ITEM EXPLANATION:
The San Diego County Water Authority will release its draft Water Resources Plan/Urban
Water Management Plan for public review at a Board of Directors workshop scheduled for
August 31. The plan is a blueprint for the Authority to use in meeting its mission to provide
a safe, reliable water supply to its member agencies serving the San Diego region.
The plan identifies future water demand, reviews options for developing water supplies and
develops forecasts that will guide the Authority in the future. The options would increase the
amount of water produced locally and slightly reduce our reliance on water imported through
the Metropolitan Water District of Southern California. An objective of this effort is to identify
an optimal mix of resources to maximize the reliability of our water supply and minimize costs.
The plan outlines five options for future development of water supplies. Each option employs
at least two of the following elements: water conservation, water reclamation, groundwater,
seawater desalination and water transfers from other areas of California. The options present
a range in the amount of water that would be developed. For example, one option calls for the
Authority to develop 100,000 acre-feet of additional water through conservation and
reclamation. Other options identify up to 458,000 additional acre-feet to be developed through
conservation, reclamation, groundwater recovery, seawater desalination and water transfers.
Staff has reviewed this Water Resource Plan and will be making a presentation to the Board
regarding its contents and recommendations.

Since this is an informational agenda item, there is no action required and therefore no fiscal
impact at this time.
