ITEM EXPLANATION:
The North County Transit District (NCTD) is constructing the Village Transit Center in the vicinity of Washington
Street and Christiansen Way. Part of their project includes construction of a new roadway for Washington
Street and a portion of Christensen Way. During construction, it was found that the new roadway will directly
impact an existing &inch diameter water pipeline in Washington Street resulting in the need to relocate the
pipeline to a deeper depth in the same location. Since the pipeline relocation work was not incorporated in
the original design of the project, NCTD will be adding the work by execution of a change order to their
existing construction contract. In reviewing this pipeline relocation, the CMWD staff recommends that the
pipeline size be increased to 8-inch diameter to comply with current minimum pipe size standards and to meet
updated fire flow conditions in the master plan.
In the 1 QQ4/95 Budget, the Board of Directors appropriated funds to replace the water pipeline in Chriitiansen
Way from Washington Street to Carlsbad Boulevard. CMWD staff has completed the plans for construction
of this project and was scheduled to receive bids for construction in 1995. However, it is recommended that
the water pipeline replacement in Christiansen Way be performed concurrent with the pipeline relocation work
in Washington Street. This will avoid construction within the new improved roadway of Washington Street later
on this year to connect the pipeline in Christiansen Way to the pipeline in Washington Street. It will also avoid
disruption to traffic for a second time in the same area.
ENVIRONMENTAL REVIEW:
The proposed relocation of utility pipelines has already been considered by the San Diego County EIR
prepared for the Commuter Rail Stations and approved in October 1 QSQ. In addition, the pipeline replacement
in Christiansen Way has received a categorical exemption from the Cii Planning Department in accordance
with Section 15302 (c) of CEQA.
FISCAL IMPACT:
CMWD requested, through NCTD to receive a bid proposal from Douglas E. Barnhart, Inc., the contractor on
the Carlsbad Village Transit Center, to perform the work. Douglas E. Barnhart submitted four bids from
pipeline subcontractors. The total cost from the lowest subcontractor bid was $116,QQ&Q8. The higher bids
submitted were in the total amount of $11 Q,600.00, $150,521.20, and $163,171.20. The Engineer’s estimate
for this work is $120,000.
Funding for the work would be shared between NCTD and CMWD. The project cost share is based on the
understanding that CMWD would be responsible for the cost of replacing the pipeline in Christiansen Way and
the cost to increase the pipeline size in Washington Street from 6-inch diameter to 8-inch diameter. The
CMWD share in the project cost is $47223.70. The NCTD project cost share would be based on relocating
the pipeline in Washington Street in the amount of $69,773.28. The following table summarizes the project
cost share based on the lowest bid.

Funds in the amount of $316,825 for replacement of the existing pipeline in Christiansen Way and other

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA, FOR
AUTHORIZATION TO REIMBURSE NORTH COUNTY TRANSIT DISTRICT
FOR CONSTRUCTION OF PIPEUNE REPLACEMENT IN WASHINGTON

WHEREAS, The Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
6 California has determined it necessary and in the public interest for authorization to reimburse North
7 County Transit Diitrict for construction of pipeline replacement in Washington Street and Christiansen
8 Way, CMWD Project No. 93-605; and
9 WHEREAS, plans and specifications for the replacement of the water pipelines in
10 Washington Street and Christiansen Way have been prepared by the Carlsbad Municipal Water District
11 engineering staff with a cost estimate of $12O,OOQ; and
12 WHEREAS, the Carlsbad Municipal Water District’s share in the project is $47223.70
13 based on the understanding that Carlsbad Municipal Water District is responsible for the cost of replacing
14 the pipeline in Christiansen Way and increasing the pipeline size in Washington Street to &inch diameter,
15 and North County Transit District is responsible for the replacement cost of a Sinch diameter pipeline in
16 Washington Street; and
17 WHEREAS, funds appropriated in the lQQ4/Q5 Budget for replacement of the existing
18 pipeline in Christiansen Way are available in the amount of 8316,285; and
19 NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of the Carlsbad Municipal
20 Water District of Carlsbad, California as follows:
21 1. That the above recitations are true and correct.
22 2. That the plans and specifications with a cost estimate of $120,000 submitted by
23 the Carlsbad Municipal Water District engineering staff which are on file with the Carlsbad Municipal Water
24 District are incorporated herein by reference and are accepted.
25 3. The project share cost for Carlsbad Municipal Water Distriit is 847223.70 based
26 on the low bid submitted by Douglas E. Barnhart, Inc., the contractor for the North County Transit District
27 Carlsbad Village Transit Center.
28 4. That the funds in the amount of $316,265 for replacement of the existing pipeline
