RECOMMENDED ACTION:
Adopt Resolution No. 8s”f for approval of plans and specifications and authorization to publish an
advertisement for bids for construction of Twin ‘D’ Reservoir Improvements, CMWD 84-l 11, Contract 3376.
ITEM EXPLANATION:
The Carlsbad Municipal Water District Master Plan has determined the need of expanding the reservoir
capacity by 6 million gallons to meet existing growth and fire flow requirements in the southwest portion of
the City. There are two existing reservoirs on the existing site with a total capacity of 2.5 million gallons. One
of the existing tanks has been converted to a reclaimed water reservoir, and the second reservoir will also be
converted to reclaimed water as a part of this project. In order to gain the 6 million gallons of storage an 8.5
million gallon reservoir needs to be constructed.
In the 199394 budget the Board of Directors has appropriated funds for the Capital Improvements Program
in the amount of $4,900,000 for the 8.5 million gallon reservoir at the Twin ‘D’ Reservoir site. Additional piping
and landscaping will be installed at this time for future reservoir capacity at the same site. Construction is
anticipated to take approximately three hundred sixty five (365) calendar days from the date of the issuance of the Notice to Proceed. Plans and Specifications are available for review at the District offices. In
accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid will be published, and the
contract will be awarded to the lowest responsive, responsible bidder subject to Board of Directors’ approval.
This project has been coordinated with City engineering staff, and it has been determined that there are no
conflicts with any other City projects that may be contemplated for this area.
ENVIRONMENTAL REVIEW:
The City of Carlsbad has conducted an environmental review of the project pursuant to the Guidelines for
Implementation of the California Environmental Quality Act and the Environmental Protection Ordinance of the
City of Carlsbad. As a result of said review, a Negative Declaration (declaration that the project will not have
a significant impact on the environment) was issued for the subject project, Case No. EIA 91-l 5, and is on
file with supportive documents at the Planning Department, 2075 Las Palmas, Carlsbad. The California
Coastal Commission has issued a permit authorizing the District to proceed with construction of this project,
permit number 6-93-91.
FISCAL IMPACT:
Funds in the amount of $4900,090 have been appropriated for this project. As of December 31, 1993, $4.4
million is available. The total remaining cost estimated for this project is $4,100,000. Therefore, there are
sufficient funds available for this project.

CONTRACT NO. 3376
WHEREAS, the Board of Directors of the Carlsbad Municipal Water Diirlct of Carlsbad,
California, has determined it nv and in the public interest to construct the Twin ‘D’ Reservoir
Improvements, CMWD Project 64-l 11, Contract 3376, to meet the Carfsbad Municipal Water District Master
Plan needs of expanding the reservoir capacity to meet existing growth, reserve capacity, and fire flow
requirements in the South West portion of the City; and
WHEREAS, funds appropriated in the 199394 Budget for the Capital Improvement
Program in the amount of $4$00,606 are available; and
WHEREAS, plans and specifications for the construction of Twin ‘D’ Reservoir
Improvements Project with a cost estimate of $3,!560,006 are on fife in the Engineering Department of the
Carl&ad Municipal Water Diirict; and
WHEREAS, author&&ion by the Board of Directors to publish an Invitation to Bii in
accordance with Section 3.26.126 of the Municipal Code, and award the contract to the lowest responsive,
responsible bidder subject to the Board of Director’ approval:
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Cartsbad Municipal
Water District of Carl&ad, California, as follows:
1. That the above recitations are true and cormct.

1 2. That the plans and specificatii and cost estimate of !$3,660,000 for the Twin ‘D’
2 Reservoir Improvements, CMWD Project 84-111, Contract 3376, submitted by the Carisbad, Municipal
3 Water engineering staff which are on file with the Carl&ad Municipal Water District Engineering
4 Department and are incorporated herein by reference, are accepted.
5 3. That the Secretary be authorized to publish and invitation to bid in accordance
6 with Sectii 3.28.120 of the Municipal Code.
