineering Department and incorporated herein
